A Privatisation Unit (PU) source told The New Vision that "due to overwhelming technical support, Government has no choice but to go back to the original idea." The source said though the idea of selling the Masindi-based sugar company to a core investor to ensure sustainability might have been good, the abrupt change of mind would have hurt the confidence the public have in the Uganda Securities Exchange (USE) and the Capital Markets Authority (CMA), the stock operators and regulators respectively. He said the idea would also hurt the two institutions directly since they had already approved the listing of 51% shares of the 100% government-owned company.

Second Deputy Prime Minister Moses Ali said Tuesday that 800,000 Ugandans displaced by the war face starvation between now and June. The food crisis in northern Uganda also has affected 150,000 refugees. Ali also is minister for disaster preparedness and refugees. Ali said the displaced people in the 125 camps cannot cultivate their farms and desperately need blankets, tarpaulins, utensils, clothing and other essentials.

Extractions: Origin and Mandate When President Yoweri Museveni and his National Resistance Army/Movement took over the reigns of power in Uganda in 1986, the country was infamous for its widespread human rights abuses and massive loss of civilian life. Hundred of thousands of civilians lost their lives during the military dictatorship of Idi Amin (1971-79) and the second administration of Milton Obote (1980-85). Many more had been subjected to arbitrary arrests, beatings, torture, and other forms of human rights abuses. Soon after its seizure of power in 1986, the Museveni government established a Commission of Inquiry into Violations of Human Rights, with a mandate to investigate human rights abuses committed by past governments from independence until the day the Museveni government came to power. Despite long delays due to inadequate resources coupled with instability in some parts of the country, the commission of inquiry ultimately produced a 720-page final report in 1994, providing an overview of human rights abuses in Uganda from 1962 until 1986, and recommending, among other things, the incorporation of human rights education into the general curricula of schools, universities, the army, and other security personnel. On December 12, 1988, the governing National Resistance Council (NRC) enacted statute no. 5, establishing the Uganda Constitutional Commission (also known as the Odoki Commission after its chair Justice Benjamin Odoki), which was charged with writing a new draft constitution. The Commission of Inquiry into Violations of Human Rights made a submission to the Odoki Commission, arguing for the inclusion of a permanent and independent human rights commission in the constitutional draft.

The UHRC is serving as a channel between the population and government institutions, educating both the public and government agencies, while simultaneously pushing for human rights abuses to be addressed by the responsible institutions and for corrective action is taken. If it continues to build on the gains it has made to date, the UHRC has the potential to contribute an important role in making long-term gains for human rights in Uganda. The UHRC has engaged in significant monitoring activities in more contentious areas of human rights, meeting an important need in Uganda. Notwithstanding its limited capacity, the UHRC has carried out credible and detailed investigations into human rights abuses in Uganda, and has not shied away from criticizing the security agencies involved in abuses. The UHRC occupies a unique position in the Ugandan human rights community, because it has constitutionally entrenched powers to demand an end to human rights abuses. NGOs have the ability to monitor and document human rights abuses, and to advocate reform, but they can hardly evoke a constitutional mandate to demand an end to human rights abuses. In addition, its position as a constitutionally entrenched body gives the UHRC a high level of protection from government retaliation. In doing its work, the UHRC has recognized its complementary role to the work of NGOs, and has worked with NGOs in this spirit of mutual acceptance and partnership. According to UHRC chair Margaret Sekaggya, the work of the UHRC and human rights NGOs is "mutual and complementary."
