4-0 out of 5 stars Most concise political history of Uganda available
This book is good for the student who wants a quick overview of Uganda history from 1960 to 1990.Mutibwa writes a good brief history of Ugandan colonial history and avoids political bias in his discussions of the governments of Milton Obote, Idi Amin and Yoweri Museveni. He draws upon unpublished material and his own experience in government plus a range of secondary material to provide the reader with a well-written and concise book.

Yet I do have some complaints about the book.First, while Mutibwa presents an astute analysis of political intrigue and debates in Kampala, he fails to give enough time to social history, especially to the vast majority of the Ugandan population that lives in rural areas.Second, he spends too little time on the economic history of Uganda, neglecting such important events as Amin's economic war in the '70s and Obote's structural adjustment program in the early '80s.Third, he fails to utilize the works of such Ugandan experts as EA Brett, HB Hansen, Kenneth Ingham Dan Mudoola and TV Sathyamurthy in his analyses. Finally, while no fault of Mutibwa, this book is now ten years old, making it unsuitable for the student interested in a history of the NRM.

The above reservations aside, however, this book is still a good read for the average reader.

4-0 out of 5 stars Good Introduction To Ugandan Water Supply And Tariff Issues
This article by Geoffrey Muleme (originally published in the February 1, 2006 edition of "African Review of Business and Technology") explores the history of water tariffs in Uganda, and the coming of a more rational water policy within the government. Major General Kahinda Otafire has made it a prime governmental mission to reduce and equalize the water and sewer rates across Uganda, particularly in rural areas, which in the past have been frequently overcharged with deleterious health consequences.

In urban areas piped sewers serve eight percent of the population, though rural communities are still far behind that. Despite progress, most poor people still travel long distances for unsafe water, and sewer services are still relatively undeveloped, though the state-owned National Water and Sewerage Corporation is working on improvements.

In some areas rain water harvesting technology is being employed and funded by the government. Though the program initially only covers the Bukanga, Isingiro, Kooki, Kabula, Mayuge, Nakasongola, and Teso Lango regions, rural safe water coverage has improved to 60 percent by June 2005 (up from 57.9 percent a year earlier.)

This article deals with the progress Uganda is making in water policy. The government is making strides in sanitary water services for all citizens of Uganda, both rural and urban, and this article explains in appropriate detail how the reduction in water tariffs have played a key role in this progress.

The government of Uganda is to be commended for focusing on this important and basic task. This article is to be commended for explaining the important relationship of water tariffs and clean water availability. This is an interesting article for people interested in public utilities in the developing world, the sociology of water distribution, and Ugandan infrastructure development and economic policy. ... Editorial Review

Book Description
Once known as 'The Pearl of Africa', Uganda has, over the last 50 years, suffered the notoriety of rule by dictator Idi Amin, of economic collapse, and of systematic human rights abuses. Yet today, Uganda is widely viewed as an inspirational economic success story, and as a symbol of a more vibrant, successful Africa.
This Country Profile provides a concise account of Uganda's historical and political background, and traces the growth of modern Uganda, where pioneering and imaginative responses to poverty and political pluralism are contrasted with the devastating effects of continuing internal conflicts.
Throughout the book, Ugandan people speak for themselves on such issues as dealing with conflict; the effects of the universal primary education program; and innovative projects to combat HIV and AIDS. ... Read more

5-0 out of 5 stars Uganda (Oxfam)
Well written, organized, easy to read, brief, and engaging overview of Uganda: the geography, history, politics, people.Lots of photos.
I recommend it for those who want an overview of the country.

4-0 out of 5 stars A Good Overview
This is a good Oxfam publication. It was fairly concise and informative.I was, however, let down by its short length.Another 100 pages would have been nice.

5-0 out of 5 stars An Objective and Concise Overview of Uganda
This Oxfam Country Profile is the most up-to-date overview of contempory Uganda that is currently available.Mr. Leggett has written an objective narrative that covers the major issues facing Ugandans today--education, health, politics, regional conflict, and the economy. Also included are a brief history, current statistics, and additional references.Written with compassion but without sentimentality, the material is presented both from a general perspective and as seen through the eyes of individual Ugandans. The book is profusely illustrated with high-quality photographs.Affordable, essential reading for those planning to travel to Uganda, or for anyone with an interest in the country and its people. ... Editorial Review

Book Description
In this volume, Martin Jamison provides a descriptive bibliography of published material on Idi Amin and Uganda during the Amin years. Arranging the entries topically within chronological sections, Jamison covers the span of Amin's reign from 1971 to 1979. The work also includes entries providing background information on Amin and covering Amin in exile. The volume covers scholarly, research-level, English-language works, all of which are generally accessible in libraries in North America. The literature covered includes journal articles, books, chapters within edited volumes, conference papers, government publications, audiovisual materials, and theses. Works included are those that are substantial and to the point, that provide more than a passing glance of Amin, and that speak directly to the topic of Amin or Uganda under Amin. With some exceptions, the bibliography excludes newspaper articles, popular or news magazine articles, fiction, encyclopedias, yearbooks, and other standard handbooks. After personally examining all but fifteen of the entries cited, Jamison has provided descriptive, nonevaluative annotations. Annotations also note such features as length, type of illustrative material, indexes, and notes. The volume also includes author, title, and subject indexes. It will be a valuable aid for students and other researchers who want to find and select literature on Idi Amin and his times. ... Read more

Editorial Review

Book Description
An extended piece on the British colonial state mostly focused on the 1940s, arguably the most neglected decade in the study of Uganda's colonial history. The argument at its centre is that the Second World War exposed the central and abiding boundaries of British power; and laid bare the basic truth that the colonial state was inadequate and lacking in the necessary knowledge and imagination to adjust to the demands of the new global context. It further shows how the war transformed conditions of relative African co-operation and acquiescence, and British-Ugandan collaborative economic relationships. The author's thesis is that there is a line of continuity from the colonial state as exposed by the Second World War, to the notorious fragility of the Ugandan state after independence, to the present Museveni regime. He suggests that a useful perspective may be to consider how African society impacted on British rule - besides the usual consideration of the impact of colonialism - and that it may no longer be accurate to consider the colonial period as a historical discontinuity. The author draws further parallels between the similarities of the Ugandan regime of the 1950s and the Museveni governmemt, proposing that a better understanding of this period may shed light on the crux of the problems of present-day government in Uganda. The author is Academic Vice-Principal and Head of the History Department at Dulwich College, London. ... Read more

Book Description
Uganda instated a decentralisation policy in 1992 aiming to introduce a system that would meet local needs. The 1995 constitution consolidated the process, and the local government act of 1997 provided the legal framework. Changes in the system of local government were fundamental, given that the country had previously been governed under a centralised system. ... Read more
