Examining the Hunting Bill in its committee stage in the Commons, they accepted an amendment from Michael Foster, Labour MP for Worcester, that hare hunting, like hare coursing and stag hunting, should be banned. Alun Michael, the Rural Affairs Minister, abstained, but Peter Bradley, his parliamentary private secretary, and Nick Ainger, the government whip, voted for the ban. Hunting supporters were angry that Mr Michael had not argued against the inclusion of hare hunting, when in his original Bill he believed that it could be subject to registration.

Two forms of coursing are practised in Ireland - enclosed coursing and open coursing. Both involve the use of a hare as a live lure. Every year, coursing subjects thousands of hares to stress, injury and death. In 1993, the government, responding to public concern over this killing, agreed that the slaughter of hares in coursing could not continue. Under political pressure, the Irish Coursing Club (the governing body in coursing) were forced to muzzle greyhounds at enclosed coursing meetings. Greyhounds used in open coursing still remain unmuzzled, however. The hare is protected under the 1976 Wildlife Act but the same act also protects hare coursing, i.e. it is illegal to trap or sell hares other than for the specific purpose of coursing them About a month before each meeting, club members go into the countryside to collect hares in a process known as "netting". This involves a gang of supporters shouting and yelling to herd hares into nets which have been strategically placed. The hares are then put into boxes for transport to the coursing venue. This netting and handling is in itself cruel and hares, being timid and delicate creatures, often die or are injured as a result. The next stage in the vicious circle of coursing cruelty is to train the hares. Releasing a wild animal into a coursing field would produce what coursing supporters would see as very poor "sport" since the hare wouldn't know where to run. Prior the coursing event, therefore, club officials subject the hares to training sessions to familiarise the hares with the field and to teach them to run up the centre of the field as is required for "good coursing".

Extractions: The equipment used is quite simple and consists of 300 metres of fishing line strung around several pulleys set into the ground to form the course. A plastic bag is tied to the line and is powered around the pulleys by a battery-operated motor. The operator can stop the lure at any time and can change direction as well. For those dogs that regularly attend, we have developed a system of thin pipes, which the lure will go through and then stop inside. The dogs will then frantically search for where it has gone by sniffing the ground, looking in the pipes or try to look under the pipe. The lure can either proceed through the pipe or can reverse and trick the dogs by coming out of the opposite end. The smaller dogs endeavour to put their heads in the end of the pipes to see where the lure has gone, while the bigger dogs just try and flip the pipes over. Others will cut the corners and wait for the lure to come to them. Little do they know that the operator will stop and reverse the lure. The chase is then on once again. This is a sight to behold and every dog owner is encouraged to give his or her dog the opportunity to prove his or her skill at this sport. Words cannot describe the expressions on owners' faces when they see their dogs stride out in full flight and chase the lure. Even if they don't run the whole course it doesn't matter. It is not competitive and is used to give your dogs a fun activity and an easy way for you to exercise them.

Population and Management and Control "There is little or no need to control overall hare numbers and, indeed, they are a Biodiversity Action Plan species. However, the distribution of hares is uneven: they are abundant in some areas, mainly in the east of England, and scarce in much of Wales and the West Country. Hare hunting and coursing are essentially carried out for recreational purposes and have a relatively small direct impact on hare numbers. A ban would therefore have little effect in practice on agriculture or other interests." (5.94) It goes on to say "Because hare numbers tend to be maintained at high levels in areas where hunting/coursing occurs, the impact of a ban might well be that, in the absence of other changes, the population would decline in those areas. This would partly result from a loss of suitable habitat but also, in a few areas, from the shooting of hares to deter poaching and illegal coursing. However, in comparison with the impact of organised shooting on hare numbers, a ban on hare hunting and coursing would have a negligible effect." (5.95)

If neither dog turns the hare, he that leads last to the covert wins.
