It is also charged with coordinating the work of other agencies in the intelligence community
including the National Security Agency and the Defense Intelligence Agency. It was established by the National Security Act of 1947, replacing the wartime Office of Strategic Services.
The CIA's specific tasks include: advising the president and the National Security Council on international developments; conducting research in political, economic, scientific, technical, military, and other fields; carrying on counterintelligence activities outside the United States; monitoring foreign radio and television broadcasts; and engaging in more direct forms of espionage and other intelligence operations.
Throughout its history the CIA has seldom been free from controversy. In the 1950s, at the height of the cold war and under the direction of Allen Welsh Dulles, its activities expanded to include many undercover operations. It subsidized political leaders in other countries; secretly recruited the services of trade-union, church, and youth leaders, along with businesspeople, journalists, academics, and even underworld leaders; set up radio stations and news services; and financed cultural organizations and journals.

Biography
Colby published his memoirs, Honorable Men, My Life in the CIA , in 1978. He returned to the business world, serving as a consultant to businesses with international interests (specializing in the Far East) and giving speeches on national security, the role of intelligence in a democracy, and current world affairs. On April 27, 1996, he disappeared while canoeing on the Wicomico River near his home in Maryland and was found several days later. His death was ruled an accident, and authorities presumed he had a stroke or heart attack before falling into the water. Colby married Barbara Heinzen in 1945 and they had five children, Jonathan, Catherine, Carl, Paul, and Christine. The couple divorced in 1984; Colby then married Sally Shelton, a former ambassador to Barbados, Grenada, and other Eastern Caribbean nations (1977-1981).

Foreign Relations of the United States
The Foreign Relations of the United States series presents the official documentary historical record of major U.S. foreign policy decisions and significant diplomatic activity. The series, which is produced by the State Department's Office of the Historian, began in 1861 and now comprises more than 350 individual volumes. The volumes published over the last two decades increasingly contain declassified records from all the foreign affairs agencies. Foreign Relations volumes contain documents from Presidential libraries, Departments of State and Defense, National Security Council, Central Intelligence Agency, Agency for International Development, and other foreign affairs agencies as well as the private papers of individuals involved in formulating U.S. foreign policy. In general, the editors choose documentation that illuminates policy formulation and major aspects and repercussions of its execution. Volumes published over the past few years have expanded the scope of the series in two important ways: first by including documents from a wider range of government agencies, particularly those involved with intelligence activity and covert actions, and second by including transcripts prepared from Presidential tape recordings.

1977 Senate Hearing on MKULTRA by U.S. Senate Perhaps most disturbing of all was the fact that the extent of experimentation on human subjects was unknown. The records of all these activities were destroyed in January 1973, at the instruction of then CIA Director Richard Helms. In spite of persistent inquiries by both the Health Subcommittee and the Intelligence Committee, no additional records or information were forthcoming. And no one no single individual could be found who remembered the details, not the Director of the CIA, who ordered the documents destroyed, not the official responsible for the program, nor any of his associates. A Study of Assassination: A CIA Manual by CIA Assassination is a term thought to be derived from "Hashish", a drug similar to marijuana, said to have been used by Hasan-Dan-Sabah to induce motivation in his followers, who were assigned to carry out political and other murders, usually at the cost of their lives. Admissions and Omissions: The CIA in Guatemala by Linda Haugaard The president's advisory Intelligence Oversight Board (IOB) report on human rights cases and the ClA's role in Guatemala, released on June 28, shows that the CIA knowingly hired paid informants who were involved in assassinations, kidnappings and torture. The report also asserts that U.S. support was "vital" to the Guatemalan intelligence services.

In the immediate aftermath of the attacks on September 11, the United States Intelligence Community and the law enforcement agencies, most notably the Central Intelligence Agency (CIA) and the Federal Bureau of Investigations (FBI), were roundly criticised for their collective failure to act on the significant clues that were evident prior to September 11. Accusations of ineptitude, complacency, and arrogance were commonplace, and the future of the CIA Director, George Tenet looked bleak. What followed these understandable recriminations were congressional hearings and significant proposals to redesign the United States' effort to combat terrorism. However, rather than wholesale and radical change, what we have actually seen are no resignations or firings, proposals for only incremental change, and the creation of numerous new anti-terror task forces. Congress has also voted for a significant increase in the intelligence budget - without any evidence that there has been a parallel improvement in efficiency or effectiveness. History has shown time and again, that the keys to success in combating terrorism are coordination and cooperation, human intelligence and integrated analysis
