Encourage Private Schools
Private schooling is underutilized in Utah, making lawmakers' refusal to act on a bill that would mildly encourage private school patronage even more unconscionable than it was.
Figures the Utah Foundation recently compiled show that only 2.8 percent of Utah's school-age children attend private schools far below the national average of 10 percent. This adds to the strain on the state's public education system and to Utah's dubious distinction of being dead last among the states in per-pupil spending, not to mention the anomie that characterizes mediocrity.
The Utah Foundation figures are not an aberration. Historically, mostly Mormon Utah has had one of the lowest, if not the lowest, percentages of its school-age youngsters in private schools since statehood. Before that, the situation was the opposite.
In territorial days, Protestants dominated the public schools and freely admitted that one of their goals was to wean Utah children away from the values of their Mormon parents. The LDS Church set up its own school system as an alternative. With statehood, Mormons could elect co-religionists to local school boards and dominate the public system, which allowed the cash-strapped church to dismantle its own schools.
Today's figures vividly demonstrate the need to encourage private education in Utah. One way to do that was the bill Sen. Chris Buttars, R-West Jordan, sponsored in this year's legislative session. Its tuition tax credit would have provided an inducement for more families to explore the private-school alternative, but lawmakers chose not to act on it.

    President Bush Reveals Plans for Improved Mental Health Services
    On April 29, President Bush announced the formation of the President's New Freedom Commission on Mental Health to develop recommendations on improving mental heath services. The President selected Dr. Michael Hogan, the Director of the Ohio Department of Mental Health, as the first chair of the commission. In his speech, President Bush emphasized the need for mental illness to be treated like any other physical illness; not as a source of embarrassment. Currently, many Americans do not receive insurance coverage for treatments for mental illness. This lack of coverage may prevent them from living satisfying lives. According to President Bush, the health insurance system must treat mental illness like any other disease. The insurance parity idea is a critical part of his plan. The President demonstrated his commitment to work with Congress in an effort to pass his proposed plan.     Utah Student Survey ABSTRACT

    The Utah Division of Substance Abuse contracted with Brigham Young University to conduct a school survey of students in grades 7 to 12 covering thirteen local planning districts. The survey sought to determine: (1) the amount of ATOD use among adolescents in Utah, (2) how ATOD risk factors for adolescents in Utah compare with other States and the nation, (3) the extent ATOD use has changed during the past 10 years, and (4) the relationship between ATOD use and the risk and protective factor levels measured by the questions developed for the six-State consortium. The size of the sample was chosen to reach estimates that had a margin of error of +/- 2% at the State level and +/- 4% at the planning district level at the 95% confidence level. The sample included a proportional number of students from private schools. In addition, a sample of students from alternative schools were included. CONTACT

    WASHINGTON - The shooting death of a 17-year-old student in a public high school in a small Michigan community Monday undoubtedly serves as a sad reminder that, while America works to secure the homeland from violence, we must not overlook our schools. Authorities said the victim of yesterday's shooting left his alternative school and came back in the afternoon armed with a .22-caliber rifle and 20-gauge shotgun. He then reportedly took a teacher and a classmate hostage in a classroom. Though negotiations resulted in the release of the two hostages, the student shot himself before state police could intervene. The teen was reportedly despondent over a breakup with his girlfriend two days earlier. This was the second suicide with a firearm in United States' schools this academic year. The last occurred in Salt Lake City, Utah in October. The Hamilton Fish Institute focuses on school violence prevention using effective strategies with proven evidence of effectiveness. In 1995, Institute director Dr. Paul Kingery examined rural communities and small towns within commuting distance of large metropolitan areas. The surprising finding was that these schools were not the safe havens parents thought them to be. Research showed that rural communities near large metropolitan areas often have many of the violent behaviors more characteristic of their urban student counterparts.

Utah Office of Energy Services programs are designed to assist all sectors of Utah's economy achieve energy cost savings and improve out environment. ACCOMPLISHMENTS FOR FY 99 Public Building Energy Financing Program - During FY99 the Public Building Energy Financing Program provided loan and grant funding for energy efficiency projects with Utah school districts, local governments, and higher education facilities. Projects included upgrades to lighting systems, central plant equipment, controls, and boilers. Nine new contracts were also issued to local governments for energy efficient upgrades on historic buildings throughout the state. The College of Eastern Utah received a $167,000 loan to upgrade campus lighting and controls to state-of-the-art technology. As federal and state grants for building retrofits become more scarce, the Office of Energy Services continues to market and facilitate partnerships between public institutions and private energy service companies such as one at the University of Utah that has leveraged $31 million in private funding. The return on investment in public building energy efficiency averages a 4 to 5 year simple payback. Utah Clean Fuels Loan Program- The program promotes the transition to cleaner-burning transportation fuels to help improve Utah's air quality and reduce reliance on foreign oil. Zero-interest loans are available to public agencies, and low-interest loans are available to enable private businesses to purchase vehicles manufactured to operate on alternative fuels and to install fueling facilities. Over $2.3 million is available. A total of $475,000 in loans have been issued for more than 85 vehicles and the installation of refueling facilities.
