A. Education Uruguay has one of the highest rates of literacy (97.8 percent of the adult population) in Latin America. Primary education is compulsory, and Uruguay is one of the few nations in the Western Hemisphere in which all education, including college and postgraduate work, is free. In 1996 primary schools numbered 2,415 and were attended by 345,600 students; secondary schools had an enrollment of 170,700. Institutions of higher education include the University of the Republic (1849) and about 40 teacher-training schools. B. Culture and Art Western European tradition is widespread in Uruguay today. By the 19th century most of the Native Americans had been supplanted by Europeans, chiefly Spaniards and Italians. Since then the country has adopted the cultural institutions of these immigrants. As in Uruguay, which has folk music and dances similar to those of Uruguay, the gaucho (South American cowboy) has been the subject of folklore and music.

Uruguay may be a small country but it has impressive artistic and literary traditions. International acclaim has greeted artists such as Pedro Figari, a painter of bucolic scenes, and José Enrique Rodó, arguably the nation's greatest writer. Theater is popular and playwrights such as Mauricio Rosencof - a former Tupamaros founder tortured by the military government in the 1970s - are prominent in cultural life. Most of the country's musical and dance traditions (folk songs, polkas, waltzes, tangos, etc) came from Europe but developed local hybrids. Football is a national obsession. Uruguayans who profess a religion are almost exclusively Roman Catholic, but the Church and state are officially separate. Other religions have made small inroads: There is a small Jewish community in Montevideo, several evangelical Protestant groups and traces of Sun Myung Moon's Unification Church. Uruguayans are voracious meat eaters and the parrillada (beef platter) is a national standard. Another standard is chivito, a tasty and substantial steak sandwich with all the trimmings. Typical snacks include olímpicos (club sandwiches) and húngaros (spicy sausage wrapped in a hot dog roll). Tea or mate is quaffed in enormous quantities. Clericó, a mixture of white wine and fruit juice, and medio y medio, part sparkling wine and part white wine, are popular, and the beer is pretty good.

Male and female friends may kiss each other on the cheek. Present your business card (in Spanish) upon introductions. At social events, it is acceptable to say a collective good-bye, except to individuals with whom you have had an extensive conversation. BUSINESS ETHIC AND FRAMEWORK Uruguayan businesspeople are cosmopolitan, sophisticated, and Eurocentric; executives in particular are noted for their strong work ethic. Initial business encounters are usually quite formal in this otherwise relaxed society. The country adheres faithfully to the general Latin precept that business relationships are based on personal relationships. MEETINGS AND DECISION MAKING Meetings are conducted in a very formal, generally European manner. However, punctuality is relatively unimportant and minor delays on your part are acceptable. Although Uruguayan business is largely international and sophisticated in style and outlook, authority remains narrowly concentrated, and actual decisions are almost always made at a high level.
