Middle East Governments Quicken Pace in Drive to Use Only Legal Software US Executive Order links use of legal software with eligibility for grants and loans In a case of practising what you preach, the US Government has reinforced its commitment to the use of legal, licensed computer software throughout the federal government by signing an Executive Order (EO) that underscores the fundamental importance of software management and legalisation practices. This reconfirmation provides all governments across the Middle East who are currently either legislating for, or actively enforcing, their own laws to protect Intellectual Property Rights (IPR) with a working example of how to tackle the problem of illegal software. "Although the BSA has been very vocal in encouraging Middle Eastern governments to pursue anti-piracy policies in recent years, this EO shows that there is no difference in its approach to any government worldwide. It is equally important that the US Government adheres to its own legislation protecting IPR as it is for any state in the Middle East," said Ashok Sharma, director, BSA Middle East. "There is no favouritism when implementing laws. Either they should be actively enforced wherever they exist, or they should be legislated for in countries which do not have them." Many governments in the Middle East now realise that an economic advantage can be gained by ensuring the widespread use of legal software. The United Arab Emirates (UAE) leads the way within the region, having reduced its own piracy rate from 88% to 60% in only two years. The result has been the UAE in general, and Dubai in particular, has become the IT capital of the Middle East and is home to many of the world's leading IT companies. The Dubai Government was the first in the region to sign an agreement regulating its number of software users and in Abu Dhabi, many government agencies have also started to legalise their IT resources.

Links United Arab Emirates The United Arab Emirates (UAE) is important to world energy markets because it contains 98 billion barrels, or nearly 10%, of the world's proven oil reserves. The UAE also holds the world's fifth-largest natural gas reserves and exports significant amounts of liquefied natural gas. Note: Information contained in this report is the best available as of December 2002 and can change. GENERAL BACKGROUND The overall performance of the UAE's economy is heavily dependent on oil exports, which account for about 30% of total gross domestic product (GDP). Growth in real GDP had slowed to 1.8% in 2001, largely as a result of cuts in oil export revenues, but it is projected to recover to 2.5% for 2002 and 3.3% for 2003. Growth in the non-oil sectors of the economy is expected to outpace growth in the oil sector over the next several years, as a result of increasing capital investment and the government's expansionary monetary policy. Government Structure The UAE is a federation of seven emirates - Abu Dhabi, Dubai, Sharjah, Ajman, Fujairah, Ras al-Khaimah, and Umm al-Qaiwain. Political power is concentrated in Abu Dhabi, which controls the vast majority of the UAE's economic and resource wealth. The two largest emirates Abu Dhabi and Dubai provide over 80% of the UAE's income. In June 1996, the UAE’s Federal National Council approved a permanent constitution for the country. This replaced a provisional document which had been renewed every five years since the country’s creation in 1971. The establishment of Abu Dhabi as the UAE’s permanent capital was one of the new framework’s main provisions.

Islamic ideals and beliefs provide the conservative foundation of the country's customs, laws and practices. The UAE is a modern, developed country, and tourist facilities are widely available. ENTRY/EXIT REQUIREMENTS: A passport is required. For a stay of less than 60 days, U.S. citizens holding valid passports may obtain visitors visas at the port of entry for no fee. For a longer stay, a traveler must obtain a visa before arrival in the UAE. In addition, an AIDS test is required for work or residence permits; testing must be performed after arrival. A U.S. AIDS test is not accepted. After World War II Britain granted autonomy to the emirates, and in 1971 the independent federation was formed; neighboring Qatar and Bahrain, which originally were to be part of the federation, opted for separate statehood. Following a period of severe internal tensions in the late 1970s, there was progress toward political unity in the 1980s, but rivalry between Abu Dhabi and Dubai has hampered closer cooperation.
