According to information provided by the U. S. Department of Education in cooperation with the U. S. Department of Justice in the "Manual to Combat Truancy," truancy is a multi-faceted problem which requires a comprehensive approach. Additionally, recent research on resiliency indicates that focusing on strengthening students' protective factors is more effective than a punitive approach. With these factors in mind, the Wise County School System's truancy prevention program will encompass the following elements:
Tutor/Mentor Program -to assist students who are struggling academically and to provide a positive role model to promote resiliency; Advocacy Program -to provide case management services to consider the individual and unique needs of students and to match those needs with appropriate school and community resources; Alternative School -to serve the needs of those students who are not successful in regular school programs.

General Duty Violent Crime Unit ... Fingerprint Unit T he Criminal Investigation Division's objective is to reduce the rate of property crime. It's main objective is to investigate crimes including auto theft, homicide, burglary, violent crimes, special victims, economic crimes. Within the division there is also the fingerprint section, forensics, volunteer, and youth services. In order to make a significant and meaningful impact several units have been reorganized, some responsibilities have been changed, several new programs and initiatives have been introduced, and additional resources have been dedicated to support this focus. General Duty T he General Duty detective renders all possible assistance to those officers in the Operations Bureau who may have circumstances which include, but may not be limited to, any felony custodial interrogations, victim or witness interviews and statements, and such situations as initial command and control of major crime scenes, i.e., homicides. A secondary, but no less important function, is to aid other detectives within CID with follow-up investigations, when contact with potential witnesses, victims or culprits is precluded due to their inaccessibility during daytime hours. Violent Crime Unit T he Violent Crimes Unit is charged with the investigation of all robbery offenses (i.e. armed, strongarm, carjacking, home invasion, and bank robbery) as well as all aggravated assault/battery offenses which are not domestic in nature. The Unit works closely with the FBI and other local, state, and federal agencies to ensure that perpetrators of these type offenses receive the maximum penalties under the law. Recent legislative changes consisting of enhanced penalties for habitual, violent, and/or repeat offenders has been of great service to the overall effectiveness of the Unit in assuring the safety of the community from predation by violent criminals.

Thursday, October 5, 2000 Dropout rate remains at 2.7 percent for third straight year Tenenbaum and Wood invited 80 educators, judges, law enforcement officials, legislators, community leaders and child advocates to a one-day summit today to discuss truancy programs that are working across the state and nation. Tenenbaum used today’s summit to release the 1998-99 student dropout report that showed the state’s dropout "event rate" – a snapshot of a single year – remained at 2.7 percent for the third consecutive year. "Although the percentage seems small, we still had almost 5,000 students drop out of school," Tenenbaum said. "That’s a big problem." "Many students who fall behind in their schoolwork because of chronic truancy ultimately give up altogether and drop out of school," Tenenbaum said. "We’re here today to look at one of the main roots of the dropout problem – chronic student absenteeism – and to see how local communities can work together to keep kids in school." The State Superintendent said students are considered truant when they have three consecutive unexcused absences or five total unexcused absences in a school year.

Site Map THE WHITE HOUSE Office of the Press Secretary For Immediate Release October 15, 1998 Promoting School Safety, Preventing Youth Violence and Encouraging Learning The Clinton Administration Record Making Our Schools and Communities Safer and Drug-Free Forging School-Based Partnerships Between Schools and Law Enforcement. Under the new School-Based Partnerships grant program, the Clinton Administration released $16.4 million in grants to 155 law enforcement agencies in September. The School-Based Partnerships grants will be used by policing agencies to work with schools and community-based organizations to address crime at and around schools. This initiative emphasizes using principles of community policing and problem-solving methods to address the causes of school-related crime. The grants will help forge or strengthen partnerships between local law enforcement and schools to focus on school crime, drug use and discipline problems. Helping Teachers and Principals Respond to the Early Warning Signs of Troubled Youth. President Clinton directed the Secretary of Education and the Attorney General to develop a guide to help teachers and principals identify and respond to the early warning signs of troubled youth that can lead to school violence. In August 1998, the Departments of Justice and Education released Early Warning, Timely Response: A Guide to Safe Schools. This guide provides schools and communities with information on how to identify the early warning signs and take action steps to prevent and respond to school violence. Every school in the nation received a copy of the guide.

Frequently, truancy is the first sign that a student is in troublepersonally, at home, and at school. Leading to a youth's dropping out of school altogether, truancy sabotages opportunities for future employment success. It is also a major catalyst for drug use and daytime crime and violence (Manual, 1996). Since the reasons youth stay away from school are diverse, the methods used by schools and communities to motivate their return range from school reorganization and intensive family counseling to legal and economic sanctions for families. This digest presents an overview of successful urban anti-truancy strategies, including both supports and penalties for students and their families.

First, schools need to inform parents of their children's schedule and, as quickly as possible, of their absences. Some schools have an automated phone system to report student absences to parents. School personnel, in a non-confrontational and respectful way, should personally contact parents of truants, visiting their home if necessary, to work with them to overcome problems that cause absenteeism. For example, schools can offer to provide wake-up calls (one school even gives away alarm clocks).

Juvenile Court Services in Chesapeake, Virginia, has been designated as one of the pilot agencies in the development of a locally based juvenile court records application through the Department of Justice Byrne Grant. A partnership has been achieved of local and State agencies including court services, police, schools, human services, Sheriff, Health Department, and others. From disparate systems the City has developed a shared database system to provide better services for at-risk juveniles. In conjunction with that database is an Intranet thin-client based application and the City's geographic information system. GIS and spatial analysis are being utilized to help identify at-risk students and support truancy prevention and early intervention services.

Truancy and Dropout Prevention Program
Introduction The Truancy and dropout Prevention Program describes a one-year pilot program conducted at Sabal Palm elementary School in Tallahassee, Florida. The program was designed to take a problem solving approach to meet the unique needs of that particular school in solving the problems of poor achievement, low parental involvement, student disengagement, and high absenteeism, leading to eventual dropping out of school. After an in depth needs assessment, it was determined that we could best impact truancy by addressing four primary areas:
  • School Discipline Routines and Procedures Community Volunteerism Parental Involvement
  • The following describes our program at Sabal Palm elementary school, with an emphasis on providing information in a way that it can be generalized to other schools. We have also attempted to provide a significant amount of information regarding general research in the area of truancy, other programs that we have reviewed, and links to additional resources for both teachers and parents.
    Funding This project is funded by a grant from the Student Support Services Project: A collaborative project of the Florida Department of Education and the University of South Florida.

    The Youth Oriented Policing initiative is a collaborative effort of the New Haven Police Department, the New Haven Public School System, as well as local social service and criminal justice agencies. It provides a coordinated and comprehensive linkage of youth development support agencies that begins in the schools and extends into the neighborhoods and homes of students. It teams School Resource Police Officers with School Security Officers and Aides, Truancy Program personnel, as well as linkage to the Office of Juvenile Probation, Community Mediation, and the Yale Child Study Center to provide the external guidance needed to effectively service youth at risk. The joint effort focuses on going beyond maintaining a safe learning environment for students to strengthening familial support, promoting higher education, and guiding the student toward success in the job market. The police component enhances the capabilities of the Family Services Division by increasing supervisory and investigative personnel during evening hours and weekends to better address juvenile matters and support the collaboration. The Division's role helps provide an opportunity for better coordination between school officials and social service providers for continuity of services, which is vital to this undertaking.
