The following message concerns K-12 networking in the State of Tennessee. Forwarding or cross-posting of this message is welcomed, provided the content is left intact. This does not represent an official statement by the State of Tennessee, and any errors or omissions are my own. I must acknowledge the invaluable contribution of the COSNDISC participants and other state Education officials in our planning process in Tennessee: we've sought the benefit of others' experience in K-12 networking and you have been most helpful to us. The Tennessee State Department of Education presented its recommendations for the Tennessee Education Network (TEN) and 21st Century Classroom initiatives to the State's Information Systems Council (ISC) on December 16, 1993. Part of that presentation was the recommended TEN telecommunications approach. That segment of the presentation is reproduced in outline form below. The ISC gave their support to this approach, and Tennessee will be implementing the TEN - including Internet access to every school - in 1994.

Founded in the late 1970s, Knoxville Chinese School (KCS) aims to teach the Chinese language (Mandarin), both written and conversational, in an enriched environment. Chinese traditions and culture are taught as part of the curriculum.
The regular school curriculum is supplemented by optional extra-curricular activities such as lessons on Chinese folk dance, calligraphy, tai-chi, flower-arrangement, and Chinese chess. Special field trips are scheduled to encourage students' participation in scholastic activities organized by the Association of Chinese Schools in Southeastern United States.

Helping Teachers Deal with Student Behavior Problems This outreach program helps teachers address behavior issues to maximize time spent teaching and learning. By Craig Vaughan The Behavior Specialist Outreach Program helps teachers address student behavior issues in order to maximize time spent teaching and learning. This program, which currently serves schools in the heart of California's Silicon Valley, is run by the Children's Health Council, a nonprofit community agency that has served children with behavioral and developmental challenges for nearly 50 years. We quizzed Craig Vaughn, program director, about the keys to making this program succeed. 1. What problem or opportunity prompted your work? Behavior problems of individual students often sidetrack an entire class, diverting a teacher's attention from the group. Often, teachers do not have the skills to address significant behavior problems. This circumstance, combined with legal mandates that require schools to focus on behavior management, creates a critical need for trained staff. Most schools approach this problem from two areas. Special day class teachers focus on instructional strategies for different learners, while mental health personnel address pathologies. A behavior specialist can serve as a link between these two professions by teaching and reinforcing new, more positive behaviors to replace counterproductive behaviors.

ACADEMY FOR TEACHERS OF SCIENCE AND MATHEMATICS No new classes of the Academy are projected at this time, though work with the nearly 900 alumni throughout the U.S. and Canada continues through newsletters, the Internet, and annual meetings. The Academy offered middle and high school teachers, of either science or mathematics, four weeks in residence on the Knoxville Campus which provided hands-on exploration of the integration of science and mathematics. Some activities occurred at the Oak Ridge National Laboratory and in the Great Smoky Mountains National Park. Registration/Licensing/Accreditation: Recordkeeping/Reports: Length of School Year/Day: Curriculum: Special Education: Health: Safety: Home Schooling: Home school students entering public schools are treated as students entering from other non-approved schools regarding credit for work transferred and examinations that may be required. State Board of Education Rule No. 0520-1-2-03 (11). No diplomas or certificates of attendance are given by Tennessee to students who are home schooled. Independent Home Schools:
  • Parents or legal guardians conducting an independent home school must register their child by August 1 of each year with the superintendent of schools. There is a provision for late registration and possible payment of a late fee. Parents or legal guardians conducting an independent home school must have a high school diploma or a GED to teach grades K-8 or a BA to teach grades 9-12. Parents or legal guardians conducting an independent home school may subscribe to any curriculum they choose. Students must attend a minimum of four hours of school per day for 180 days per year. Attendance records are sent to the Superintendent at the end of the school year.

The Tennessee Space Grant Consortium is a part of NASA's National Space Grant College and Fellowship Program . We have just entered our second five-year grant period. We are funded by both NASA and our member institutions . The Tennessee Space Grant Consortium is comprised of eight colleges and universities within the state of Tennessee. The Consortium is dedicated to promoting aerospace and general scientific education to students of all levels and to the community at large. Vanderbilt University , located in Nashville , is the Consortium's lead institution. Dr. Alvin Strauss, the chairman of Vanderbilt University's Department of Mechanical Engineering , is the Consortium's Director. Additionally, Vanderbilt's Space Grant Fellows in the Peabody College of Education have produced an interactive video disc based learning environment for middle school and high school students. This is being utilized in schools in conjunction with the Schools for Thought program.
