Agency for Public Information Office of the Prime Minister CONSTITUTIONAL REVIEW A historical event took place here Monday when the Constitutional Review Commission was officially launched. Prime Minister Dr. Ralph Gonsalves delivered the feature address at the official launch of the Commission at the House of Assembly. The ceremony was chaired by the Deputy Chairman of the Commission, Parnel Campbell QC, and would hear remarks from a number of persons, including Speaker of the House of Assembly, Hendrick Alexander. Addresses were also made by Leader of the Opposition, Arnhim Eustace, Trade Unionist, Noel Jackson, who is a member of the Commission, and Chairman of the Commission, Professor Nicholas Liverpool of Dominica. The broad-based Constitutional Review Commission is made up of 25 members, drawn from political parties, leaders of civil society, and other persons, including representatives from the Diaspora. Members of the House of Assembly are not eligible for appointment to the Commission, which would report to the Parliament, not the Cabinet. Primary and Secondary School students were granted a half-holiday, to allow them to follow the proceedings of the launching ceremony.

Visions of Paradise Island History and Geography
A Brief History St. Vincent and the Grenadines is an independent state with a stable, democratic government. Formerly part of the British colony of the Windward Islands from 1871 to 1969, it became a British Associated State for 10 years prior to full independence in 1979. The governmental system is based on the British system. English, with a unique Vincentian / British accent is spoken throughout the islands. The British era of the islands' history covers only a short period of time. Archaeologists' research name the prehistoric settlements in the Grenadines as the last intact chronological evidence of South American cultures migration to the area. Buried in the scrub and soil, the Archaeologists found a great diversity of ceramic styles from these migrations. Roughly hewn stone and shell tools and axes made by stone-age men more than 7000 years ago are found in the islands. These tools belonged to a group of hunter-gatherers, the Ciboneys, who explored and lived on the islands eating fruit and berries, seashells and the pink conch. More than 200 years before Christ, another culture travelling in 50 foot dugout canoes arrived in these islands. The Arawaks carried fire-burners, animals and plants. During a 1500 year period the West Indian islands were peaceful, but the peaceful Arawaks could not survive the invasion of the Caribs who killed the men and carried off the women.

... Travel Tips Welcome To St. Vincent A stiff 20 knot breeze lashed my face as I descended the off-ramp from the plane on a sultry summer night. It was the unabating signature tradewind welcoming me. The island nation of St. Vincent, one of the Grenadines, has long been a sailor's haven, but few have come to experience the undersea terrain. The twinkling lights glowed beyond the meandering hills, emanating from Kingstown, capital of the archipelago. St. Vincent is a mountainous 133 square-mile island that is full of contrasts and surprises. Most visitors go directly to the southerly 32 island chain comprising the Grenadines for the tranquil tropical flavor they exude. However, St. Vincent has more to offer than spectacular scenery. Kingstown is a bustling West Indian town, not unlike its Jamaican namesake. Catch a ride on the ubiquitous "dollar vans" packed with locals and feel the reggae pulse of this working Caribbean city. There's a vital sense of real island life here - the fully soft n' easy facade that masks the hardships of most Caribbean islands. The hard edges are sometimes apparent in a country with 60% unemployment. Times can be tough, but the people endure. St. Vincent and the Grenadines are now part of the British Commonwealth, since gaining their independence in 1979. The population is mainly a mixture of Black, Indian and Portuguese. One legend has it that Columbus discovered St. Vincent in 1498 on his third voyage. The Arawak and Carib Indians had already arrived and intermixed. Eventually the British tried to establish St. Vincent as a colony, and after a squabble with the French, it was ceded to England in 1763.

This will not be your traditional getaway.

St. Vincent and the Grenadines are located in the south Eastern Caribbean about 90 miles west of Barbados - the likely place that you would disembark then continue your flight to St. Vincent. The Grenadines are some 32 islands and cays stretching south from St. Vincent. Only 8 of the Grenadines are populated and 4 of these have small Airports: Bequia, Mustique, Canouan and Union. The remainder are bird sanctuaries and havens for hikers and snorklers. All are volcanic in origin, deeply embayed with inlets where clear aquamarine waters shallow up on fine white sand beaches. The larger islands include Bequia, Mustique, Canouan, Palm, Petit St. Vincent, Mayreau and Union. There are some uninhabited islets and rocks including the famous Tabago Cays. All the Grenandines have lovely soft white coral sand beaches and clear water, ideal for snorkelling, diving and sailing. Although a visit to these islands may at times seem like a step into the past, there is a measure of one's pleasure that has little to do with clocks.

History
THE WINDWARD ISLANDS consist of Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada. The name Windward dates back to the 1700s, to the time when English ships bound for Jamaica followed the trade-wind passage, stopping at islands along the way. The islands constitute a north-south chain in the southern section of the Lesser Antilles and share a volcanic rock formation. These nations also had highly similar political and economic systems in the late 1980s. Despite these parallels, the Windwards were much more heterogeneous than other Commonwealth Caribbean island groupings. These differences prevented the establishment in the nineteenth and early twentieth centuries of a common government along the lines found in the Leeward Islands. A French legacy distinguished the Windward Islands from their Commonwealth Caribbean neighbors. The French established permanent settlements on the four islands in the 1600s and controlled them until the islands were seized by the British in the 1760s. Even after the British takeover, France continued to compete with Britain for authority over the Windwards, regaining control over St. Lucia, for example, on several occasions. France did not relinquish its claim to St. Lucia until 1815. The islands varied widely in the degree to which they subsequently assimilated British culture and mores. The most extensive assimilation occurred in St. Vincent, where the population easily adopted the English language and Protestantism. In Grenada, on the other hand, the majority of the residents remained Roman Catholics even though English became the sole language of the island. Dominica and St. Lucia offered the greatest resistance to British influence. A French creole language called patois continued to be spoken in the late 1980s among much of the rural population of both islands. Dominicans and St. Lucians were also overwhelmingly Roman Catholic.

Today, the government supports all public schools, providing full funding to those without religious affiliation and partial funding to schools that are affiliated with churches. All schools follow a common curriculum determined by the government. P rimary and secondary education in the country is free, but not compulsory. Public school lasts for seven years. Parents must pay for their children's uniforms, bus fare and books. Textbooks and sports equipment are frequently in short supply. Some schools are overcrowded, with several classes sharing one large room. About 25% of children do not complete their elementary education because they are required to work to help their families. Similarly, although school runs a full day, children sent home for lunch frequently do not return, as they have chores to do. F or many years, education was influenced by the British system. Textbooks and lessons presented a European perspective on history and culture. Standardized exams were set and marked in England. The English language was used exclusively in schools, creating another barrier for students who were more comfortable speaking Vincentian Creole. The curriculum also emphasized academic subjects rather than practical job skills. E ducational reforms have been introduced in recent years. Creole has become accepted in school skits and public speeches, and students study Caribbean history and literature. The curriculum also offers practical courses such as carpentry and agricultural skills.
