Sri Lanka to integrate into US regional military plans

The US embassy in Sri Lanka only commented after the weekly Sunday Times According to the Sunday Times Even before the agreement has been signed, US warships have begun to dock in Colombo harbour to refuel and to provide shore leave for sailors. The USS Hopper arrived in April, the first American navy vessel to dock in Colombo in eight years. Closed door negotiations According to the Sunday Times , the defence agreement was drawn up this April in Colombo during discussion with a four-man team of US military and legal personnel. Preparations had taken place the previous month during a visit by a high-powered team of US officials, led by Assistant Secretary for South Asian Affairs Christina Rocca and including US Brigadier General Timothy Ghormely, commander of the US Marine Expeditionary Brigade. The group met with Wickremesinghe, Defence Minister Tilak Marapana and army top brass at the Palaly army camp in the war-torn north.

Tools CBSG Sri Lanka was convened in 1997 by Anslem de Silva, a medical doctor from Perideniya University, whose avocation is herpetology.  The host organisation for CBSG Sri Lanka is ARROS, Amphbian and Reptile Research Organisation of Srilanka, also started by de Silva.  CBSG Sri Lanka has initiated and supports several SIGs or Special Interest Groups on Sri Lankan fishes, invertebrates, etc. Activities CAMP for Sri Lankan Amphibians and Reptiles CBSG, Sri Lanka organised a Conservation Assessment and management Plan Workshop for Amphibians and Reptiles at the University of Peradeniya, Sri Lanka on 26 - 30 November 1998, assisted by CBSG, India.  More than 45 participants from 20 organisations were involved in the workshop.  CBSG, India staff, Sally Walker, Sanjay Molur and B. A. Daniel, served as CAMP Facilitators for the workshop.   Sushil Dutt, author of Amphibians and Reptiles of Sri Lanka, also from India provided technical expertise along with John Wilkinson  from the DAPTF office in UK.   The CAMP was sponsored by the Philadelphia Zoo, the Columbus Zoo, and Zoo Outreach Organisation.  A total of 56 Amphibians and 123 Reptiles were assessed using the IUCN Red List Criteria.  A total of 22 threatened amphibians and a massive 75 threatened reptiles  was the result of the five days hard work.  See the list of Sri Lankan Amphibians and Reptiles and their status on the following pages.  A number of projects are envisioned to follow up the information gleaned from this workshop.  The Report is still pending and anticipated next month.

    Last updated: Wednesday, 29-May-2002 18:51:26 EDT THE DEVELOPMENT CHALLENGE: Key U.S. national interests in Sri Lanka include supporting democratic institutions and processes, including curbing terrorism and finding a peaceful solution to the 18-year war. The new government is one of the friendliest to the United States in Sri Lankan history and was very supportive of the United States in the aftermath of the events of September 11, 2001. By helping to resolve Sri Lanka’s internal war, the United States is making an important contribution to regional stability and the global war on terrorism. In addition, the U.S. national interest is served by further promoting free markets, transparency, rule of law and respect for workers’ rights, in order to integrate fully Sri Lanka into the global economy and provide greater opportunities for U.S. goods, services, and capital. Sri Lanka weathered a year of internal political and economic stress. The fighting intensified in its 18-year war in the north and east, and included an attack on the international airport by the Liberation Tigers of Tamil Eelam (LTTE). Political instability led to the postponement of its parliament for two months; and two of the most violent parliamentary elections in history occurred over a 14-month period. Exports declined by over 8%; the budget deficit rose to nearly 10% of gross domestic product; exchange reserves dropped from $2.6 billion to $2.1 billion, and gross national product growth plunged from an annual average rate of 5.5% in the 1990’s to minus 0.6%. Adding to the country’s economic woes, as a result of the previous government’s failure to meet budget expenditure terms, the International Monetary Fund postponed further drawdown of its Standby Agreement Facility after Sri Lanka had withdrawn only $131 million of the agreement’s $253 million total.

    (Date: Oct 1987) The violent ethnic conflict that has ravaged Sri Lanka for a decade resulted in an agreement between the governments of Sri Lanka and India - the `Indo-Sri Lanka Agreement - to establish peace and normalcy in Sri Lanka' (signed on 29 July 1987) and the Provincial Councils Act (providing for regional autonomy) passed in parliament in November 1987. What has begun as an essentially domestic problem, arising from a minority ethnic group's attempts to overcome acts of discrimination and oppression, acquired over time a regional and an international dimension; it had ultimately to be resolved by the intervention of a regional power with the support of all the major world powers, but with opposition from both Sinhala and Tamil militants in Sri Lanka.
    It is perhaps ironic that one of the most unfortunate ethnic wars of recent times should occur in Sri Lanka, an island reputed to have had a peaceful transition from `model colony' to stable Third World state achieving international praise for its excellent quality of life and democratic institutions. These were factors which made Sri Lanka a `country of concentration' for several aid donors, and after 1977, increased private foregin investment. All these expectations were seriously eroded by years of carnage and destruction when the `emerald isle' of tourists literature turned blood red. The civil war not only killed off thousand of innocent people (Sinhala, Tamil, and Muslim) and brutalized civil society, giving rise to a climate of chauvinist hysteria and intolerance, but also left in its wake little alternative except outside intervention.

    Research Themes
    In line with the development from the Human Responses Programme the proposed research in Sri Lanka will focus on the examination of following broad themes:
    Theme 1. Paleo environment and climate change
    Methodology
    Methods include field work with corings and studies of recent vegetation,pollen and siliceous microfossils (phytoliths, diatoms), stable isotopes and mineral magnetics Participants: T.R. Premathilake, Swedish counterparts and supervisors U. Miller and J. Risberg Theme 2. Settlement systems and environmental change
    Population growth and its impact on environment will be investigated through increase in number and changing location of settlement. Methods include testing, examination, and utilization of GIS (Geographical Information Systems) for the study of settlement patterns especially those related to urbanization and state formation in the southern region. The GIS will be used for incorporating all known archaeological site data, especially from the prehistoric and proto-historic period to the 13th century. This is being compiled from existing data bases such as that maintained by the state Archaeological Department and the comprehensive map of "Ancient cities and settlements" prepared by the PGIAR for the National Atlas and updated in 1994. It will also be used for certain areas such as the Sigiriya.

    M edia bias and censorship in conflict reporting in Sri Lanka [Taraki(Mr. Dharmaretnam Sivaram), Writer-Journalist, Colombo, Sri Lanka] The bases for repressing the media and restricting the freedom of expression in Sri Lankan are ensconced in the country's constitution itself. The Public Security Ordinance and the Sixth Amendment to the Sri Lankan Constitution have proved to be very effective instruments for throttling the independent media in the island. Needless to say the same constitutional instruments have been liberally applied and extensively abused to oppress the Tamil population in the northern and eastern parts of the island and also to trample on the rights of Sinhala civilians during the leftist insurrections in 1971 and 1988. Let me first set out briefly the effects of these two constitutional tools. 1. The sixth amendment to Sri Lanka's constitution inserted as Article 157A hangs like the sword of Damocles over Tamil journalists. The threat of civic disability, the forfeiture of property etc., for 16 years since the introduction of sixth amendment in 1983 has created a generation of Tamil journalists for who, over the years, have taken it for granted that the freedom of expression is a concept that does not apply to them. The owners of mainstream Tamil media have contributed in no small measure to this state of affairs. 2.
