    Our policy towards Sri Lanka is aimed at maintaining close, cordial and co-operative relations with that country, building on the considerable legacy of historic links, common culture, shared commitment to democracy and a general orientation towards non-alignment in foreign policy. Our Sri Lanka policy consist of our three-fold commitment: (a) to the unity, sovereignty and territorial integrity of Sri Lanka; (b) to the restoration of lasting peace in Sri Lanka; (c) to a peaceful, political process being the only means of achieving a lasting peace, through a negotiated settlement which would meet the aspirations of all communities. We are also working towards strengthening bilateral relations in all fields of mutual interest, especially, in the economic sector and in the multilateral context, increased cooperation with the Government of Sri Lanka on a positive and pragmatic basis. Political Contacts In June 2000, the Minister for External Affairs visited Colombo in and held talks with Sri Lankan President, Foreign Minister, Leader of Opposition and other political leaders on the evolving situation. The Minister conveyed that India would be prepared to extend Sri Lanka a line of credit of US $ 100 million on terms to be mutually worked out between the two Finance Ministries.

Sri Lanka: Government crackdown meets opposition
Sri Lankan President Chandrika Kumaratunga's attempts to stifle public opposition to the war against the Tamils in the north and to social and economic policies in the south have met large-scale resistance from left opposition parties, most notably a demonstration of 3000 people in Colombo on May 25. Despite police brutality, the demonstration, organised by the Nava Sama Samaja Party (NSSP), the People's Liberation Front (JVP) and the Muslim United Liberation Front, rallied outside the Colombo town hall. Protesters shouted slogans and carried placards and banners against the government's attempts to use the war as a pretext for burying democratic rights. They called for a solution to the national question “based on equality and democracy”. Prominent among the slogans raised were, “No to oppressive regulations!, No to censorship!, No to racism!, No to war! and No to foreign forces!”. Thirty minutes into the demonstration, police used water cannons, tear gas and a baton charge to disperse the crowd. Traffic was blocked around the town hall for nearly one hour as a result. Dr Vickramabahu Karunarathne, the general secretary of the NSSP, called the demonstration a defeat for the government.

The Sri Lankan Government has formally announced its fullest backing for the United States following the attacks in New York and Washington. The foreign ministry said any requests for assistance would be fulfilled wherever possible. The separatist Tamil Tiger guerrillas have been outlawed in the US since 1997, and America is providing assistance to the Sri Lankan security forces in their attempts to combat the rebels. On July 29, the international human rights movement lost one of its most respected and beloved leaders when a suspected LTTE suicide bomber assassinated Neelan Tiruchelvam, founder of both the International Centre for Ethnic Studies and the Law and Society Trust, a human rights research and advocacy organization. Tiruchelvam, a Tamil member of parliament, had angered the LTTE by proposing an alternative to a separate Tamil state, namely a plan for devolution of power to regional councils set up in part along ethnic lines. Human Rights Developments The war was increasingly complicated by paramilitary actors, often working alongside the army as auxiliary forces, but sometimes at odds with them and with each other. Armed clashes between rival groups claimed civilian lives. Impunity remained a critical problem, with few prosecutions for human rights violations, and torture prevalent both in the context of armed conflict and in day-to-day policing. Discrimination against Tamil civilians by members of the security forces attempting to root out the LTTE continued throughout the country and especially in the capital city of Colombo and in army-controlled areas of the north and east. The war in the north continued to claim civilian lives and generated thousands of new internally displaced people and a smaller number of external refugees as people fled military shelling, clashes between the army and the LTTE, food shortages, and LTTE recruitment of children and adults for military service. On September 15 more than twenty civilians were reported killed and some forty injured in an air force bombing of the Puthukkudiyiruppu market in the northern district of Mullaithivu; houses and buildings nearby were also destroyed. Three days later a suspected LTTE attack on Sinhalese villagers in the east killed more than fifty.

Chief government negotiator On the first day of discussions - the first formal negotiations in seven years - both delegations made optimistic statements. The three-day meeting is taking place behind closed doors in a Thai naval base in the town of Pattaya. The talks follow a seven-month ceasefire, under which freedom of movement has been restored and some reconstruction work has begun. After three hours of discussions on Monday, chief government negotiator GL Peiris said the two sides had begun setting the agenda for future talks. "I think it went very well because we laid a foundation to build upon," he said.

The Liberation Tigers of Tamil Eelam (LTTE), the Government of Sri Lanka, local and international organisations met in Kilinochchi on the 10th and 11th April 2003, to agree on an Action Plan to address the needs and care of children affected by war in the North East. The workshop was jointly inaugurated by Mr. Sutha Thangan, Deputy Head of the LTTE Political Wing and Dr. John Gooneratne, the Deputy Director General of the Secretariat for co-ordinating the Peace Process (SCOPP) and was facilitated by UNICEF. The workshop participants developed the operational aspects of the Action Plan to ensure and restore normalcy to children affected by war, including those children engaged in hazardous labour, street children, underage recruits and children seeking recruitment.

    GOVERNMENT
    The President of the Republic, directly elected for a 6-year term, is chief of state, head of government, and commander in chief of the armed forces. Responsible to Parliament for the exercise of duties under the constitution and laws, the president may be removed from office by a two-thirds vote of Parliament with the concurrence of the Supreme Court.
    The president appoints and heads a cabinet of ministers responsible to Parliament. The president's deputy is the prime minister, who leads the ruling party in Parliament. A parliamentary no-confidence vote requires dissolution of the cabinet and the appointment of a new one by the president.
    Parliament is a unicameral 225-member legislature elected by universal suffrage and proportional representation to a 6-year term. The president may summon, suspend, or end a legislative session and dissolve Parliament. Parliament reserves the power to make all laws.
    Sri Lanka's judiciary consists of a Supreme Court, Court of Appeal, High Court, and a number of subordinate courts. Sri Lanka's legal system reflects diverse cultural influences. Criminal law is fundamentally British. Basic civil law is Roman-Dutch. Laws pertaining to marriage, divorce, and inheritance are communal.
