The Liberation Tigers of Tamil Eelam (LTTE), the Government of Sri Lanka, local and international organisations met in Kilinochchi on the 10th and 11th April 2003, to agree on an Action Plan to address the needs and care of children affected by war in the North East. The workshop was jointly inaugurated by Mr. Sutha Thangan, Deputy Head of the LTTE Political Wing and Dr. John Gooneratne, the Deputy Director General of the Secretariat for co-ordinating the Peace Process (SCOPP) and was facilitated by UNICEF. The workshop participants developed the operational aspects of the Action Plan to ensure and restore normalcy to children affected by war, including those children engaged in hazardous labour, street children, underage recruits and children seeking recruitment.

    Sri Lanka: Government 'intimidating' reporters
    The international anti-censorship group, Article 19, has written to the Sri Lankan government expressing concern about what it described as official harassment and intimidation of members of the press. The letter was prompted by reports in the state-run media that police were investigating allegations that journalists were implicated in a plot to assassinate President Chandrika Kumaratunga last month. Article 19 says the newspaper editors named have not been questioned by the police and that the conspiracy theory is being used as a pretext to discredit journalists who're critical of the government.     help Sri Lanka's Tamil Tiger rebels are under pressure to remain in peace talks , after they hinted at a possible boycott of the next round of talks in Japan. Alarm bells started ringing when Liberation Tigers of Tamil Eelam leader, Velupillai Prabhakaran, failed to attend crucial discussions with peace envoy, Norwegian Deputy Foreign Minister, Vidar Helgesen. This came after the sinking earlier this week of a rebel vessel by the Sri Lankan navy, in which 11 Tamil Tiger cadres perished.     This was written on a placard put up by relatives of scores of people who reportedly "disappeared" in the Jaffna peninsula in the middle of 1996 during their meeting with Amnesty International representatives visiting the area in August this year.
    More and more evidence is emerging of the "disappearance" of approximately 540 people in six months in the middle of 1996 in the Jaffna peninsula. It is now feared that nearly all of those who remain "disappeared" after their arrest by the security forces about a year ago died under torture or were deliberately killed in detention.
    For months, the specific conditions prevailing in the area at the time prevented the full story of these widespread "disappearances" from emerging. After some members of parliament and local and international human rights organizations expressed concern, the government in November 1996 established a Board of Investigation (BoI) in the Ministry of Defence to investigate the reports of "disappearances". At the time of writing, the BoI had been able to trace 180 people out of 760 complaints. The circumstances in which the BoI's investigations have to be carried out, including the continuing displacement of civilians in the peninsula, may to some extend have contributed to a delay in finalizing the investigations. According to the Ministry of Foreign Affairs, the Human Rights Commission (HRC) of Sri Lanka established in March 1997 is also investigating 274 cases of "disappearances" reported from Jaffna district.

    An upsurge in arrests, "disappearances" and torture linked to paramilitary activity in the Vavuniya area must be urgently addressed by the Sri Lankan government, Amnesty International said today in a letter to President Kumaratunga. "The People's Liberation Organisation of Tamil Eelam (PLOTE), paid and armed by the government, has been perpetuating a pattern of systematic abuses," the organization said. Fifteen children who were allegedly being trained by PLOTE at the "Lucky House" camp have been transferred to an unknown PLOTE camp. Amnesty International is urging the government to locate the children and return them to their families. Some prisoners who have been arrested by the army intelligence unit have been held at PLOTE camps and in at least one instance were visited by an army officer. Two people remain "disappeared" after they were last seen being questioned by members of PLOTE in early June.
