Time to Withdraw from Korea In his new Cato book, Tripwire: Korea and U.S. Foreign Policy in a Changed World , Cato senior fellow and syndicated columnist Doug Bandow presents a comprehensive review of the history of U.S. military involvement in South Korea and argues that it is time to recognize that South Korea is capable of defending itself and bring American troops home. Bandow contends that military activism abroad may have been justified at one time to contain the hegemonic threat posed by the Soviet Union and its clients. However, with the Cold War behind us, there is no longer any need for U.S. tripwires around the world. Such a tripwire is especially inappropriate on the Korean peninsula. "In 1953 the ROK was a wreckimpoverished, war ravaged, and ruled by an unloved autocrat whose belligerence had helped plunge his country into a disastrous war. Without an American security guarantee, South Korea would not have long survived. But four-plus decades later the South is prosperous and democratic while its adversary is ruled by an autocrat who lacks both charisma and international friends. North Korea talks of avoiding absorption by Seoul, not of conquest." Washington's military commitment to South Korea has outlived its usefulness. While South Koreans undoubtedly appreciate the protection, there is no compelling reason for the forward deployment of U.S. troops and the corresponding risk to American lives. South Koreans "will probably still want the United States to be prepared to fight to the last American for them," Bandow writes, "but their wishes should not matter. Washington should risk the lives and wealth of its citizens only when something fundamental is at stake for their own political community. U.S. soldiers' lives are not gambit pawns to be sacrificed in some global chess game."

Korean Studies Workshop Program
Background
The Korean Studies Workshop Program (KSWP) is conducted annually by the Korea Foundation and Korea University, Seoul and involves educators from Australia, the United States, Canada, United Kingdom and New Zealand. Since 1993, the Asia Education Foundation (AEF) has managed the involvement of more than fifty Australian educators in the Korean Studies Workshop Program. The Australia Korea Foundation (AKF) has generously provided funding to support the Australian educators participation. The objectives of the program are:
  • to develop a better appreciation of contemporary Korea and its importance to Australia, and to promote understanding of Korean traditional society, culture, history and language especially through educational initiatives, media activities and the promotion of Korean language studies. to nurture a coterie of leading educators who can provide advocacy for study about Korea in Australian schools and closer Australia-Korea links at an educational level.
The program was extremely well run with opportunities to experience Korean culture and hospitality first hand…I would encourage teachers to put their hand-up for this program.

It has been written to help students achieve standards of learning (SOLs) suggested by the following guidelines: National Standards for World History (NSH), Expectations of Excellence (EOE), and National Geography Standards (NGS).     Public speakers in political and economic forums often use the term Korea when speaking of the Republic of Korea.     THE MEDIA TAX PROBE AND THE MEDIA REFORM MOVEMENT IN SOUTH KOREA By Seung-Mock Yang Seung-Mock Yang is professor of Communication at Seoul National University in Korea. A graduate of Seoul National University, he received his Ph.D. in Communication from Stanford University in 1988. His research has focused on political communication, especially the role of mass media in political processes such as elections and public opinion formation. In 2001, the Korean government subjected the country's media to an unprecedented tax audit resulting in a furious debate about the government's true motivations. Was this move intended to encourage transparency and accountability in a media that is dominated by a few powerful players? Or was it born of the government's desire to muzzle media criticism? At a New Year's press conference on January 11, 2001, South Korean President Kim Dae-Jung made an unexpected statement on "media reform" that marked the first shot in what was soon to become a bitter struggle between the government and the media:

    Analysis: The trouble with North Korea

    On alert: The South Korean navy experienced clashes in June
    Since the collapse of Communism around the world, North Korea has been short of friends and money and it has become increasingly threatening. China, the North's neighbour and ally in the Korean War, has turned away from socialist economics and it sometimes seems impatient with North Korea's rigid Stalinism and refusal to change with the times. But, China, like South Korea, does not want to see North Korea collapse, because that could mean hundreds of thousands of refugees streaming across the border, destabilising the region. Nevertheless, some analysts in Seoul feel China has set a bad example by recently test-firing a ballistic missile and it has quietly defended North Korea's right to launch rockets too. Washington worries that soon North Korea may be able to reach the mainland of the United States with its Taepo-Dong II missile which could be tipped with chemical, biological or even crude nuclear weapons. Nobody is sure. Furthermore, the United States treats North Korea as a terrorist state, for selling missile technology to other rogue nations.

    Koreans will have to overcome the social, economic and political diversity of North and South if they are to become one country. Unifying Korea will be even more challenging and costly than unifying Germany, writes Gerrit Gong
    Gong holds the Freeman chair and is Asia director at the Center for Strategic and International Studies in Washington DC After a trip to North Korea, I was asked to brief the president of South Korea. "Mr President," I began, "here is a small canister of soil and a bottle of spring water from Pyongyang. They represent the hope that someday the sacred soil and water of North and South will again be one." The presidents of North and South Korea have now met in a historic summit. Indeed, sooner or later, in some form, unification is the hope of every Korean. It will occur. And when it does, unification could change the shape of Asia. Predicting Korean unification is challenging because the process decisively shapes the outcome, and many factors affecting the process are not known in advance.
    Illustration by Lee Stannard All current efforts seek to avoid the most volatile scenarios: an explosion of North-South conflict ("turning the Korean peninsula into a sea of blood") or an implosion of North Korean collapse (flooding the Korean peninsula with a sea of refugees). Like Germany’s, Korea’s unification may come as a fleeting historical opportunity, to be seized or not in the heat of the moment.
