Fiscal Year 1999 - 2000 College of Liberal Arts French Undergraduate Programs Assessment Criteria and Procedures
  • All students will complete a curriculum that ensures breadth in the form of a general education requirement in addition to major requirements. Standards for general education requirements are set by the College of Liberal Arts and enforced through a Senior Check system involving the student's advisor and the Dean's Office.
  • At least 90% of all undergraduate upper-division courses in French are taught by tenure-track faculty. The quality of the undergraduate teaching faculty is under the purview of the Department Chair who sees that minimum qualifications for all faculty are met.
  • All teaching assistants receive formal training in undergraduate instruction and complete 18 hours of graduate course work in French before being allowed to teach. All graduate assistants are required by the University to complete a mandatory training session in undergraduate instruction. Graduate assistants in French must further undergo a year-long training program within the Department. Graduate assistants never teach courses beyond the 100 level.
  • All students complete a minimum core course requirement before being allowed to proceed to upper division courses, in order to ensure proper preparation for advanced subject matter. A minimum grade of C will be obtained for all major courses and no course will be repeated more than once. Written assignments and/or oral presentations are required of students in every course.

    South Carolina Readiness Assessment
    The South Carolina Readiness Assessment is a checklist for kindergarten and first grade which evaluate three domains or broad areas of a child's growth and learning: Personal and Social Development, Language and Literacy, and Mathematical Thinking. The readiness assessment selected by the South Carolina Department of Education is an adaptation of the Work Sampling System (WSS). The original WSS Developmental Checklists were changed so that the performance indicators matched the South Carolina Curriculum Standards as closely as possible. The South Carolina Developmental Checklists remain authentic performance assessments that are based on teachers' observations of children at work in the classroom and of multiple samples of children's work. The assessment periods for 2001-2002 are October, January, and May. Palmetto Achievement Challenge Test (PACT) PACT is a rigorous testing program designed to measure the achievement levels of South Carolina students. Tests in mathematics and English/language arts for grades 3-8 have been given since the spring of 1999. Science for grades 3-8 will be added in 2001-2002 school year with social studies being added in 2002-2003.     The author, Jessica Manson When the school year ends, most high school students look forward to a relaxing yet eventful summer. Some students head to the beach, others to work. Some students even set out to expand their knowledge with scientific research.
    Scientific research in high school? Yes, it’s true. Nowadays, universities and high schools are teaming up to give high school students summer opportunities that may affect their career goals and future endeavors. Programs such as these have helped me narrow my career plans from medicine to biomedical engineering. These research opportunities generate student interest in science and engineering, stimulate thinking, and increase student awareness of current scientific research. Consequently, the future of scientific research will benefit from these students, who will one day be educated and devoted professionals.

    General School and Program Information: Coastal Carolina University is a rapidly growing public, predominantly undergraduate institution with approximately 4,400 students and over 200 faculty. It is located 10 miles west of Myrtle Beach, South Carolina. The Marine Science Department grants B.S. degrees and offers selected graduate courses. It has over 400 undergraduate majors and 13 faculty members. Features of Particular Interest: The Marine Science Department is located in the R. Cathcart Science Center which houses several lecture rooms and teaching laboratories for introductory and advanced courses. Research laboratories in the Science Center are used for projects focused on beach erosion/sea-level rise, fish ecology, environmental chemistry and many others. The Science Center also houses the Environmental Quality Lab which is certified by the EPA for pollution measurements in water, sediment, and tissues. The department has a Computer and Remote Sensing lab that includes Unix, Macintosh, and Linux computers for student use. Projects currently underway in the lab include hurricane tracking and analysis of the Gulf Stream. A separate student PC lab is also located in the Science Center.

      You asked for (1) a description of prescription benefit programs for seniors in other states and (2) a legislative history of the 1985 enactment of the Connecticut Pharmaceutical Assistance Contract to the Elderly (ConnPACE) Program. SUMMARY Twenty-nine states operate a prescription drug benefit program for seniors; several states operate more than one. Most (23) provide a direct benefit, like ConnPACE, where the state pays for all or part of the cost of the prescription, typically for income-eligible people who pay an annual participation fee, co-payments, deductibles, or a combination of these. Several states have recently created price reduction programs in which they restrict the price that participants can be charged, and many states are currently investigating the potential for creating regional buying pools that will enable them to use their combined purchasing power to negotiate steep discounts from drug manufacturers. Tax credits for prescription expenses and state support for people to purchase prescription benefits in the private insurance market are other ways that states help ease the growing cost of prescription drugs for the elderly and, in some states, people with disabilities. ConnPACE was created in 1985 as a 15-month pilot program (PA 85-573). The legislative record suggests widespread support for the concept, but debate centered over whether to establish a full-scale program immediately or go more slowly. The debate also revolved around whether or not the program should cover people with disabilities, income eligibility limits, and the administering department.

    States and "Pharmacy Plus" Medicaid Waiver Options
    Updated: March 25, 2003 At a Glance: Two new types of state-initiated pharmaceutical programs that "partner" with federal Medicaid have attracted growing attention in the past year. This report provides details on:
    1) "Pharmacy Plus" subsidy programs that combine state and federal funds, and
    2) "Discount-only" pharmaceutical benefits, exemplified by the "Healthy Maine" program.

    In recent years a number of states have pursued the idea of obtaining federal matching funds through Medicaid for a single benefit and/or coverage for people with incomes above traditional eligibility limits. With pharmaceutical coverage a particular focus, beginning in 2000 several states enacted laws and filed Medicaid 1115 waivers seeking approval for this approach to state pharmaceutical subsidy programs. As of February 27, 2003, five states have received waiver approval for their subsidy plans:

    • In 1997, 39,333 children were reported abused or neglected in South Carolina, an increase of 37.5% from 1990.
    • In 1996, 5,036 children in South Carolina lived apart from their families in out-of-home care, an increase of 36.2% since 1990.
    • In 1998, public child welfare agencies in South Carolina placed 58 children into adoptive homes, a 74.9% decrease since 1995.
    Child Health
    • According to the American Academy of Pediatrics, 138,173 South Carolina children are not covered by health insurance throughout the year, and 189,757 South Carolina children are enrolled in Medicaid, SCHIP and other state sponsored programs. In 1995, 47% of births in South Carolina were paid for by Medicaid.
    • In 1996, there were 12,990 pregnancies to 15-19 year old South Carolina young women. Eighty percent of the 8,362 births to these young women were out-of-wedlock.
    • Through June 1999, there were 9,977 adults/adolescents and 131 children under the age of 13 in South Carolina living with HIV/AIDS.

Among the largest and most competitive scholarship programs in the United States, the Morehead pays all expenses for four years of undergraduate study, including costs of a laptop computer and four summer enrichment programs. The value of the Morehead is approximately $72,000 for each in-state student and $120,000 for each out-of-state student. The winners, announced today (March 7) by trustees of the John Motley Morehead Foundation, were selected through a nomination and interview process that began last fall, when approximately 1,500 high school seniors were nominated in the United States and Great Britain.
