Qualified Zone Academy Bonds
The Qualified Zone Academy Bond Program was designed to help schools that have the most need for financial assistance. QZABs can be used for renovation and repair projects, but not for new construction. In some cases, QZABs can also be used to invest in equipment and up-to-date technology, develop challenging curriculum, and train quality teachers. In this manner, QZAB financing works towards meeting various education goals, including creating digital opportunities for all, establishing schools as the centers of communities, and encouraging private-sector contributions to public education.

Tax and Revenue Anticipation Note (TAN) Program
The Internal Revenue Service (IRS) allows taxing entities (such as South Carolina school districts) to issue short term notes (up to 13 months) in order to finance operations while waiting to receive state, local and federal revenues. TAN is a program sponsored by the South Carolina Association of School Business Officials (SCASBO) and the South Carolina Association of School Administrators (SCASA) that allows school districts to more effectively manage their cash flows, thereby keeping monies on investment as long as possible.

WI Alaska: Alaska Cooperative Extension is working with the Agricultural Community in Alaska conducting the Annual Agricultural Symposium and annual Potato and Vegetable Growers conferences. The Regional Service Office of the Risk Management Agency in Spokane, WA and Washington State University will be providing introductory sessions on risk management at these conferences. In Alaska, natural resource based activities including fishing, timber harvest and aquaculture are important and reindeer management is the largest animal production system. These latter groups will be targeted for risk management education with district staff involved to ensure that individual operators are better versed on the topic. California: A series of conferences and seminars on financial, risk and labor management are being held throughout the coming months. Seminar sessions will cover markets, production and finance, labor supply and management, environmental regulations and water issues, and family finance and estate planning.     HHS APPROVES SOUTH CAROLINA MEDICAID PLAN TO ENABLE
    PEOPLE WITH DISABILITIES TO CONTROL THEIR CARE AT HOME
    HHS Secretary Tommy G. Thompson today approved a South Carolina plan to give people with disabilities greater control over their Medicaid services to make it easier for them to continue living in their homes. "This approval will allow hundreds of South Carolina residents to play an active role in choosing community-based services to meet their needs," Secretary Thompson said. "We are committed to giving states greater flexibility in designing programs like South Carolina's to give people with disabilities more choice so they can live fuller, more independent lives." Under the waiver, eligible Medicaid beneficiaries will receive personal care services, adult day services, respite services and other services needed to help them maintain independent lives. Those participating in the waiver will not only plan the services they need, but will hire service providers themselves. South Carolina will offer waiver services to individuals in Spartanburg, Cherokee and Union counties. A "care advisor" and a financial management service will assist families and handle payroll tasks. South Carolina is the one of the first states to receive approval of a self-directed home and community-based services program under HHS' Independence Plus initiative, which helps states develop programs for consumer-directed community services using either a demonstration waiver or a home and community-based services waiver.

    Agricultural Risk Management Education

    A 12-member advisory council for the new center held its first meeting December 4, 2001, in Atlanta. Two representatives of the University of Tennessee Agricultural Extension Service are members of the advisory council: Tim Cross, assistant dean of the UT Agricultural Extension Service, and Delton Gerloff, professor and Extension specialist in agricultural economics.
    Gerloff, serves as a professor and Extension specialist responsible for development and delivery of educational programs in farm and financial management; and crops marketing. Other areas of expertise include crop budgeting, computer program development, computerized record keeping and planning with financial statements.
    Other members of the council include: Brenton Brasher , owner of South Crop Insurance, Inc., Charleston, Mississippi. Brasher was raised on a farm in the Mississippi Delta and graduated from Mississippi State University with a M.A. in Agricultural Economics. Brasher has farmed in Mississippi since 1987 and is a past board member of the Mississippi Farm Bureau.
