CHAPTER 114
Statutory Authority: 1976 Code Sections 43-1-80 and 20-7-2980 et seq.
Definitions and Procedures.
A. Definitions. Terms used in South Carolina Regulations, Chapter 114, Article 5, Part A, shall be all definitions cited in Section 20-7-2700 et seq., Code of Laws of South Carolina in addition to the definitions which follow: A.(1) Emergency Person. An individual not regularly employed by the facility who is immediately available to serve as staff in the facility during emergency situations. A.(2) Judicially Determined. A criminal conviction in a court of law which is either the result of a jury trial, guilty plea, plea of no contest or forfeiture of bond in cases of misdemeanor or a determination of child abuse or neglect in any court of competent jurisdiction. A.(3) Original and Renewal Application for a License/Approval. Completed Department of Social Services (DSS) application form, completed DSS inspection study, completed health and fire inspection reports, current criminal history background records checks (for facilities subject to licensure), written policies and other related information deemed necessary by the Department to make a determination of issuance or non-issuance of a license/approval. A.(4) Overnight Care. Care provided to children by facilities defined in these regulations from 1:00a.m. to 6:00a.m.

Statewide
Tom Jewell reports that a statewide South Carolina roundtable convened in Columbia, SC on February 11, 1997. Prior to the meeting, participants expressed their level of agreement with the vision elements and principles developed at the pre-Forest Congress South Carolina roundtable, and the six most highly supported principles developed at the Seventh American Forest Congress. These results were tallied before the roundtable session. At the roundtable, the participants worked in small groups to identify local issues associated with each principle, suggest possible action steps to address each issue, and identify relevant local organizations that might tackle each issue. The results of the meeting were sent to everyone who had been invited to solicit any additional comments. The revised, final results will be presented to the organizations identified as being appropriate to deal with the identified issues. The following is a summation of the considerations on the South Carolina principles. The principles are numbered based on the results of the first roundtable. Following the principle is the level of support, voiced by the participants of the second roundtable, indicated by green ("I am very comfortable with this principle"), yellow ("I am uncomfortable, but I can live with this principle"), and red ("I am uncomfortable and cannot live with this principle").

A South Carolina high school diploma can be earned through the Adult/Community Education Center. An adult must earn twenty (24) units and pass the South Carolina Exit Exam to qualify for a high school diploma. Units earned previously, through an accredited high school, will transfer to adult education and count toward the units needed for graduation. Required Units Subject Units English Mathematics U.S. History Economics American Government Other Social Studies Natural Science Computer Science Electives Total 24 Units Types of Unit Credit Adults may earn high school units in several ways: (1) by completing the required work and attending class for a minimum of 60 class hours per unit, (2) by attaining a satisfactory score on a state approved standardized test - the Director determines when this is applicable, and (3) by validating occupational training and work experience - a maximum of 6 units of elective credit may be earned this way. Other Regulations for High School Diploma Students Units earned in adult education classes will not transfer back to a traditional school unless the unit included 120 hours of instruction and was taught by an instructor certified in that subject area. (Our centers do not offer 120 hour courses.)

BACKGROUND
Section 10-C of the South Carolina School-to-Work Transition Act (1994) stipulates that the Council of College and University Presidents and the State Board for Technical and Comprehensive Education, operating through the Commission on Higher Education, shall develop better articulation of associate and baccalaureate degree programs. To comply with this requirement the Commission, upon the advice of the Council of Presidents, established a Transfer Articulation Policy Committee composed of four-year institutions' vice presidents for academic affairs and the Associate Director for Instruction of the State Board for Technical and Comprehensive Education. The principal outcomes derived from the work of that committee and accepted by the Commission on Higher Education on July 6, 1995, were:

State Legislation Legislative Update for the Week of April 1st
House Bill 3361 (Make-Up Days) has received objections in the Senate for passage by Senators Setzler of Lexington and Senator Rankin of Horry County. The bill requires local board of trustees to designate three make-up days for students and teachers due to school closings. The bill also allows a school district to increase a school day by one hour in order to make-up for days missed. It is further amended to allow local board of trustees to designate the beginning and closing dates for schools in their district. This is a very important bill for local control. We need its passage.
House Bill 3274 (Matriculation and Incidental Fees) waits the Governor's signature that allows a school district to charge matriculation and incidental fees.
Senate Bill 530 (Character Grade) has received objection in the Senate for passage by Senator Hutto of Orangeburg County. The bill requires teachers to issue a conduct letter grade during each grading period of S (satisfactory), N (needs improvement), or U (unsatisfactory). With Senator Hutto's objection, the bill will not pass out of the Senate. We thank Senator Hutto.
Senate Bill 539 (S.C. History) was introduced by Senator Kuhn of Charleston that requires each eighth grader to take a year long course strictly in South Carolina History and have a PACT TEST for it. The bill also requires seventh graders to be taught South Carolina Government. This bill is not necessary due to the fact that eighth graders are now required to study a combination of South Carolina and U. S. History. The bill has been referred to the Senate Education Committee.

The University of South Carolina College of Liberal Arts offers courses that use live, televised instruction and videotaped instruction that benefits degree-seeking students, professional educators, and individuals interested in courses for personal or professional development. Courses are offered on a semester system that includes fall, spring, summer I, and summer II. Due to the individual nature of certificate renewal, educators must determine the applicability of courses for their recertification needs with the SC Department of Education. USC cannot determine the appropriateness of any course for certificate renewal.
Admission Requirements
Regulations and requirements for undergraduate and graduate study in the College of Liberal Arts correspond to those of Undergraduate Admissions and the Graduate School. The Undergraduate and Graduate Bulletins are available on-line at www.sc.edu/bulletin.
Admission Procedures
Individuals who meet University of South Carolina admissions standards are eligible for admission to USC and degree programs offered by the College of Liberal Arts. Students wishing to transfer into the college from a USC campus or another college or university must be in good standing and meet the admission requirements for a baccalaureate degree at USC Columbia. Some programs in the College of Liberal Arts have special admission requirements established by the department or committee which supervises the specific degree program. Students should consult the academic bulletin for specifics.
