ACT ON THE IMPLEMENTATION OF THE PUBLIC INTEREST IN CULTURE
22 November 1994 Article 8 Forms of facilitating cultural development of the Italian and Hungarian ethnic communities and measures for the preservation of the cultural heritage in the ethnically mixed areas, which is particularly linked to the historical presence of the ethnic communities. Article 10 The Government shall establish the Council for Culture as a deliberative body. The Government shall appoint the chairperson and one third of the members on the nomination by the minister, one third on the nomination of the Cultural Chamber of Slovenia and professional associations of cultural workers who are not members of the Chamber and have more than 100 members, and one third on the nomination of the Slovenian Academy of Sciences and Arts, pools in the field of amateur cultural activities organised for the area of the state and of the Italian and Hungarian ethnic communities. The number of members of the Council, the duration of their term of office and the method of their work shall be defined by the Government with the Act of the establishment of the Council.

Unification News for October 2002 IRFF Culture of Heart in Slovenia by Larisa Zmaher Family is the base of social life and relationships. In all cultures and area family and family values are appearing as a focus and even more, as sacred. All important cultures and civilizations have a family as something noble and holy. Family is a place shaping man's personality, a place of receiving and experiencing love, feeling of being wanted and accepted. But the family is also a ground and one of the most important mediators of goals, values and ideals. It is the institution most effectively teaching virtues of loyalty, respect for others, personal responsibility, honesty and self- sacrifice. One of the purposes of the IRFF pilot project centering on families: "Family and Service, Establishing a Culture of Peace through the Culture of Heart", held from the 23rd to the 31st of August in Slovenia, was to show that this is the age of the family and family should not be an isolated unit or an island to itself, but should participate in the life of the community, think beyond the family's well being and have an active role in the society. Six families with their children and several volunteers came to serve a small Slovenian town called Sentjur. Few families but large in number and spirit. Families ready to serve and inspire the community to follow their steps in the future. Parents from Italy, Brazil, Austria, UK, Bulgaria, Korea, Hungary and Slovenia brought their children to serve a community they have never heard about before, and their aim was to contribute, to learn, to share and be part of the Culture of Heart in creating the Culture of Peace.

Spring Slovenian will become an official language of the European Union as of May 2004. There is no doubt about it anymore. Referenda are still being talked about, one of the reasons being that NATO accession protocols were signed last week on the admittance of Slovenia and six other candidate countries. The next step to take is ratification by the national parliaments of the 19 NATO members and future members. Slovenian is located at a spot that has always been an important crossroads of Europe, a fact confirmed by archaeological finds springing up almost by the day. In 1701 "the Academia Philharmonicorum" Labacensis was founded in the capital, Ljubljana. Several famous composers - such as Beethoven, Mahler and Smetana - spent some time here during their careers and it still enjoys a high reputation for excellence throughout Europe. More recently, the groups Laibach and Borghesia won an international following on the alternative music scene in the 1980s. Together with painters and theatre groups from the new Slovenian school, they set the trend for a large part of the alternative scene in eastern Europe.

Ljubljana, the capital of Slovenia, grew out of the Roman city of Emona. Today it boasts some of the most beautiful examples of baroque architecture in Central Europe. It also offers its 270,000 inhabitants a rich and varied cultural life. The city teems with palaces: the Tivoli palace in the city centre is home to the International Graphic Arts Centre, the Rococo palace houses the Slovenian historical archives, and the Cekinov and Fuzine palaces are museums. The university, too, was built as a country residence.
Postojna Caves
Over 2 million years the action of water has formed a fantastic world of stalactites and stalagmites through the 12 miles of passages and caverns in the famous Postojna Caves. The largest "Giant" stalagmite consists of 1,400 cubic metres of crystalline sinter. This impressive natural spectacle has attracted more than 25 million visitors over the years - old inscriptions in the passages near the entrance show that the first visitors came in the year 1213! Today an electric railway takes visitors inside.
