SLOVENIA - USA RELATIONS BILATERAL RELATIONS USA - SLOVENIA POLITICAL TRADE CULTURE SCIENCE SPORT TOURISM MILITARY COOPERATON Agreement between the Government of the Republic of Slovenia and the Government of the United States of America on the Protection and Preservation of Certain Cultural Properties (Washington, May 8th 1996) The Government of the Republic of Slovenia and the Government of the United States of America agree that each Party will take appropriate steps to protect and preserve the cultural heritage of all national, religious or ethnic groups that reside or resided in its territory and were victims of genocide on this territory during the Second World War. The term "cultural heritage" for the purposes of this Agreement shall mean places of worship, sites of historical significance, monuments, cemeteries, and memorials to the dead, as well as archival materials relating thereto. A Joint Cultural Heritage Commission is hereby established. The Ministry of Culture of the Republic of Slovenia - Office of the Republic of Slovenia for the Cultural Heritage shall be the Executive Agent for implementing this Agreement on the Slovenian side. The Commission for the Preservation of America's Heritage Abroad shall be the Executive Agent for implementing this Agreement on the American side.

Culture - a basis for Slovene identity
In the year 2000, Slovenia celebrated two important anniversaries: 450 years since Primo¾ Trubar published the first Slovene book , and 200 years since the birth of France Pre¹eren , the most important Slovene poet. The former anniversary is linked to the foundations of the Slovene literary language and the latter to a time of Slovene national and cultural revival, and with the appearance of one of our most important national political programmes. The arts and culture have a special place in the history of the Slovene nation. With them Slovenes, as did other Central European nations, substituted to a large extent for the non-existence of their own state and political institutions, and it is through their language and culture that for centuries Slovenes managed to preserve their identity as a nation.

Writing glorious words about a team that has been beaten three times in the last two weeks is not an easy task. How much nicer it would be to say: "lost two, won one" or at least "drawn one" as I hoped when thinking about this report before the last match. The first sixty minutes went well, we were one goal ahead but then, after a terrible mistake by our defender, the boat started to sink again. Deja vu...
It is not the bad performance of our team which hurts. Taking part at the World Cup is much more than could be expected from our boys. I would not make a tragedy from the notorious quarrel between the coach and the best player, resulting in the premature departure of the latter from Korea. Such things happen even in better teams, although the consequences may not be very positive for Slovenian football.
The expectations in my country before the Slovenian debut in the tournament were enormously high, and the players were worshiped even by those who are not really familiar with the basic rules of football. It seemed that the most popular game in the world had finally grown in the hearts of people from the Sunny side of Alps. But, nothing unusual, the euphoria was much too soon followed by a huge disappointment. And now, almost everybody blames the team for the failure. I know, one could say: 'but dear fellow Slovene, please be realistic and rather acknowledge the boys and particularly the coach for giving us an opportunity to support our country, albeit just for two weeks, in the World Cup!'

Liberal MPs refuted more than 1700 points within the document disputed by Conservatives, ending the Slovene minority's 25-year struggle for minority rights. (See: Trieste's Burden of History in CER.) The law's major feature is that it extends protection over all Slovenes in Italy, including those in the Udine region who have never before been protected. It also allows for a budget of ITL (Italian lira) 30 billion (EUR 44 million) for the minority. Italy's Slovene civil society institutions and officials welcomed the law. While the most common reaction was relief and thankfulness, it was invariably followed by a degree of dissatisfaction. Many Slovenes and sympathetic Italians view the law as a major step forward, but a perception remains that there is still much room for improvement. President Kučan welcomed the news, saying "today's achievement in the Italian Senate is a great achievement for Slovenes on both sides of the border as well as for a democratic Italy-for an Italy that is open to the world and has its sights set on the future."
