The Regional Programme of the NLC consists of its participation in the Southern African Network on Land (SANL ), an exciting new regional umbrella network of civil society organisations working for land reform and rural development in their countries. The NLC’s regional work — like its growing engagement with land sector organisations across the world — is rooted in the belief that international solidarity among poor and landless people and their organisations is necessary in the struggle against the effects of globalisation on the rural poor in Africa and other developing regions. Rural people in the entire Southern African region are still struggling against the brutal effects of colonialism and apartheid, which deprived people in many countries of both land and development resources. The NLC, as a leading land reform civil society role-player in the region, is the Secretariat of SANL, and regards this as an essential initiative in this era of intensifying land struggles. Regional Groupings
The broadest groupings of linked ethnic units are regional. Britain ruled most of the area of present-day Nigeria as two protectorates from 1900 to 1914, the southern and northern protectorates each having separate regional administrations. These portions were joined finally under a single Nigerian colonial government in 1914. But they retained their regionally based authorities, divided after 1914 into three regional units. The announcement of their imminent demise by the first postcoup military government in 1966 helped to set off violent reactions in the north against southerners who had settled in their midst, contributing to the outbreak of civil war. Within each of the major northern and southern regions, there were significant subregions that combined ethnicity, geography, and history. What is generally referred to historically as the south included a western Yoruba-speaking area, an eastern Igbo area (the "g" is softly pronounced), a midsection of related but different groups, and a set of Niger Delta peoples on the eastern and central coastal areas. The north was widely associated with the Hausa-speaking groups that occupied most of the region, but the Kanuri predominated in the northeast, with a belt of peoples between the two; there were also important pastoral nomadic groups (mostly Fulani) that lived throughout the same region. In the middle belt (see Glossary) were congeries of peoples in an area running east-west in the hills, along the southern rim of the north, dividing it from the larger region of Nigeria's south. On its northern side, the middle belt shaded culturally into the Muslim north. In contrast, on the southern side, its peoples were more similar to those of the south.

Prestigious event for historic occasion and the European Union (EU) , to run along side the Extraordinary Summit Meeting which launched the COMESA Free Trade Area, a truly historic event. Thirteen COMESA countries sent national groups or stands and altogether over 170 companies from COMESA and EU countries displayed their goods and services at the exhibition. Five thousand visitors passed through the Lusaka showgrounds where the event was held. The Egyptian pavilion, which housed an extremely large selection of products and services, was awarded first prize for the best COMESA pavilion. Best manufacturer's stand went to Zambian furniture manufacturer Setrec.
Track Record ACE Event Management has a long history of organising similar events throughout Africa, including a series of co-operation weeks in Mauritius, Mozambique and Zimbabwe. A very successful UK-Zambia Co-operation Week was held in April 1999. The company also organises the well respected

Larry Bowman discussed Cold War politics and decolonization in the Indian Ocean. Using the case of the Chagos archipelago, whose excision from Mauritius was set as a condition for Mauritian independence, Bowman showed how military build up in the area was based more on perceived and potential threat from the Soviet Union than from reality (the Soviet Navy was the least funded and developed of the Soviet armed forces of the time). Through decolonization and cold war politics, the United States has replaced Britain as the superpower of the region. A suggested reading for the Diego Garcia conflict is: "The Indian Ocean: A New Naval Arms Race?" in The Defense Monitor , vol. 3, no. 3, April 1974. After morning and afternoon discussions of the Cold War, Bowman exhibited and discussed approximately twenty Indian ocean maps and city-views from his private collection of sixteenth- through nineteenth-century prints. Reading List: There is obviously a huge literature on the Cold War; here I have limited my scope to works specifically focused on Cold War issues in the Indian Ocean.

Marine Pollution Bulletin 40(7):569-586 SOUTHERN SEYCHELLES ATOLL RESEARCH PROGRAMME INITIAL REPORT ON FIELD STUDIES, March - May 1998 Introduction The Southern Seychelles Atoll Research Programme has been undertaking multi - and inter - disciplinary investigations of the shallow marine and terrestrial environments and environmental history of the remote and under-studied islands of the Southern Seychelles, Indian Ocean. The Programme incorporates studies of i) island geology, topography and vegetation; ii) shallow marine bathymetry and sedimentary environments; iii) coral reef structure and ecosystem functioning; and iv) population dynamics of reef-dwelling fish. It includes training components for young scientists from the Seychelles and will, in due course, provide preliminary assessments of areal coverage of shallow marine habitats for coastal management planning and conservation. This brief initial report covers the field phase of the Research Programme, 15 March - 9 May 1998.

Later on during the 16th century the islands were frequented and some were even named by the Portuguese. In 1742 the French took possession of Seychelles, and they landed on Ste Anne Island to start permanent settlement in 1770. They ruled Seychelles for 40 years. In 1771, a year after settling in, Pierre Poivre started the first plantation industry in Seychelles with a view to compete with the Dutch in the European spice trade. During that period Seychelles was also being used as a transit point for slaves from Africa, India, Madagascar and other countries. A few were retained here to work for their masters. The geographical location of Seychelles also made it ideal for both the French adn the British during their respective reign of the islands to send all those who they wanted to get rid off for various reasons (Isolation, punishment). To name just a few the Dauphin of France, Louis XVII, son of Louis XVI, King Prempeh of Ghana, the archbishop Makarios of Cyprus (later upon his return to his country became the President of Cyprus).

    Introduction
    The transfer of regional responsibilities to the Pretoria-based ICRC delegation on 1 January 1995 reflected the new-found political stability in southern Africa. In February the South African government and the ICRC signed a new Status Agreement, defining the ICRC's position as a regional delegation for southern Africa and the Indian Ocean. Despite the generally peaceful climate, however, insecurity still reigned in some areas.
    The South African province of KwaZulu/Natal and certain townships of Gauteng province were still plagued by politicized violence. Political unrest in Lesotho and Swaziland demonstrated that there too stability was not to be taken for granted. In the strife-ridden areas of South Africa the ICRC ran relief operations in conjunction with the National Society, distributing food parcels, kitchen sets, jerricans, plastic sheeting and blankets to thousands of victims.
    Beyond this, the main activities developed by the ICRC in the region involved promoting the role of the Red Cross, teaching international humanitarian law to defence forces and providing protection for detainees. Delegates made unannounced visits to police stations in KwaZulu/Natal to check the conditions of detention of people arrested in connection with political violence.

    The year under review was generally a peaceful one for the countries covered by the Pretoria regional delegation, except for the Comoros and Lesotho, which were once again beset by political disturbances. The ICRC monitored developments in these countries throughout the year and took action as needed, through the National Societies concerned wherever possible, to assist the victims. The regional delegation continued to promote the development of the region's National Societies and their programmes by providing institutional, logistic, material and financial support. Additionally, as part of its ongoing activities, the ICRC pursued its efforts to improve respect for and spread knowledge of humanitarian law in political, military and academic circles in this part of Africa.
    Raising awareness of the problem of violence
    In South Africa, the main events in the political sphere were the publication on 29 October of the final report of the Truth and Reconciliation Commission, which shed light on crimes committed during the apartheid regime, and the preparations for the general elections scheduled for May 1999. The country was once again plagued by all forms of violence.

    Violence in KwaZulu/Natal
    In May, former President Frederik de Klerk's National Party left the government of national unity, formed immediately after South Africa's first free and democratic elections in 1994, to join the ranks of the opposition. At the end of the year, the country adopted a new constitution. On the whole, the problems experienced in 1995 persisted: crime and insecurity grew, mostly in the cities, and KwaZulu/Natal in particular was affected by political violence.
    Visits to detainees
    Against this background, the ICRC continued its activities in aid of detainees, both by visiting them in police stations or prisons and by taking part as an observer or expert in working groups on prison reform or health in prisons. On 16 August, it also signed an agreement with the authorities giving it access to all categories of detainees, which replaced the previous one signed in 1992 with the former government, and on 31 October it gave the government a working paper covering the main problems encountered during the ICRC visits.
    Together with the South African Red Cross Society, the ICRC carried out relief operations for the victims of political violence, primarily in KwaZulu/Natal where the number of displaced people was very high. During the elections the National Society also set up first-aid posts, with supplies provided by the ICRC. So as to withdraw progressively from the assistance programme it had organized in the shantytowns around Durban, where the situation was no longer critical, the ICRC increased its support for the National Society to enable it to set up development projects there.

    with maturity modelling provided by Dr. Doug Waples Background and Objectives The Seychelles microcontinent covers an area of approximately 300,000 km within the western Indian Ocean, an area equivalent to the productive North Sea or the Texas/Louisiana Gulf Coast province. Until the Late Cretaceous, this microcontinent was sandwiched between northern Madagascar and the west coast of India; that is, between two giant tarsand fields and what became the Bombay High Offshore Oil Province. In three of the four exploration wells drilled in the Seychelles, possible source rocks were encountered at several stratigraphic levels. Although relatively few source-rock analyses have been performed in the region, there is abundant evidence for the presence of effective source rocks. Some of the organic-rich horizons show evidence of having generated and expelled hydrocarbons. Minor hydrocarbon shows, plus gas sniffer and UV fluorescence anomalies, beach-stranded tars geochemically correlated to specific source rock horizons, and direct hydrocarbon indicators on seismic data all confirm a history of active hydrocarbon generation in the area. However, the present-day geothermal gradient and burial depth are insufficient to account for the measured organic maturities. Therefore, some of the key questions facing explorationists are:
    • When were observed maturities reached? When was generation?
