Area: 444 sq. km; approximately 2.5 times the size of Washington D.C.
Major Islands: Mahe and Praslin.
Cities: Capital Victoria.
Terrain: About half of the islands are granitic in origin, with narrow coastal strips and central ranges of hills rising to 914 m. The other half are coral atolls, many uninhabitable.
Climate: Tropical marine. People Nationality: Noun and adjective Seychellois. Population (1999): 80,410. Annual growth rate (1999): 1.7%. Ethnic groups: Creole (European, Asian, and African). Religions: Catholic 86.6%, Anglican Church 6.8%, other Christians 2.5%, other 4.1%. Languages: Official languages are Creole, English, and French. Education: Public schools and Private schools, compulsory through grade 10. Literacy Health: Free government health services for all people. Life expectancy male 67.9 yrs, female 77.9 yrs. Infant mortality rate Work force: 32,382 with 3,550 unemployed. Industries include tourism, fishing, manufacturing, and construction. Government Type: Multiple-party republic.

The origin of Central banking in Seychelles
The Central Bank of Seychelles was established on January 1, 1983 when it took over the functions and responsibilities of the Seychelles Monetary Authority. Prior to that, there existed a currency commission made up of two members, the Financial Secretary and the Accountant General. The currency commission was set up under the Seychelles Currency Act of 1974 to manage the currency issues and functioned like any other currency board, with the Treasury acting as agent. Its operations were mainly those of an automatic currency exchange based on a fixed rate against the pound Sterling. The Commission, however, could not formulate or conduct monetary and credit policies in the furtherance of economic development, nor act as the lender of last resort. Neither was it equipped to supervise the banking system. The conversion of the Seychelles Monetary Authority into a full-fledged central bank was achieved through a gradual process of evolution. In his budget address for 1983, the President stated that ".. the Monetary Authority has reached a stage where it is performing virtually all the functions of a central bank and it is therefore the intention of the Government to convert the SMA into the Central Bank of Seychelles in the new year ".

[Seych-Report] Date (coup attempt): 25 November 1981 Name Victim: Information Victim: Perpetrators: Hoare and his 43 mercenaries (Notes*1) were disguised as tourists: rugbyplayers and members of a beer-drinking group called the "Ancient Order of Frothblowers." They arrived in a Royal Swazi jet on Mahé, carrying their own weapons. Nine mercs (members of Hoare's advance guard) were already on the island on the evening of Wednesday, 25 November 1981. Perpetrators information: -As coup plans developed, the operation became en object of struggle between the Military Intelligence service (MI) and the civilian one (NIS). The SA Government allocated the coup operation to MI, but appointed Martin Dolinchek as a liaison officer on behalf of the NIS. [SE:173] - Operation entrusted to Mike Hoare ('Mad Mike' Hoare), an Irish mercenary soldier (ex-Congo) living in SA as a civilian. Among the 53 people selected to carry out the coup: some members of the SA special forces (Recces), several former Rhodesian soldiers and ex-Congo mercs [SE:173; Mockler:284-294] Crime activity: Coup attempt. The coup attempt was unexpectedly triggered off when an alert customs official spotted an AK-47 assault rifle in the luggage of one of the mercs [RDMail 13/4/82].

Chapter: SEYCHELLES COUNTRY COMMERCIAL GUIDE ANNEX ONE: SEYCHELLES COMMERCIAL GUIDE Executive Summary: With a population of 80,000 and per capita income of $6,500, Seychelles is one of Africa's smallest but wealthiest countries. Its economy is dependent on tourism, fish-processing, and foreign assistance, primarily from Europe. In recent years Seychelles has moved away from the statist economic policies it followed for two decades after independence from Great Britain in 1976, but onerous regulations and controls remain. The government has recently undertaken an intensive review of trade and investment policies in connection with its application to join the World Trade Organization, and business-friendly reforms may be in the offing. A severe shortage of foreign exchange is currently the biggest constraint on conducting business with the Seychelles. Foreign companies wait up to one year or more for payment of foreign currency invoices. The best opportunities for trade and investment lie in tourism, fishing and light industry. Seychelles offers tax and other concessions to export-oriented manufacturers. New investment opportunities may arise if the government continues its privatization program. Several years ago a subsidiary of U.S.-based Heinz and Company invested in an ailing government-run tuna-processing plant; the business has grown rapidly, and the joint venture between Heinz and the government is now the single largest employer in the country.

Birding in an Island Paradise
Nearly 1,000 miles from the nearest mainland, the Seychelles is about as close as you can get to tropical paradise! But at first glance, the birding seems poor. You can see as many species of birds in one day in East Africa as you can in a lifetime on the Seychelles. But what the islands lack in biodiversity, they gain in both sheer bird spectacles and in having some of the rarest endemics in the world.
Most birders will only visit the Central Seychelles – the islands of Mahe, Praslin, La Digue and perhaps Bird Island and some of the islands close to the main group. The outlying island groups of Aldabra, Amirante and Farquhar are too remote and difficult to reach for the average birder.
But on the Central Seychelles alone there are 12 endemic species, including the very rare Seychelles Magpie Robin. And most, with the exception of the Seychelles White-eye and Seychelles Scops Owl, are not difficult to find.
Most visiting birders will spend two weeks on the islands, using Mahe as a base from which to go island hopping. A visit to Bird Island (two nights stay) is a must for the sheer numbers of birds, even though you probably won`t see birds there that can’t be found on the nearer islands. Praslin, with its unique Vallee de Mai palm forest and the Seychelles Black Parrot, and the tiny island of La Digue with its Seychelles Paradise Flycatchers are also essential places to visit. A day trip from Mahe to Cousin Island will guarantee you views of the Seychelles Magpie Robin and the Seychelles Fody. [addition:

The petitioner has filed a petition and affidavit in support claiming that her rights under S.14 of Schedule 7, Part III of the Constitution has been infringed. The respondents have filed a defence and an affidavit in reply. A motion to amend the petition was allowed by the majority judgment of this court. On appeal, the Seychelles Court of Appeal overturned the decision, and held in favour of the minority judgment of Perera J . (viz: Civil Appeal No. 39 of 1998 ). The application which remains before this court is therefore by virtue of the original petition as filed.

1998 data The Seychelles islands, that lie 5 degrees south of the equator in the Indian Ocean, were discovered by the Portuguese. They were occupied by pirates until the French took over in the 18th century and then by the British in the 19th until 1976, when they became independent. The beaches are beautiful with huge boulders breaking the monotony of flat expanses of sand. The Seychelles deserve their reputation for beauty but they are so expensive that I really cannot recommend them to shoestring travellers who don't care for the snob value of "having been to the Seychelles". The Seychelles offer fewer underwater diving sites than the Maldives but they are said to be just as beautiful. I did not verify that because the cheapest rate I found was 60 $US per dive, more that twice what I paid in the Maldives and four times the rate in Sri Lanka

INDUSTRY
With its fragile environment, Seychelles focuses on light and non-polluting manufacturing and service industries based on import substitution, exports and job creation. Manufacturing and construction together contribute 23 percent to GDP (compared to tourism and services which contribute around 60 percent). This is due in part to the outstanding performance of Indian Ocean Tuna, the joint venture between H.J. Heinz and the Seychelles government. A boom in construction and a sustained increase in demand for construction materials have also boosted the performance of the sector.
Other activities in the industrial sector include boat-building, printing, furniture making, cigarette manufacturing, production of gold jewellery, the production of beverages and repairs and maintenance services.
The government encourages businesses that use local materials to manufacture or assemble goods, or use technology to add value to semi-finished goods. Activities that bring new technology and skills to the country are welcomed.
Many opportunities are open for private investment, particularly to position the Seychelles as a high-quality destination with high-quality products.

Inscribed on the World Heritage List in 1982. AREA 35,000ha (terrestrial: 18,800ha; mangrove: 2,000ha; marine: 14,200ha) LAND TENURE Government, administered by the Seychelles Island Foundation. The Royal Society acquired a 14-year lease in 1976 from the Government of the British Indian Ocean Territory. It may come as a surprise to those used to reading about the apparently benign political climate in Seychelles to learn that not many years ago hundreds of property owners had their land and houses summarily removed from them by essentially the same government currently in power. Minimal - in most cases, zero - payment was made, leaving the vast majority of those dispossessed still seeking either the return of their properties or some form of compensation. Click here for a full list of dispossessed properties. Those who lost their land were for the most part Seychellois, though many overseas investors suffered, too. The rationale behind the acquisitions was that land ownership should not be in the hands of individuals who could chose to develop and profit by it, as and if they wished, but ought to belong to and be controlled by the government for the benefit of the people. The government in question, a single party state, led by Albert Rene, had gained power in a coup d'etat from its democratically elected predecessor, fronted by James Mancham, shortly after Seychelles was granted independence from Britain in 1976. Essentially Marxist, this government remained unopposed, with only the occasional, token, single candidate presidential 'election', until 1993 . During that time, a 'campaign for democracy', based in London and supported by James Mancham, railed against the perceived injustices going on in Seychelles; besides widespread disappearances, occasional killings, the suppression and eventual expulsion abroad of all dissenting voices, these included further spates of land acquisitions.

The president appoints a council of ministers to act as an advisory body. Legislative power is vested in the National Assembly, which has 25 popularly elected members and 9 members selected on a proportional basis. The Seychelles People's Progressive Front (SPPF) is the leading political group; opposition parties were legalized in 1991.
