Energy Department Observes Russian Nuclear Power Plant Y2K Drill No Major Problems Found; More Drills to Come

In response to a request from Secretary of Energy Bill Richardson, Russian Minister of Atomic Energy Yevgeniiy Adamov invited a Department of Energy technical team to observe a Y2K nuclear power plant emergency drill on November 1. The DOE team reported that the Russian workers at the plant generally performed well, with issues that should be addressed in future drills such as the need for improved flow of information between the technical support staff and the crisis team, and busy telephones. The drill simulated the failure of the "SKALA" data information computers and plant shutdown at the Kursk nuclear power plant units 1, 2, 3 and 4; the disconnection of the Kursk power plant from 750 kV transmission lines; the startup of the Kursk emergency diesel generators; and the reconnection of Kursk to the grid by dispatches from an alternate power supply (the "southern" 110kV transmission line). "The Department of Energy stands ready to continue to provide technical assistance to the Russian government in order to do everything possible to ensure that the transition to the next century is a smooth one for Russian nuclear power plants," said Secretary Richardson.

Secretary of Energy Bill Richardson and Russia's Minister of Atomic Energy Yevgeniy Adamov today demonstrated a live video conference capability between the two countries. The new interactive link between the U.S. Department of Energy (DOE) Emergency Operations Center (EOC) and the MinAtom Situation and Crisis Center (SCC) will be central to communications between the U.S. and Russia during the Year 2000 (Y2K) rollover. The Situation and Crisis Center uses the Energy Department's unclassified Emergency Communications Network System to allow immediate communication in times of emergency. The Energy Department is lending support to the Russian government as it works to assure that its power grids and nuclear power plants are Y2K ready. "On New Year's Eve, Russian experts will be in the Department of Energy's Emergency Operations Center and U.S. experts will be in the MinAtom Center to monitor and provide advice and counsel on any Y2K-related problems in Russia's electricity grid and nuclear power plants," said Secretary Richardson. "It is in our national security interest to have a stable Russian energy supply at this critical time." For the rollover, the Energy Department will maintain open lines of communication with Russia between its Emergency Operations Center and the SCC allowing experts to share information and up-to-the-minute reports in the event of a Y2K-related emergency. Americans will be stationed in the SCC, and Russians in the EOC. American experts will also be stationed in Ukraine to monitor the situation there.

A growing interest is being shown by developing countries to master and utilize Technology Foresight methodologies and applications to better drive and focus their industrial development. In seeking an appropriate solution to the above issues that affects developing countries and economies in transition to different extents, UNIDO promotes the use and application of Technology Foresight (TF) for strategic decision-making and policy definition, with a special focus on specific industrial sectors.

In recent years, a growing number of governments have been issuing similar reports on their own countries.

National Science Foundation and Russian Ministry of Industry, Science and Technology Fund New High Speed Network For Scientific Collaboration
The National Center for Supercomputing Applications (NCSA) and the Kurchatov Institute, top research institutions in the U.S. and Russia respectively, today announced they have selected Teleglobe (NYSE, TSE: BCE), the e-World Communications Company, to develop a 155 megabit per second (Mbps) high-performance network connection that will give the two countries' scientific communities unprecedented access to each other and facilitate joint scientific and educational projects. The link, called FASTnet (For Advanced Science and Technology Network), is funded in part by a $2 million grant from the U.S. National Science Foundation (NSF) to NCSA at the University of Illinois at Urbana-Champaign. Russian support for the link is from the Russian Ministry of Industry, Science and Technology. FASTnet supports a strong alliance among NCSA, the Russian Research Center Kurchatov Institute in Moscow, the Russian Academy of Sciences, the Moscow-based Joint Supercomputer Center of the Russian Academy of Sciences, and Teleglobe.

REPORT: RUSSIAN TECHNOLOGY COMMERCIALIZATION
  • Introduction
  • Simultaneously, the U.S. government has established programs and mechanisms to promote technology-based development in Russia. These policies and programs reinforce important U.S. policy goals, including: support for economic stabilization and market reform; preventing proliferation of weapons-related scientific expertise; and promoting U.S. commercial interests in Russia. Despite these efforts, Russian and U.S. private sector sources report that there are serious impediments to commercial technology cooperation between Russia and the United States. These issues have recently become a focus of attention in both the United States and Russia. U.S. companies have raised the issue frequently with government agencies. And government agencies have received unsolicited proposals from both American and Russians to provide services related to technology commercialization. This paper summarizes the major issues and points of view, as identified through this series of consultations. Please note that this document does not represent the official position of the U.S. Government nor does the U.S. Government endorse or reject the private sector views that are expressed herein.

This is the Russian perspective on earth changeshard facts that are going unreported in America. The atmospheres of the planets are changing. Dr. Dmitriev's work shows that the planets themselves are changing. They are undergoing changes in their atmospheres. For example the Martian atmosphere is getting sizably thicker than it was before. The Mars observer probe in 1997 lost one of its mirrors, which caused it to crash, because the atmosphere was about twice as dense as they calculated, and basically the wind on that little mirror was so high that it blew it right off the device. Earth's moon is growing an atmosphere Also, the moon is growing an atmosphere that's made up of a compound Dmitriev refers to as ''Natrium. ''Dmitriev says that, around the moon, there is his 6,000-kilometre-deep layer of Natrium that wasn't there before. And we're having this kind of change in Earth's atmosphere in the upper levels, where HO gas is forming that wasn't there before; it simply did not exist in the quantity that it does now. It's not related to global warming and it's not related to CFCs or fluorocarbon emissions or any of that stuff. It's just showing up.
