New Candidates
The National Board for Professional Teaching Standards (NBPTS) new applications for the 2002-2003 school year are now available. Information regarding National Board Certification was sent to all Rhode Island superintendents and principals, and application packets were sent to interested teachers. For more further information about the National Board certification process or to obtain an application, please contact our office at (401) 822-9449 or at ritlc@ride.ri.net.
National Board Courses
Lynne Abbott, a Local Facilitator for RI National Board Certification Initiative (RINBCI), facilitated a one-credit pre-candidate course in May. Twenty-eight educators participated in the course, which utilized the text, The National Board Certification Handbook, by Diane Barone. A National Board Support Course has been planned for this fall beginning September 14th for candidates going through the National Board Certification process.
Facilitator Training
National Board Facilitator Training (course 1, 2, and 3) is offered by the NBPTS in a couple of large cities across the United States and has thus far been out of reach of interested Rhode Island NBCTs. On October 4th and 5th, the Rhode Island Teaching and Learning Center will host a Facilitators' I Training workshop in Rhode Island. Trainers from the NBPTS will present a two-day workshop to 35 RI NBCTs. Those trained will be expected to work with candidates during the school year. A formal application has been sent to all RI NBCTs. If you are interested in this training, contact the TLC to be put on a list of potential participants.

Judith Sweeney Lederman
received an honorary doctoral degree in Education from Rhode Island College (1995); M.S. in Natural Sciences from Worcester Polytechnic Institute (1981); B.A. in Biology and Secondary Education from Rhode Island College (1972). Prior to her appointment at IIT, Judith was assistant professor of science education at Oregon State University, Curator of Education at the Museum of Natural History and Planetarium in Providence, Rhode Island, and adjunct professor at Providence College and the University of Rhode Island. From 1991-1994 she was the science director of a Science and Mathematics Resource Center where she supervised K-8 science education for 10 northern Rhode Island school districts. She taught physics and biology for 20 years in Lincoln, Rhode Island, and bilingual elementary science for two years in Providence.

Troop To Teachers
A referral assistance and placement service for military personnel interested in beginning a second career in public education as a teacher. The program helps applicants identify teacher certification requirements, programs leading to certification and employment opportunities.
Background: President Bush signed legislation authorizing the continuation of Troops to Teachers into law on 8 January 2002. Congress also appropriated $18 million to provide financial assistance to help eligible individuals pay for teacher certification programs or to accept employment as a teacher in a "high needs" school.
One of the most significant changes to the eligibility criteria is extending Financial Assistance to members of the National Guard or Reserve with at least 10 years of service who agree to an additional three years of reserve service. Other eligibility categories for financial assistance are outlined below.
Referral and Placement Assistance services are extended to those who may not meet eligibility for financial assistance but are members of the Reserve service on or after 8 January 2002. These services include a network of state placement assistance offices that provide information regarding certification requirements, programs leading to certification, and assistance in identifying teaching positions. An Internet Teacher Job Referral service has been established that allows school district administrators to post job vacancies and search the Troops to Teachers database for potential teacher candidates. Anyone may use this site to search for job vacancies. Individuals registered with Troops to Teachers may post a mini-resume to highlight their background and experiences.

Upgrading or Renewing your Rhode Island Teaching Certificate There are different upgrading or renewal requirements depending on which certificate you hold. Choose your current certificate from the list so you can plan your professional development activities appropriately.
Extending a Provisional Certificate You may extend your Provisional Certificate only if you have not taught in Rhode Island for a total of three years. You may extend only one time. To qualify for the three-year extension, you must complete a total of six credits:
  • three credits may be in-service credits of approved professional development. three credits must be college/university coursework.

Note:
  • Fifteen contact hours of professional development are equivalent to one in-service credit.

Your Certificate Upgrade or Renewal Application Checklist To avoid delays in the upgrade or renewal of your Rhode Island certificate, use this checklist to see that you have included everything you need to send in your packet. Keep a copy of this checklist for your records.
Required Item
Complete and sign the State of Rhode Island Department of Education Certification Renewal/Request Application. Obtain an official statement of services from your superintendent of schools for the area(s) of certification to be upgraded or renewed (if applicable). Collect official college/university transcripts as well as Documentation or Verification of Professional Development Activities forms. Assemble the above documents. Fees
Professional upgrade or renewal Provisional Extension Professional Life Upgrade Check made payable to: General Treasurer, State of Rhode Island. Photocopy all documents for your records. Record date mailed. Mail before August of the year in which the certificate expires.

Testing of teachers is a necessity
ROD DRIVER The headlines are familiar: "U.S. flunks out in geography test." "Undergrads lack basic skills." "A rising tide of mediocrity." "U.S. students finish at bottom in math, science." One in seven Americans cannot pick out the United States on a world map, 50 percent cannot locate England and 75 percent do not know where the Persian Gulf is. The average high school student reads at only eighth grade level - yet he or she has a "B" average. Colleges and universities are teaching remedial arithmetic and writing courses to many of their students. And employers complain that job applicants are not even prepared for entry-level positions without additional training. (One retailer uses the following employment-interview question: What is the sales tax on a $100 purchase?) As the performance of high school graduates on the SAT declines, so do the standards set for admission by colleges. Albert Shanker, president of the American Federation of Teachers, may have exaggerated slightly last year when he said that "ninety-five percent of the kids who go to college in the United States would not be admitted to college anywhere else in the world." (This would probably not be an exaggeration if he restricted the comparison to the "industrialized" world.) No one seems to know exactly what the problem is.

The Undergraduate Teacher Education Program
Teacher Education Programs Working cooperatively with other departments at the university, the Education Department offers a teacher education program which leads to certification for teaching at the secondary level (grades 7 - 12). At present, certification programs are offered in the biological sciences, English, history/ social studies. Forty-four states have certification reciprocity agreements with Rhode Island. The Undergraduate Teacher Education Program is not a concentration program. Whatever your concentration, you are eligible to be a UTEP as long as you can fulfill the course requirements for certification in your teaching field (e.g. biology, English, history/social studies,) and complete the required education courses (see list below). All required education courses must be taken at Brown University. If you are interested in the Undergraduate Teacher Education Program, you should talk to a member of the program faculty as early as possible. The final application for the program is due November of your junior year: but the advising process that precedes your application is important. You should plan on attending one of the information sessions held each year by the Education Department

Certification Rhode Island has Interstate Certification Compact (ICC) approval, allowing graduates reciprocal certification without transcript evaluation in 44 states. Graduates of the program may be eligible for teacher certification by transcript evaluation in the states that are not ICC members. After Brown Career Planning Services in consultation with the Education Department , offers support to M.A.T. candidates in designing a job search. Individual advice and counsel as well as workshops on resume writing, interviewing techniques, professional portfolios, job search strategies and tactics are available from Career Planning Services and from the Education Department staff and faculty. Teacher Certification and Teacher Quality
State Certification Alternative Certification The Commissioner set as a priority the development and implementation of an alternative route to certification. The goal of this program is:
  • to provide access to teaching to career professionals who have not completed the traditional certification and training programs;
    to provide a supply of qualified professionals in identified shortage areas;
    to provide a supply of qualified professionals of diverse ethnic and cultural backgrounds;
    and to significantly reduce the number of emergency certificates issued by the Department of Education.
  • The proposed alternative program is to be based on the RI Beginning Teacher Standards and appropriate content standards. It also includes an extensive field experience component with the participant working in a local school district under the supervision and direction of a trained mentor. A design group initiated work on this project January 18, 2000 and met a total of sixteen times through May, 2001. The design group consisted of fifteen members representing a cross-section of the RI educational community including administrators, teachers, unions, Institutions of Higher Education, and the RI Department of Education.
