This project, funded by the Rhode Island Department of Elementary and Secondary Education, involved the facilitation of a multi-stakeholder design group comprising representatives of school district administration, professional developers, traditional teacher preparation programs, business leaders, and teacher professional associations. The group collaboratively developed a proposal of state program approval standards for collaborative programs that prepare qualified individuals interested in teaching on the secondary level to pursue inititial licensure through alternative routes.

Search Menu Search the RIC Website Search the School of Education Site Rhode Island Teacher Education INTRODUCTION The Rhode Island Teacher Education (RITE) Program is a non-degree program leading to eligibility for certification to teach in secondary schools in Rhode Island. Students who hold the baccalaureate degree and have majored in or completed a substantial amount of appropriate course work in an academic discipline for which secondary education teacher certification exists may pursue that certification by completing this program. The program includes the sequence of professional preparation courses prescribed for the undergraduate secondary education teacher preparation program. Selected subject matter courses may also be required. Courses taken in this program cannot be used for any graduate degree from Rhode Island College. Any change in the plan of study must be approved by the RITE program advisor and the appropriate Dean in the Feinstein School of Education and Human Development.

GOVERNOR’S TEACHER PREPARATION TASK FORCE
EXECUTIVE SUMMARY
July 1999
On March 25, 1999, Governor Lincoln Almond issued Executive Order 99-3 which created a twelve (12) member Teacher Preparation Task Force “to review current practices, to consult with experts in relevant fields, and to formulate policy recommendations on teacher education at the college level, with special emphasis on the teaching of reading.” The Task Force was chaired by the Chair of the Board of Governors for Higher Education, and included a teacher, representatives from the Board of Governors and the Board of Regents for Elementary and Secondary Education, the Governor’s Policy Office, NEA/Rhode Island, the Rhode Island Federation of Teachers and other state higher education leaders. The Task Force’s charge was to report to the Governor on the status and effectiveness of current practices and make recommendations for improving teacher preparation including specific recommendations regarding the teaching of reading. The Task Force met weekly and organized its work around a set of questions that served as the focus for a series of presentations by local and regional experts, readings and discussions. A description of those questions and additional details on the recommendations generated in our sessions are included in the full text of the report.

During the months of July and August, staff in the certification office will be conducting training and testing of our automated state-of-the-art teacher certification system. This will have a significant impact on our ability of process certification requests in a timely manner. It is necessary that we implement the following policies to expedite the processing of applications:
  • All Inquiries concerning your certification must be put in writing for review by a certification consultant. Consultants are not available to answer questions. Please don't ask to see a consultant. The certification counter is for accepting applications only. Your file will be treated as mail received that day. Support staff cannot answer technical certification questions. You may have your central office administrator call this office if there is an employment issue.

Speaker Harwood hosts reception to honor teachers in national certification program
STATE HOUSE Rhode Island's National Board for Professional Teaching Standards teachers those certified, those in the program and those enrolled for the one-year evaluation process were honored today during a legislative reception at the State House. The reception, held in the House of Representatives Lounge, was hosted by Speaker of the House John B. Harwood, House Majority Leader Gerard M. Martineau and Rep. Stephen J. Anderson (D-Dist. 42) of Coventry. Guests included teachers, education officials from the state, Rhode Island College and the University of Rhode Island, representatives of the Rhode Island Foundation and other academic and professional organizations. Said Speaker Harwood, in welcoming the teachers and guests to the reception: "Through this pursuit of excellence in your honorable and important profession, you will bring to your students not only your desire for their individual personal advancement, but a dedication to make their academic journey the richest and most fulfilling it can be. In commending the teachers involved in the National Board Standards certification process, Speaker Harwood urged all teachers in Rhode Island to undertake the program, "to make themselves better teachers, to bring that higher quality to their classrooms, and to send a message to students and their parents that the person in front of the classroom is someone special who truly cares."

Rep. Anderson clarifies state funding for national teacher certification
STATE HOUSE Rep. Stephen J. Anderson (D-Dist. 42) of Coventry believes an education proposal offered this week by the governor might deserve some compliments, if it weren't a 50 percent step back from what's already been accomplished by the General Assembly. Gov. Lincoln Almond, during an address to the Rhode Island Public Expenditures Council on Wednesday, said he believes the state should make funds available to pay for half the $2,000 cost of national teacher certification. "I'm glad the governor is a supporter of national certification for our state's teachers," said Representative Anderson. "But the current state budget crafted by the General Assembly has already committed $45,000 to reimburse the entire $2,000 application fee for any teacher undertaking the year-long national certification process. It is anticipated that that $45,000 will be substantially bolstered, or fully matched, by a grant from the Rhode Island Foundation, said Representative Anderson, who has for years led the legislative effort to fund and promote teacher participation in the National Board for Professional Teaching Standards.

The Teacher Certification Program (TCP) offers an alternative path to certification for individuals seeking a career in secondary school teaching. The program leads to certification in one of the following disciplines: Biology, Chemistry, English, Mathematics, Italian, French, Spanish, History or Social Studies
TCP requirements include the successful completion of 18 credit hours of professional education courses, a 12-week (9 credit hour) student teaching internship, passing scores on the PRAXIS examination, ongoing construction of a student portfolio reflective of the Rhode Island Beginning Teacher Standards , and a final recommendation for licensure.
