ARTICLE XII OF EDUCATION
Section 1.
Duty of general assembly to promote schools and libraries.
The diffusion of knowledge, as well as of virtue among the people, being essential to the preservation of their rights and liberties, it shall be the duty of the general assembly to promote public schools and public libraries, and to adopt all means which it may deem necessary and proper to secure to the people the advances and opportunities of education and public library services.
Section 2.
Perpetual school fund.
The money which now is or which may hereafter be appropriated by law for the establishment of a permanent fund for the support of public schools, shall be securely invested and remain a perpetual fund for that purpose.

Japan and Rhode Island
Rhode Island's relationship with Japan dates back further than that of most other states; it began during the Tokugawa Era (1600-1868) and was strengthened during the early years of the Meiji Period (1868-1912). Specifically, the association began on July 14, 1853, when Commodore Matthew Perry, a native of Newport, sailed his Black Ships into the harbor at Shimoda. The relationship was further solidified when Yukichi Fukuzawa, the founder of Keio University, discovered the writings of Dr. Francis Wayland, the third president of Brown University. Despite these auspicious beginnings, however, Rhode Island-Japan ties today are comparatively meager. At present, Brown University and Providence College are the only institutions in the state with formal programs of Japanese studies. Several other universities, including the University of Rhode Island and Rhode Island College, and about a quarter of the state's secondary schools offer Japanese language classes and occasional instruction in aspects of Japanese culture. koto and shakuhachi.

Roger Williams founded Providence in 1636 after his banishment from Massachusetts for "new and dangerous ideas." Providence was incorporated as a city in 1831 and became Rhode Island's sole state capital in 1900. The Comm unity Schools-RI Initiative is a major undertaking of the United Way of Rhode Island. The Initiative's ultimate goal is to increase the success of middle school youth academically, socially and emotionally. Its primary strategies support the development of successful partnerships between schools, families, and communities to create high-quality, enriching, comprehensive, and integrated programs for middle school youth within and beyond the traditional school day and school year. Rhode Island passed its charter school law in 1995. There are currently 9 charter schools in operation serving 1,371 students. Recent changes in the charter school legislation have eliminated the cap in the amount of federal grants that could be awarded to the charter school project, allowing the Rhode Island Department of Education to provide grants totaling more than the original cap of $150,000.

The seventh oldest institution of higher education in the U.S., Brown University has a long tradition of Liberal Arts education. The education department offers a teacher certification program to students at the Bachelors and Masters level. 'Athlete Volunteers in Action' Program a Rousing Success Nearly 200 student-athletes volunteered their time to participate in community activities throughout the year. May 17, 2001 KINGSTON, R.I. - As the URI academic year draws to a close, the new Athlete Volunteers in Action program was extremely successful. This program, instituted by the URI Athletic Department, coordinated the efforts of URI's coaches, student-athletes, Ram choices (a student-athletes leadership program), Rhody Talk (a student-athletes speaker's bureau) and the local community to develop volunteer opportunities in the community. During the year, close to 200 URI student-athletes volunteered their time to participate in community activities. These included: § a Thanksgiving food drive.
§ a holiday clothing/sneaker and toy drive.
§ a visit to the Hasbro Children's Hospital.

The Division of Commercial Licensing and Regulation is responsible for the licensing and regulation of Real Estate salespersons, brokers and appraisers. To this end the Section coordinates and administers examinations for real estate brokers, salesperson and real estate appraisers. Additionally, the Section is responsible for issuing licenses/ certificates/permits to real estate branch offices, real estate schools and out of state land sales. The Section is also empowered to investigate and adjudicate complaints to insure license compliance with Rhode Island State laws, rules and regulations.
