At a statewide forum sponsored by the Rhode Island Task Force on Gay, Lesbian, Bisexual and Transgendered Youth, students, teachers and parents had the opportunity to share their experiences and those of their peers who suffer from isolation, harassment, threats and violence. The purpose of the forum was to gather information on the realities of school life for gay and lesbian students and to develop recommendations to allow all youth to obtain an education free from discrimination and harassment. Modeled after the Massachusetts Governor's Commission On Gay and Lesbian Youth, which was the first of its kind in the nation, the Rhode Island Task Force has been organized to ensure the safety of all students regardless of sexual orientation. The Task Force is made up of government officials, service providers, youth, parents, educators, and administrators from the Rhode Island Departments of Health and Education.

The agreement was announced at 5:00pm on Wednesday afternoon. April 9, 2003 Governor Carcieri is working to create more and better jobs for all Rhode Islanders, using three guiding principles. 1 - Turn ideas into jobs.
This means using limited state support to grow new businesses through such efforts as the Slater Centers for Excellence, where seasoned business professionals mentor entrepreneurs who have good ideas. In the new budget for fiscal year 2004 the Governor proposes to double the investment in the Slater Centers from $2.5 million to $5 million to spur additional development. In addition, the budget calls for increased support for research at the University of Rhode Island. This state ranks last in the nation for public college and university spending on research and development. The proposed URI Center for Biotechnology and Molecular Biosciences will be available to students from all state-run institutions of higher education (or businesses seeking employee training), preparing them for careers in these growing industries. Companion bills before the legislature will allow public university researchers here, like those in other states, to benefit from the profits their work makes possible.

The Governor's Vision
Governor Carcieri's Vision on State Spending The cupboard is bare, and now we must get down to the hard work of putting our house in order. There are no magic solutions. We must bring our current expenditures in line with our current revenues. We must learn to live within our means. Within this overriding principle, I have set four goals for this budget:
  • Maintain core human services programs providing for the state’s most vulnerable citizens; Make strategic investments in education and job creation; Devote more resources to enhance our crumbling infrastructure of roads and bridges; Avoid increases in broad-based income and sales taxes, while pressing all other sources as much as possible.

Federation ... monitor the political arena as it pertains to Catholic schools, especially proposed legislation on the local, state and federal levels, and inform the Catholic community about them" (LNF, page 98, #11-14 and 11-15) The purpose of establishing a R.I. Catholic School Parents Federation is to coalesce Catholic school parents across the state to advance Catholic education by educating these parents, other constituency groups, and federal, state and locally elected officials about public policy issues that impact our Catholic schools, their students and parents. In the short-term, this will mean focusing on two goals:
  • Maintain and defend state and federally mandated services to Catholic schools, their students and parents, including but not limited to student transportation, health services, textbook loans, special education services and entitlement grants; and to seek expansion of these services when the need is established.

    Getting Started with School Recycling Starting a successful School Recycling Program is challenging! It involves coordination and cooperation with several different entities. One of the most important aspects of a successful school recycling program is communicationthat is making sure everyone knows how the program works, and who is responsible for the different elements of the program. Below is a list of steps to take and the questions that need to be asked in implementing each step. Organize a coordination team and obtain support from school administrators. Start a recycling club at your school. Ideally, the club should consist of concerned students, a teacher (science teachers are best), the principal, a PTA member and a custodian (keep in mind that many school recycling programs fail because the custodians simply throw the recyclabes in with the general trash, negating the separation process). Decide who will be removing the recyclables and where they will be taken for processing. This is always the most challenging aspect of a successful school recycling program. Determining where the recyclables will go to be "processed" and how they will get there is essential. It may be helpful to contact municipal recycling officials in your city or town as well as the Rhode Island Resource Recovery Corporation (942-1430 ext. 124).
