One of the missions of the RI State Energy Office is to offer good and sound information on energy to all Rhode Islanders. To that end, the RISEO has been a member of the National Energy Education Development Project (NEED) since 1991. The NEED Project has been instrumental in helping the Energy Office achieve its goals of providing quality energy education materials to K-12 schools.
The mission of the NEED Project is to promote an energy conscious and educated society by creating effective networks of students, educators, business, government and community leaders to design and deliver objective, multi-sided energy education programs. The NEED Project is dedicated to developing innovative energy education materials and training programs for teachers and students. Launched by Congressional Resolution in 1980, the NEED Program is now a dynamic force in more than 7,000 schools in 38 states. NEED is a 501c (3) non-profit education association funded by Federal and state government grants, corporate contributions, and local sponsors.
The NEED Project's non-biased information on all aspects of energy, including production, consumption, and economic and environmental effects, gives students an understanding of the interrelationship between energy and the environment. More important, NEED's student-directed activities empower students to take active roles in educating their peers, families, and communities about energy issues and in identifying and solving problems unique to their communities. NEED's Energy Management for Schools program also allows many schools to participate in saving vital energy dollars for their districts. These new programs are correlated to the U.S. DOE EnergySmart Schools initiatives.

Washington, DC 20001-2079 Dear Ms. Glidden: I am writing in response to the American Federation of Teachers' (AFT) draft on Rhode Island standards which will appear in the document Making Standards Matter 1999. While the information reported may be accurate according to the literal criteria explained in the section "Judging State Standards Reforms," Rhode Island has chosen to follow a different path with different criteria. The State is committed to achieving high standards for ALL children. I welcome the opportunity to explain our strategy which hopefully you will consider for publication. Your appraisal of the clarity and specificity of Rhode Island's standards is based on a premise significantly divergent from ours. The State has not mandated a specific set of standards to be used in all districts. Instead, Rhode Island has adopted frameworks which have standards embedded within them. The development of curriculum, by law, is governed by each local school committee. The frameworks are the products of statewide consensus processes and reflect the views of hundreds of classroom teachers, administrators, parents, and community members. These documents have been reviewed by experts outside the State as a routine part of their development and contain the level of detail that Rhode Islanders view as appropriate from the state level. They are meant to be used as guides for districts in developing their curricula.

SCIENCE EDUCATION OUTREACH PROGRAMS
All of the K-12 outreach programs of the RI Space Grant Program have been designed to accomplish three basic philosophies:
(A) To maximize role models and mentors in the classroom through The Teacher Partnership Program which brings scientists into the classroom;
(B) To use current "hot topics" as a way of generating interest in science; and
(C) To use special focus projects to reach specific groups of students, pre-college teachers or the general public.
We provide RI teachers a direct connection to NASA through college students (undergraduate and graduate), research associates, and faculty who are engaged in NASA-related research.

The R.I. Space Grant Program is part of a nationwide NASA-funded program designed to act as a space-science resource and to enhance science literacy and learning opportunities in space-related science at all levels of education, from elementary school through graduate school. The R.I. Space Grant awards scholarships and fellowships to university undergraduate and graduate students studying a wide range of NASA-related science, engineering, and technology disciplines.
These university students devote 75% of their time to completing their studies and degree programs and conducting space-related scientific research. They also contribute 25% of their time to working with K-12 teachers and children throughout Rhode Island in a variety of science education outreach activities.

The premise behind the program is that education begins in the home and parents are their child's first and most important teachers. HIPPY shows parents how to use simple and fun activities to teach their 3, 4 or 5 year old child the basic readiness skills that s/he needs in order to enter school ready to learn The HIPPY curriculum is literacy based, is designed like a well written lesson plan and spans 30 weeks for each age level Parents are given 27 story books over the course of three years, as well as all other materials needed for the lessons. The department offers two graduate programs : the Master of Arts in Teaching (MAT), a professional degree leading to K-12 teacher certification in the visual arts; and the Master of Arts in Art Education (MA), a research-based degree. The RISD Museum Assistantships and a limited number of graduate fellowships are available for eligible students in both the MAT and MA programs.

The MA in Art Education for all candidates culminates in the submission of a thesis which is written following the one year of residency and which is supervised by an art education faculty advisor. This independent study program of thesis writing does not require residency at RISD and tuition for this component of the degree is based on six coursework credits. Annenberg Institute Executive Director Warren Simmons was named to Rhode Island Governor Don Carcieri's Education Transition Team. He was serving on the Subcommittee on School Governance, which was asked to define systemic goals that "good governance" should support and to identify effective models of K-16 governance.
Director of Opportunity and Accountability Dennie Palmer Wolf participated in the Policy Subcommittee, which has alerted the new governor to the most pressing issues of public education in Rhode Island, particularly issues that will come up early in his administration: compliance with NCLB and diversifying the kinds of schools available to the state's residents.

Companion Packet in Adobe Acrobat format OVERVIEW Teach to Change is an AmeriCorps program sponsored by Rhode Island Campus Compact, in collaboration with the Rhode Island Service Alliance, school districts, and institutions of higher education throughout Rhode Island. From September 2002 -June 2004,teachers and paraprofessionals from communities across the Rhode Island will enroll as AmeriCorps members and begin a series of monthly classes on service-learning pedagogy offered by local college teacher education faculty. This corps of educators will engage students in service-learning projects that are rooted in academic standards and work to foster the development of civic responsibility to enrich the education of students and the lives of community members.   • To support the understanding and use of service-learning as an educational strategy in both higher education and K-12 schools.
