Standards.

Connecticut:
Connecticut's State Board of Education adopted a state policy on School, Family, Community Partnerships on August 7, 1997 based on the National PTA's National Standards for Parent/Family Involvement Programs. Connecticut's General Assembly passed a law in 1997 (Public Act 97-290) which was intended to foster meaningful partnerships among schools, families, and communities to enhance student learning. It stated that ALL local and regional boards of education were required to develop, adopt, and implement written policies and procedures to encourage parent-teacher communication by September 1, 1998. The Connecticut Department of Education along with community partners including the Connecticut PTA, put together a packet to help local boards of ed comply with the law. The packet contained a sample policy, the six standards in detail, an overview of the law, and procedures and agreements that had been developed in school districts around the country, as models for communities to use. This policy and law impact 1,068 public schools including 645 elementary, 163 junior HS/middle schools, 163 high schools, and 17 vocational/technical schools, serving 545,619 public school students.

Parent Centers train and inform parents and professionals, help families obtain appropriate education and services for their children with disabilities, work to improve educational results for all children, resolve problems between families and schools or other agencies and connect children with disabilities to community resources that address their needs. Parent centers are funded by the U.S. Department of Education under the Individuals with Disabilities Education Act (IDEA). Each state has at least one parent center, and states with large populations may have more. There are approximately 100 parent centers in the U.S. Topical Areas IDEA 97, Rights and Responsibilities, Procedural Safeguards, Early Childhood, Transition (these are just a few of the topics covered by parent centers)

However, the State does have the Rhode Island Skills Commission (RISC) which was created in 1990 to examine a report entitled , and to implement its recommendations in Rhode Island. Originally organized as a Governor-appointed task force, RISC quickly evolved into an open organization, attracting participation from all constituencies and geographical regions of the State. RISC includes among its partners the Human Resources Investment Council, the Rhode Island Department of Education, the American Federation of Teachers, and the National Education Association of Rhode Island. The Rhode Island Skills Commission seeks to link education and economic development in the State, and serves as an advocate for education and workforce reform.

Providence Energy Corporation, the parent company of Providence Gas Company, or "ProvGas," was founded in 1847, and was the largest natural gas distribution company in Rhode Island. Prior to its acquisition by Southern Union, ProvGas served the majority of Rhode Island's thirty-nine (39) cities and towns with natural gas service. Providence Energy Corporation was also the parent company to North Attleboro Gas, which serves three (3) Massachusetts communities: North Attleboro, Attleboro and Plainville.
Along with Providence Gas Company and Valley Resources, Fall River Gas Company had a long history of serving New Englanders' energy needs, beginning in 1880. Fall River Gas serves four (4) communities in the greater Fall River area (Fall River, Westport, Somerset and Swansea) which is about 50 miles south of Boston, MA. and about 15 miles east of Providence.
Collectively, these formerly separate utilities now comprise New England Gas Company, a name chosen in 2001 to mark a renewed commitment to providing Rhode Island and Massachusetts customers with safe, reliable and efficient natural gas service. CAARI is a partnership of non-profit organizations, public agencies, schools and higher education programs that are working together to:
  • raise expectations among students, parents, teachers, administrators and youth service workers that all students can complete higher education; increase awareness about the importance of higher education and the availability of financial aid; inform students at each stage of their development of the work they need to be doing in order to prepare for higher education; provide consistent advocacy and support services and engage and empower parents and students to be full partners in the educational process.
