The Community College of Rhode Island expects its boating safety classes to be in demand this spring, now that safety education became mandatory for Rhode Island personal watercraft operators as of Jan. 1. Registration is currently underway for the seven-session, weekly non-credit classes, beginning March 4 at the Flanagan campus in Lincoln and beginning March 6 at the Knight campus in Warwick. Cost for the program is $10. Classes at other CCRI satellite campuses may also be scheduled this spring, depending on public demand. Throughout 2002, the Boating Education Act (state law title 46, chapter 22) will require all operators of personal watercraft to pass a certified boating course if they have not already done so.

Boaters Guide
Rules, Regulations and Safety Afloat 2000/2001 Edition
The Washington State Boater's Guide is designed to introduce new boaters to their responsibilities for safe, environmentally sound boating practices and provide updated information to those who have had experience on the water. I encourage you to carefully read the material provided in this guide and to make a commitment to always practice the safety rules when you are on the water. You will also find important environmental tips that, if followed, will help ensure that others will have the same opportunity to enjoy Washington's wonderful aquatic resources. I recommend that you keep a copy of the Boater's Guide on board your vessel to be used as a ready reference. Inquiries or requests for additional boating information should be directed to Boating Education Coordinator, Washington State Parks and Recreation Commission, 7150 Cleanwater Lane, P.O. Box 42654, Olympia, WA 98504-2654. In Washington State we are blessed with many rivers, lakes, a spectacular coastline, and Puget Sound. According to the Northwest Marine Trade Association, boating is the Pacific Northwest's number one family sport. As our waterways get increasingly busy, remember that boating is safer and more enjoyable for everyone when those who share the water are properly prepared for their responsibilities. Together, we can keep these experiences safe by following the boating safety rules, and maintain the splendor of these vast water resources by being environmentally responsible.

BOATING SAFETY EDUCATION
The Ocean Shores Police Department conducts boating safety education classes for elementary school students. Teenage and adult classes are also available, as are presentations to groups. These classes are taught by the Boating Education Officer from the Marine Patrol Unit. The course covers much of the information that is found in the Washington Boater's Guide, Rules, Regulations and Safety Afloat. Areas of unique concerns that are specifically addressed are proper use of personal floatation devices, required safety equipment, hypothermia and safety in small vessels. The fourth grade students who attend the class will come away with a better understanding of the responsibilities of boat ownership and handling as well as the necessity and use of floatation devices and safety equipment. Hopefully, this will be the start of boating safety education that will continue into adulthood. If you would like a general presentation or one on a specific topic made for your group, please contact Lt. Russ Fitts of the Marine Patrol Unit at the police department.

On October 1, 2001, all persons 21 years of age and younger will be required to comply with this law. Photographic identification and a boating education certificate or a boater safety identification card must be carried by persons affected by this law. Identification cards for persons completing the course or the equivalency exam are valid for life and for those passing the temporary certificate exam are valid for 12 months. The BOAT/U.S. Foundation's On-line Boating Safety Course is NASBLA approved and therefore qualifies under this provision. The law does provide for some exemptions to the boating education requirements. The following are exempted from the requirements of boater education: Persons licensed by the U.S. Coast Guard as a master of a vessel. Persons operating on a private lake or pond. Persons accompanied in a vessel by a person who is exempt or complies with this law, is 18 years of age or older, and is attendant to the vessel operation. Persons who are non-residents and have proof of completion of a NASBLA-approved course from another state.

Local Boating Laws and Regulations
When you are boating in a new area, you are responsible for knowing the laws and regulations that apply. These may be posted at the launch ramp, or may be obtained from the local boating authority. The requirements may be statewide, or only apply to the waters on which you are boating. An informed boater who abides by the laws and regulations of the area is a safe boater. In addition to state law, many counties, cities and districts have special laws or ordinances, which restrict activities in certain areas, prohibit certain acts at certain times, or establish additional requirements. These ordinances may regulate speed, set aside certain hours for special purposes and prohibit acts which would be contrary to public interest. In some boating areas, local laws regulate how close PWCs may come to other boats without slowing down. Others regulate the hours of operation and the required distance between a PWC and another boat or the shore. From state to state the minimum age a person must be before they can operate a PWC varies as does the training required. Know the rules before you get underway. Abiding by the laws is a responsible sharing of the waterways and will reduce PWC related conflicts. Back one page Return to the Table of Contents Forward one page Virginia State page ... U.S. Map

Dear Maine Boater: Maine has a new law, designed to keep Maine's inland waters free of invasive aquatic plants, and we hope that you "Clean Your Boat Before You Float" this year. Starting this year, all motorized craft on inland waters must display the Lake and River Protection Sticker. Proceeds from the sale of this sticker will help pay for educating boaters and lake users and inspecting boats and trailers to prevent the spread of invasives from other states. Invasive plants spread rapidly, outcompete native species, are nearly impossible to remove once established, and can ruin boating or swimming within a waterway. Maine currently is the only eastern state where Eurasian Milfoil has not yet been found. Please help us keep it this way. Halting the spread of invasive plants such as milfoil is also important for access sites. While there are over 6,000 waterways in the state, just a fraction of those have dedicated public access. While this department works hard in securing access for boaters and improving existing access points, the threat of introducing invasive plants can stall our effort to obtain access for you. Your actions as an operator will go a long way in keeping access open and creating new public access points in Maine. The Department works together with the state legislature and the public in drafting the regulations contained in this booklet. While out on the waterways of Maine, please be mindful of others while boating and operate your watercraft in accordance with the regulations contained inside this booklet.
