NOTICES:
The auxiliary (small) lock on Meldahl Dam on the Ohio River (mile marker 436, 35 miles southeast of Cincinnati) is closed for repairs until early October 2002 (US Army Corps of Engineers). All traffic is required to use the main lock. If there is no towboat or barge traffic, recreational boats should experience minimal wait at the main lock. If towboat and barge traffic is busy, recreational boats will be locked through as soon as possible.
The is open for daytime fishing (Federal Energy Regulatory Commission). No boating areas above and below the dam are still in effect due to dangerous waters.
A security zone spans Mile Marker 119 to 119.8 of the Ohio River encompassing 200 feet from the West Virginia shoreline near the PPG Plant in Natrium, WV. Boating through or anchoring in the security zone is prohibited (US Coast Guard). Ohio River Boating Operating Regulations Law Enforcement Contacts Special Provisions The Ohio River is considered to be "federal waters" and boaters need to comply with all U.S. Coast Guard requirements. On September 15, 2002, mandatory certification requirements come into effect for operators of pleasure craft less than 4 meters in length. The primary functions of the Pacific Region's Office of Boating Safety are to:
  • Administer the Coast Guard's Loss of Life Prevention Programs. As a boater, you have to follow a set of rules and regulations that are designed to protect you, other boaters, and wildlife habitat of the region. The rules are not onerous, most involve common sense, and responsible boaters have no trouble abiding by them.
It is worth noting that Ontario has on-the-spot ticketing and fines for boaters contravening regulations issued under the Canada Shipping Act and the Department of Transport Act (which includes the Historic Canals Regulations). This makes it much easier for the police to enforce the on-water rules and makes it safer for all boaters. Fines are not cheap, many are in the the $200+ range for offences such as not carrying enough PFDs, speeding, and failure to turn off electrical equipment while refuelling.
Don't Drink and Drive
The rules for piloting a boat while impaired is the same as driving a car. It is against the law. The Ontario Provincial Police have been given new powers in Ontario to crack down on drinking and boating. It's a dangerous practice so just don't do it. Most boating accidents that involve fatalities can be attributed to alcohol. It's against the law to have "care or control of a vessel underway while there is contained therein any open liquor not stored in accordance with the Liquor Act". It's fine to enjoy a drink, but it can only be done in a boat that is equipped with a permanently fitted head (washroom), sleeping accommodations and cooking facilities AND is properly docked or at anchor.

New Boating Safety Regulations Announced Following extensive consultations, Canadian Coast Guard recently released new boating safety regulations. The new regulations resulted from approximately 4 years of consultations with the public, boating associations, manufacturers, cottagers, coroners, enforcement agencies and other stakeholders, and which proceeded along two tracks: one dealt with operator competency and age and horsepower restrictions; the other addressed Small Vessel Regulation amendments. [See OPHA's response to the call for input , submitted in Aug. 1998.] The new regulations include the following changes:
  • minimum age limits for operating power boats above 10 Horsepower and personal watercraft;
  • mandatory operator competency requirements (phased in over 10 years) for operators of recreational power boats;
  • minimum safety equipment and operation standards for all boats.
The Small Vessel Regulations were expanded to include a "careless operation" offence which will allow enforcement agencies to issue tickets to reckless boaters who put themselves and others at risk.

If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Florida; this section lists Florida Boating Requirements that are above and beyond Federal Requirements. The Nautical Know How Boating Safety ID card is recognized in the State of Florida as proof of successful completion of a Boating Safety Course. If you are covered by Florida's mandatory boater education law, you will also receive an ID card from the state of Florida. Florida and federal boating laws are presented in a summarized form. The laws in their entirety can be found by consulting Florida State Law. These laws are subject to change. It is the responsibility of the operator to be aware of the most current laws when using a boat.
