SPEECH BY PAUL BOATENG MP, CHIEF SECRETARY TREASURY, ON THE GLOBAL BUSINESS CASE FOR DIVERSITY AT IDX 2002, 25 OCTOBER It is a pleasure to have been invited today - I have great respect for what the Black MBA and its Executive Director, Maureen Salmon, are doing. Sadly I cannot stay as long this afternoon as I would have liked, because I must take a flight to Europe. This is an exciting time for Europe - building a new Europe. We are all involved. What you in this room are doing, what the Black MBA is doing is absolutely essential to building that new Europe. My job is to ensure that UK plc succeeds in Europe, and it can only succeed with your help.Last night, I met the Vice-Chairman of the Federal Reserve, Roger Ferguson - he happens to be black - who gave a lecture at the London Business School. He made an important speech in which he identified access to education as a key driver of productivity - particularly in Race Relations Amendment Act First, the framework of law, the basis on which we must build. We inherited a Race Relations Act inadequate in scope and flawed in application. So the strengthening of the Race Relations Act represented a great achievement of this Government. Lord Ouseley - Herman - I well remember your powerful and cogent case for changing the Act, and so we have outlawed racial discrimination in all the public functions not covered by the original 1976 Act.

Gurbux Singh: A lifelong commitment to racial equality
The new head of the Commission for Racial Equality knows that the fight against racism is a long campaign. However in Gurbux Singh's career promoting ethnic minorities, he has learnt a thing or two about perserverance.
Gurbux Singh 1956: Moved to Wolverhampton 1972: Housing specialist with the former Community Relations Commission 1980s: Worked on housing services for the Greater London Council 1987: Director of Housing, Haringey Council 1989: Appointed Chief Executive He has spent the last 11 years helping to turn round the problems of a London borough that includes Broadwater Farm estate and has pockets of 70% young black unemployment. And in his early career working at the community relations commission he spent a great deal of time on housing and local government, tackling building societies and estate agents who charged black and Asian people more expensive mortgages or stopped them moving into white areas. Born in Punjab Mr Singh's family came to Britain from Punjab in the 1950s when he was six, moving to Wolverhampton.

Knowing your rights may help you sort out a problem before it goes too far. But if you can't do this, you can use the law to get the discrimination, harassment or abuse stopped - and get some redress for the discrimination you have suffered. Employment code of practice
Race relations code of practice for the elimination of racial discrimination and the promotion of equality of opportunity in employment Note: This code of practice was produced before the Race Relations (Amendment) Act 2000 was passed. Public employers have new duties under the amended Race Relations Act.
Introduction
Purpose and status of the code
This code aims to give practical guidance which will help employers, trade unions, employment agencies and employees to understand not only the provisions of the Race Relations Act and their implications, but also how best they can implement policies to eliminate racial discrimination and to enhance equality of opportunity. A concerted policy to eliminate both race and sex discrimination often provides the best approach. Guidance on equal opportunities between men and women is the responsibility of the Equal Opportunities Commission. top
Application of the code
The Race Relations Act applies to all employers. The code itself is not restricted to what is required by law, but contains recommendations as well. Some if its detailed provisions may need to be adapted to suit particular circumstances. Any adaptations that are made, however, should be fully consistent with the code's general intentions.

Plans to form a Northamptonshire Racial Equality Council
It was today announced that funding has been secured from the Commission for Racial Equality to help form a new, Northamptonshire, Racial Equality Council from the end of 2002. This funding will be used to employ a project development worker or consultant for 6 months to help establish the arrangements for the new organisation. Mike Matthews, Chair of the steering group overseeing the project, and Chair of Wellingborough Racial Equality Council, said today: "We have been through the consultation process with the existing Racial Equality Councils in the county, and other interested organisations and individuals. This promises to be an exciting and improved approach to local racial equality work in Northamptonshire. We now want to appoint a project worker to take the initiative forward, with a view to the new organisation coming into being by the end of the year. We would welcome expressions of interest from people who would like to take on this challenging project."

RETURN TO THE FEDERALISTS' PAPER THE CONSERVATIVE VANTAGE ON RACIAL EQUALITY IN THE MARKETPLACE
By Jonathan Blake
• Jonathan Blake is a second year day student and Senior Editor of the Federalists’ Paper Racism in the marketplace. Conservatives and liberals alike loathe it. But the solutions provided by each side are as bipolar as… well as bipolar as conservatives and liberals. Liberals tend to believe that the solution lies in government-funded programs that will correct the attitudes of Americans over time. Conservatives tend to believe in the age-old maxim: "Give a man a fish and he'll eat for a day, teach a man to fish and he'll eat forever." This elementary summation of these competing ideologies, I am sure, and rightly so, evokes images of red-faced congresspersons hashing it out over the pros (by the liberal congresspersons) and the cons (the conservatives) of affirmative action initiatives. Affirmative action programs, and the like, are solutions endorsed, in large part, by liberals to combat racial economic inequality. So, naturally, the question then becomes: What do the conservatives endorseother than opposition to affirmative actionin this arena? My attempt with this article is to: (1) identify the conservative vantage in regards to solving problems of racial economic inequality; and (2) illustrate this vantage by example. Correspondingly, the first section of the article is meant to set out the contemporary conservative philosophy in this context; the second section is intended to serve as an example of a racial conservative activist (though the men discussed in both sections are activists).

Tragic episodes of school violence in recent years have taught school officials and employees to be alert to student behavior that might signal potential violence. A recent decision by the 8th U.S. Circuit Court of Appeals in a case from Arkansas Doe v. Pulaski County Special School District shows how difficult it can be to assess the risk of violence from teenagers' conduct and to respond in ways that both stem violence and comply with the First Amendment's Free Speech Clause. The conflict in Doe centered on a letter written by an eighth-grade boy, J.M., about his former girlfriend, K.G. (the court's opinion identified the students only by their initials). J.M. and K.G. went together in seventh grade, but that summer, K.G. broke up with him to go out with another boy. J.M. vented his frustration by writing two letters stating that he wanted to molest, rape, and murder K.G. He wrote the letters at home that summer, and he kept them in his room. The letters were depraved, to say the least. David R. Hansen, chief judge for the appeals court, noted that one used more than 80 vulgarities to describe K.G. in only four pages. But the "most disturbing aspect of the letter," the judge wrote, was "J.M.'s warning in two passages, expressed in unconditional terms, that K.G. should not go to sleep because he would be lying under her bed waiting to kill her with a knife."
