ABSTRACT: The Milwaukee CORE collection consists of a subject file, four folders of which relate to the 1963-1964 protest against the Milwaukee public schools. These four files include correspondence; curricula and other materials used in the Freedom Day program; reports, placards, and petitions; and research materials which indicate how the Philadelphia and New York City chapters of CORE handled similar problems.
The remainder of the collection lacks such a central theme, although it covers the same time span. It includes a copy of the Constitution and By-Laws of the chapter and the rules by which demonstrations sponsored by the chapter were to be conducted; programs, minutes of meetings, and the Education Committee report at the National CORE convention held in July, 1964; and material relating to the civil rights programs in Mississippi, a placard announcing a protest march against Alabama Governor George Wallace, and the program of CORE's Wisconsin State Conference in 1964.

ADMINISTRATIVE HISTORY: The Milwaukee chapter of the Congress of Racial Equality (CORE) protested in 1963-1964 against the degenerating quality of education in Milwaukee's Inner Core schools, at which most of the students were black. Milwaukee CORE accused the city's Board of School Directors, who had inaugurated a program of busing students out of the ghetto schools, of doing little to end the

Mark Bell has published a monograph on "Anti-discrimination law and the European Union". This book examines the transformation of EU anti-discrimination law, from its traditional focus on sex and nationality discrimination, to the wider anti-discrimination law since the addition of Article 13 to the EC Treaty in 1999. There is a specific analysis of EU law and policy on discrimination on grounds of race and sexual orientation, and the situation of these forms of discrimination in the national laws of each of the 15 member states. A brief overview of key aspects of equality law follows, highlighting important new obligations placed on NHS organisations by the Race Relations (Amendment) Act 2000, and indicating other major developments which will take effect over the next few years. Background to equality legislation Equality legislation is changing fast, both in its nature and extent. The core legislation of the 1970s, the Sex Discrimination Act 1975 and Race Relations Act 1976, aimed at eliminating sex and race discrimination.

Equality (Art. 9)
  • Everyone is equal before the law and has the right to equal protection and benefit of the law. Equality includes the full and equal enjoyment of all rights and freedoms. To promote the achievement of equality, legislative and other measures designed to protect or advance persons, or categories of persons, disadvantaged by unfair discrimination may be taken. The state may not unfairly discriminate directly or indirectly against anyone on one or more grounds, including race, gender, sex, pregnancy, marital status, ethnic or social origin, colour, sexual orientation, age, disability, religion, conscience, belief, culture, language and birth. No person may unfairly discriminate directly or indirectly against anyone on one or more grounds in terms of subsection (3). National legislation must be enacted to prevent or prohibit unfair discrimination. Discrimination on one or more of the grounds listed in subsection (3) is unfair unless it is established that the discrimination is fair.

Discrimination is an important public issue relevant to any analysis of human rights. There is a great deal of discussion on discrimination (much of it rhetoric) but inadequate rational analysis and understanding of the concept. Discrimination is a problem which arises in relation to equality before the law.
All human beings are not equal in every respect. They are distinguishable not only by physical and mental attributes but also by their particular circumstances. These manifold differences must inevitably lead to acts which involve what appears to be discrimination. Few will disagree with the proposition that a young child cannot be given the same rights or subjected to the same duties as an adult. Likewise there are countless situations where one human being must be treated differently from another. What then is the freedom from discrimination? It is an aspect of equality before the law - and should rightly be viewed in that context.

(Issued at the Commonwealth Heads of Government Meeting,Lusaka, Zambia, 1979) We, the Commonwealth Heads of Government, recalling the Declaration of Commonwealth Principles made at Singapore on 22 January 1971 and the statement on Apartheid in Sport, issued in London on 15 June 1977, have decided to proclaim our desire to work jointly as well as severally for the eradication of all forms of racism and racial prejudice. The Commonwealth is an institution devoted to the promotion of international understanding and world peace, and to the achievement of equal rights for all citizens regardless of race, colour, sex, creed or political belief, and is committed to the eradication of the dangerous evils of racism and racial prejudice. We now, therefore, proclaim this Lusaka Declaration of the Commonwealth on Racism and Racial Prejudice. United in our desire to rid the world of the evils of racism and racial prejudice, we proclaim our faith in the inherent dignity and worth of the human person and declare that:

Discrimination on religious grounds is not directly covered by the act unless your religion identifies you as a member of an ethnic minority. In practice this is open to interpretation by the courts e.g. in case law Sikhs are accepted as such a group but Rastafarians are not. If you are concerned about how a job will fit in with your religious beliefs (e.g. the taking of religious holidays) one strategy is to raise the issues, but at a late stage in the selection process such as when a definite job offer has been made. It should also be noted that there is separate legislation in this area covering Northern Ireland.
If you are an overseas student then there may be other legal issues such as those to do with obtaining a work permit. These are not dealt with here but your careers service will have a companion volume in this series called "Careers and Further Study for International Students."

The goal of the seminar is to provide an appreciation for the way in which law develops out of particular social and political context and the way in which law has been and can be used to accomplish racial change. The course sets forth two paradigms for consideration: the litigatin model and the social protest model. The litigation model suggests that African Americans and other minorities are limited in their ability to secure equality through the polical process and hence must rely on the courts to secure racial demands. The social protest model sugggests that social protest helps trigger changes in white attitudes towards racial equality which then result in political and social gains. The course requires participation in the seminar discussions and writing a research paper that will fulfill the major paper writing requirement.

    The Adarand case.
August 29, 2001 9:00 a.m. Printer-Friendly E-mail a Friend lavery was wrong. Segregation was wrong. It is also wrong for the government to prefer one individual over another solely on the basis of that individual's skin color or ethnic affiliation. In fact, this principle has been encoded in federal law in the landmark Civil Rights Act of 1964; expressing what for the majority of the American people today is a simple matter of fairness and justice. But does the president of the United States believe that racial and ethnic preferences are wrong? Apparently not. Earlier this month, President Bush ordered his Solicitor General to defend a federal race-based preference program before the Supreme Court of the United States. The Supreme Court had already found that program unlawful. The case involves Adarand Construction, Inc., a family-run company in Colorado that specializes in highway construction. In 1989 Adarand came in with the lowest bid on a federal highway contract. Adarand lost the bid. The reason is that its owner, Randy Pech, is white and non-Latino. Mr. Pech sued arguing that he had suffered unlawful discrimination. The case eventually reached the Supreme Court and Mr. Pech won. Rather than implementing the court's decision Clinton used delaying tactics in order to accommodate the demands of one of his most important political constituencies.
