03:05 PM Jul. 25, 1997 PT President Clinton has told the Federal Communications Commission that he will nominate its current general counsel, William E. Kennard, to succeed retiring chairman Reed Hundt. FCC spokeswoman Maureen Peratino said Friday that "the president said he intends to nominate" Kennard and that an official White House announcement is due by early next week. Kennard could not be reached for comment.

Kennard, who has won a reputation as a tough and successful litigator since taking the counsel's post in 1993, faces the Herculean endeavor of seeing through implementation of the 1996 Telecommunications Act. Some of the FCC's most important implementation orders - including attempts to set rates for giving long-distance carriers to local telcos' service networks and bringing universal-service rules into the digital age - are under attack in federal courts across the country. Plaintiff's have challenged the commission's rulemaking under Hundt as ignoring Congress' intent in passing the 1996 law, a sentiment echoed by some on Capitol Hill. But even the harshest FCC snipers in Congress had positive things to say about Kennard.

Broadly speaking, there are two cases for war with Iraq, the humanitarian case and the national security case. The national security case strikes me as almost wholly unconvincing. The moral case is compelling, but it depends crucially on the likely number of casualties.
1) The best case that can be made for removing Saddam is that it will be good for the Iraqis , most of whom want to see the bastard dead. But a good result depends on not killing a bunch of innocent Iraqis (both civilians and draftees) who never hurt anyone. If a Saddam took charge in the US, I'd love to see someone kick his ass out, but I wouldn't want to see millions of dead Americans in the process (I know, of course, that some dead are inevitable; but also that they can be minimized).

Introduction to Politics (PO 01)
This course presents the main concepts of politics in national and comparative context. It introduces the main elements of politics including philosophy, theory and ideology; institutions; behavior of the actors, and law. Students are expected to have general knowledge of the scope of the discipline including how governments function under different ideological systems, to have gained the vocabulary of the discipline, to have a better sense of global geography and differences among nations, and to begin to develop research and writing skills appropriate to the discipline.This course is required for Politics majors.
Political Science Research Methods (PO 03)
The course takes students through the basics of the empirical research process [primary and secondary], including introduction to theory, hypothesis building, concept formulation, measurement, sampling, data collection, and analysis. Their research project consists in completing a literature review on a problem of their choosing. One of the added goals of this course is to give students tools that they need to undertake a thesis their senior year.This course is required for Politics majors.

05:04 AM Aug. 11, 1997 PT In one of the first undercover stings ever run on the Internet, Missouri Attorney General Jeremiah "Jay" Nixon in late June handed an 18-year-old intern a credit card and sat her down in front of a computer terminal. According to court records, the intern visited the World Wide Web site of Hog's Head Beer Cellars of Greensboro, North Carolina. She succeeded in ordering a 12-pack of microbrews, which were duly delivered. Then Nixon swung into action. He filed a lawsuit against Hog's Head, alleging that the company had not asked for a driver's license number from the intern or taken other steps to prevent a minor from purchasing alcohol.

"There was no mention on the Web site that you have to be of age," Nixon said. "It's safe to say that any establishment in the state of Missouri [that similarly served drinks to minors] would lose their license." Co-owner Jim Lowe concedes that Hog's Head lacked an age-checking mechanism when Nixon sicced the minor on him, and says that shortcoming has been remedied by requiring customers to fax a signed waiver form and copy of their drivers' license to get an order processed.

06:10 PM Sep. 30, 1997 PT A big-time federal-state bust featuring G-men posing as child-porn-delivering UPS workers and adult bookstore owners identified 1,500 smut suspects worldwide, New York's attorney general has announced in a move a courtroom opponent speculates is an attempt at saving face. On Monday, Denis Vacco said the 18-month "Operation Rip Cord," which involved New York cops and federal Customs Service agents, yielded 31 prosecutions so far, with an additional 120 cases being assessed. Among those nabbed on child-porn charges: an Albany college student training to become a kindergarten teacher, a New York City school janitor, and a pizza delivery man.

At a news conference, Vacco said investigators amassed 200,000 child-porn images, believed to be the largest such collection in the world. To demonstrate the availability of porn online, a state investigator then signed onto America Online, entered a chat room, and within 10 minutes was sent child pornography. Many of the cases involved in the sweep have been publicized in the past several months. A student at a state university in Albany was busted in May after allegedly sending online photos depicting infants and small children engaged in sex acts in return for promises of a pornographic videotape. He was arrested in his dorm room by an undercover agent posing as a UPS delivery man when he signed for the tape.

Voters are placed in a quandary: they hate Blair or Labour but not both, so much soul-searching was required to repeat their first-time 1997 Labour vote; they found the Tories unelectable, too right-wing or too moderate; and they wouldn't vote for taxes and Euro-federalism under nice-but-boring Charles Kennedy's Liberal Democrats, though they approved of his overly positive, rather than negative, campaigning. Meanwhile the two main parties spent their election war chests on broadcasts depicting doom and gloom if the other side won. Instead, Tory minds turned to the next election, a summer leadership contest, and the proposed Euro referendum which Labour will call long after this election victory. In truth, Britain could join the European single currency tomorrow; Chancellor Gordon Brown's "five economic tests" are a fudge designed to take attention away from the top issue that Labour don't want to talk about, the other being the scam - hastily and unconvincingly denied - that National Insurance tax is set to rocket in Labour's second term, leading to a top-rate tax of 50% on middle and high earners. Given that Labour's ranks are full of politicians whose records are less than clean - Geoffrey Robinson , for instance, or Tory defector Shaun Woodward, whose candidature was imposed on unwilling Old Labour St. Helens - it took an Opposition of staggering misfortune and inepititude to let this government amble smugly to a second big win.
