Contents The early schools of the county have been adverted to in other parts of this volume, and we shall endeavor to avoid repetitions. The first settlers were sturdy and industrious pioneers, but they brought with them from their former homes ideas of progress and culture, and within a year from the time the first community was fairly settled in the new forest home, a school-house was erected, and in 1803 Gabriel Glenn was duly installed therein as teacher. This was within the territory now embraced in Clarion township. Other settlements followed, and with equal promptitude school-house and place of worship were provided, sometimes in the same building, though not unfrequently the school was held in the house of some settler, where the children of the community could learn the rudiments of an English education. Schools were established in the territory now included in the townships of Beaver, Elk, Farmington, Licking, Limestone, Madison, Monroe, Paint, and Toby between 1805 and 1815. The first school-house in Richland township was erected about 1817 or 1818. The

Funds - Center Policy on External Funding Sources Sponsored Research How to Support the Center CENTER FOR BIOETHICS
University of Pennsylvania
Background and Operating Philosophy The Center works collaboratively with other institutions around the world to identify program opportunities and develop funding mechanisms that further their mutual interests and objectives. As the Center formally attains "department" status within the University of Pennsylvania School of Medicine (SOM) it will seek to expand its funding strategy to include the establishment of an endowment-for the purpose of ensuring its long-term financial stability. Currently, the Center receives the bulk of its support from Penn. A considerable portion of this is self-generated through tuition income and fees from its growing Master of Bioethics Program. This money is used to provide salary and administrative support for some affiliated faculty and to maintain the Center's physical plant, equipment, and staff development programs. Most faculty members affiliated with the Center do not rely exclusively on grant support; they are partially funded by other departments and schools at Penn. General operating support from external sources -funds used to underwrite pilot studies, innovative research, education and outreach efforts, as well as to upgrade equipment and physical plant, that would not otherwise be possible through investigator-initiated external funding mechanisms-is critical to maintaining a pool of unrestricted resources that helps ensure flexibility and the ability to respond to program opportunities as they arise. Most Center faculty are not supported by general operating funds.

A BRIEF HISTORY OF PENNSYLVANIA PUBLIC SCHOOLING DELIVERED OVER THE INTERNET
OVERVIEW
The Pennsylvania public charter school act of 1997 provided parents of school-aged children in the Commonwealth with an opportunity to reform the establishments charged with educating young minds. More than seventy-five charter schools are now in operation serving 28,545 pupils throughout the state. One innovative approach used by Charter School planners has been the application of distance learning techniques to provide instruction for pupils unable to attend classes in their home school district. Several local boards of education have established charter schools that employ the Internet to deliver curriculum content to their students. Some Intermediate Units and regional groups have also experimented with this approach. Seven online charter schools are in operation at present, organized by District Boards of Education and approved by the Department of Education in Pennsylvania. In general, online charter schools appear to be umbrella groups that locate and contract with content providers already engaged in distance learning delivery. As an arm of a local school district they provide information, funding, and support for individuals who do not attend the district's regular classes. During the course of the 2000-2001 school year the Western PennsylvaniaCyber Charter School, founded by District Superintendent Nick Trombetta to compensate for the closing of the district's High School, opened its rolls to students throughout Pennsylvania. By the end of the year there were some 1500 students enrolled. At the same time several of the school districts in which these students resided refused to transfer funds to WPCCS as required by law. Subsequent rulings by the courts in which these districts filed suit found that the districts' refusals were not supported by law.

General Information - Eligibility, Applications and Conditions
... Further Information Introduction The Thouron Award provides support for British recipients to attend any of the graduate and professional schools of the University of Pennsylvania. University of Pennsylvania recipients of the Award may study at any institution of higher education in the United Kingdom. History of the Awards In the autumn of 1960 three British students, a geologist, an ecomonist and a landscape architect began their courses of study at the University of Pennsylvania as the first Thouron Fellows. In 1961 two graduates of the University of Pennsylvania arrived in the United Kingdom, an economist to the London School of Economics and a classicist to Balliol College, Oxford, as the first Fellows from the United States. Since that time over 500 Fellows have been selected. Thouron Fellows have pursued degrees in a wide variety of fields. British Fellows have studied in all of the graduate and professional schools of the University of Pennsylvania. American Fellows have attended some 35 British educational institutions, with Cambridge, Oxford and London Universities attracting the majority of Pennsylvania students. In the 40 years of its existence the Thouron Award has played an influential role in shaping the lives and careers of its alumni. As new Thouron Fellows cross the Atlantic each year to take up or continue their studies, they provide an ever-strenthening link of co-operation between their respective countries.
