    Contents The early schools of the county have been adverted to in other parts of this volume, and we shall endeavor to avoid repetitions. The first settlers were sturdy and industrious pioneers, but they brought with them from their former homes ideas of progress and culture, and within a year from the time the first community was fairly settled in the new forest home, a school-house was erected, and in 1803 Gabriel Glenn was duly installed therein as teacher. This was within the territory now embraced in Clarion township. Other settlements followed, and with equal promptitude school-house and place of worship were provided, sometimes in the same building, though not unfrequently the school was held in the house of some settler, where the children of the community could learn the rudiments of an English education. Schools were established in the territory now included in the townships of Beaver, Elk, Farmington, Licking, Limestone, Madison, Monroe, Paint, and Toby between 1805 and 1815. The first school-house in Richland township was erected about 1817 or 1818. The

Involvement led to five years of meetings - within his parish and with a committee planning for the parishes at the west end of South Philadelphia. The first big outcome of their deliberations, announced earlier this month, was the closing of two Grays Ferry parochial schools. A lot of parents are angry with John McGuire. Q.

    Public school, or private? Private, or parochial? Charter, or cyber charter? How about a magnet school, a boarding school or even home-schooling? A sprawling marketplace of options in kindergarten to 12th-grade education has emerged in the region. Parents can choose from institutions steeped in tradition or schools so new the lawns have yet to be seeded. They can pick a school that is free because it is public or free because it is a charter and the local school district must pick up the tuition. And schools, both public and private, are learning to hone a competitive edge. Across the region, private schools report that applications remain strong even in a weakened economy. Still, officials say, they are not resting on laurels or on ivy-covered walls; fund-raising goes on year-round to pay for upgrades and new construction. The all-boys' Haverford School has a new sports arena. So does Valley Forge Military Academy in Wayne. Construction is on the calendar at the all-girls' Springside School in Chestnut Hill.

Such programs do not come under federal or state special education due process procedures. Health: Safety: Transportation: Public Aid for Private Schools/Private School Students: The Pennsylvania Constitution prohibits any appropriation of money raised for the public schools to a sectarian school. Pennsylvania Const. Art. 3, Sec. 15. In addition, appropriations to educational institutions not under the absolute control of the Commonwealth, other than teacher training schools, are prohibited unless passed by two-thirds of all the members elected to each House. Pennsylvania Const. Art. 3, Sec. 30. Miscellaneous: Home Education Programs: The supervisor of the home education program shall maintain a portfolio of records and materials, including a log of time spent, title of reading materials and samples of writings, worksheets, workbooks or creative materials used or developed by the child and results of standardized tests in grades 3, 5, and 8 with an evaluation of the student's education progress by a licensed clinical or school psychologist or a certified teacher with two years experience or a nonpublic school teacher or administrator with two years experience in the last 10 and provide it to the superintendent annually by June 30 or as requested in writing.

Registration/Licensing/Accreditation: Private schools must be approved for the public placement of students for special education services. OAR 581-15-126. Recordkeeping/Reports: Length of School Year/Day: Instruction in English: Teacher Certification: Teachers at registered private schools may demonstrate their qualifications by: 1) possessing a current teaching license; 2) teaching at least half time in the subject field in which the bachelor's degree was obtained while actively working toward an Oregon teaching certificate; or 3) possess relevant verifiable experience consistent with the educational goals of the school and the Department of Education. Or. Admin. R. 581-45-530. Curriculum: See Safety Fire and Earthquake Instruction. Special Education: School districts must make available special education designed to meet the needs of resident handicapped children in private schools. Such special education must not be provided in the private school. School districts must provide such children with genuine opportunities for equitable participation in special education consistent with the number of children and their needs. Or. Admin. Private educational agencies furnishing special education to handicapped children pursuant to a contract with a public agency must have on file with the Oregon Department of Education a plan approved for the special education programs.     Pesticide Notification
    Get Notified! Find out if your children's school is spraying chemical pesticides To protect school children, teachers and staff from dangerous chemical pesticides in Pennsylvania schools, CWA is now working to make sure the Pesticide Notification Act is fully implemented in all schools. Studies have shown that many of the pesticides used in schools can have both short and long term effects including:
  • Headaches
  • Nausea and Diarrhea
  • Cancer
  • Birth defects The Pesticide Notification Act, passed in April 2002, will reduce children’s exposure to pesticides by requiring all public schools to:
  • Adopt the use of Integrated Pest Management (IPM), the least toxic way to control pests.
  • Prohibit pesticide applications when students are present in the school building or on the school grounds for seven hours
  • Give parents who request it advance notification of pesticide applications in school buildings or on school grounds. The law will take effect January 1, 2003, and that means schools are planning now to implement it. The law states that schools have the option to notify either all parents of pesticide application or just parents who request to be notified. We believe that the most effective way to protect children is for schools to notify all parents. When parents know when chemical pesticides will be applied, they have the option of keeping their children away from class that day to reduce their exposure to harmful chemicals.
