Every so often a child would fall off this cliff and be seriously injured. At last the town council decided to take action but was immediately deadlocked on what to do. Should they put a fence at the top of the cliff or an ambulance at the bottom?
Parent Involvement and Home Environment
During the 1974-75 school year a study was done in the Washington D.C. area to learn whether sending home a series of Home Learning Lab Activities would increase student achievement in reading and math. Two hundred eighteen first-grade students participated and were compared to a control group of students who did not receive the activities. Following are the results as summarized by Mattox and Rich (1977):

PA BUSINESS LEADERS, CRIME FIGHTERS SEEK SCHOOL READINESS PLAN Principles of school readiness Pennsylvania business leaders have outlined a School Readiness Initiative for the Ridge Administration, seeking $50 to $75 million in first-year funding of a long-term plan to prepare all young Pennsylvania children for school and lifetime success. With an immediate goal of making sure that every child who enters school by 2005 is ready to learn, the plan requires three interlocking components parent involvement, high-quality preschool education, and health care services – to achieve its long-term goal of strengthening Pennsylvania’s future workforce. State law enforcement professionals and a nationally recognized expert in juvenile crime prevention have also joined the businesspeople to support the plan. All have discovered the growing body of research demonstrating the importance of nurturing, stimulating experiences in early childhood to preparing young minds for learning and, ultimately, success in school. "We are a unique alliance of business and law enforcement, standing together to say that a solid early start in life gives children the hope and the skills they need to stay out of trouble and succeed in the workplace," said Murry Gerber, chairman of the Early Care and Education/School Readiness Task Force, and Chairman, President and CEO of Equitable Resources, Pittsburgh, and a board member of the Allegheny Conference on Community Development.

Project Abstract
To meet this goal we propose to (1) develop credit and inservice courses and parent education programs for delivery through distance education, (2) develop policies and procedures to enable effective use and sustainability of distance education partnerships, and (3) to provide training to support the technologies and technological processes required for distance education. Current constraints to meeting these objectives include lack of courses and programs developed in distance education formats and well developed partnership relationships and insufficient time and incentives for university faculty to develop distance education courses. As a result there is no "critical mass" of distance education offerings from universities to school and community sites. Gaps in the technological infrastructure also prevent full use of existing technologies for this purpose. Interactive video and computer technologies can help to overcome these constraints. Many schools and community centers have acquired technology through various infrastructure programs.
