$7.8 Million in Special Education General Supervision Enhancement Grants Awarded to 24 States, Territories and Outlying Areas
More than $7.8 million in grants have been awarded by the U.S. Department of Education to 24 states, territories and outlying areas for special education improvement efforts as part of a competitive process to help reform and improve services for children with disabilities. A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. "Accountability for improved performance rests at the heart of our efforts to improve American education," said U.S. Secretary of Education Rod Paige. "These awards will help move us toward assuring that our special education programs are offering quality educational services to all students with disabilities so that no child is left behind." Activities supported by the grants include:
  • developing data-driven, evidence-based state monitoring systems that focus on areas that have the greatest impact on better outcomes for children with disabilities;

Telemarketing Law Guide A new set of state laws protect Pennsylvania against telemarketing fraud.
Attorney General Mike Fisher authored these laws as a state Senator - and is working to enforce them on behalf of all Pennsylvanians. In addition to creating a registration process for telemarketers with the Office of Attorney General, Pennsylvania telemarketing laws also create new civil and criminal penalties for certain conduct. These provisions, as outlined below, give strong protection to consumers. It is now a specific criminal offense to attempt to obtain property (money) from a consumer through false or misleading representations made, in whole or in part, over the telephone which involve any of the following: A claim that the person has won a prize; a claim that the person will be able to recover previous losses suffered in connection with prize promotion; or a claim regarding the value of goods or services offered in connection with a prize promotion.

PHEN exists to promote freedom and simplicity in home education, to serve all families who educate their children at home regardless of race, religion, creed, sex, national origin, handicap, or educational philosophy, and to inform the general public about home education. Membership is open to all Pennsylvania residents who agree with the organization's inclusive philosophy. The Network is directed by a council of members who volunteer and who make decisions by consensus.

Print photo Dr. Eugene W. Hickok is the United States Under Secretary of Education. President Bush formally nominated Dr. Hickok on March 30, 2001, and he was confirmed by the U.S. Senate on July 10, 2001. In his role as Under Secretary, Dr. Hickok is one of the Education Department's top three ranking officials and will serve as a principal adviser to U.S. Secretary of Education Rod Paige. Dr. Hickok also was a founding member and chairman of the Education Leaders Council, a group of reform-minded education chiefs who oversee 30 percent of the nation's K-12 public school students. Dr. Hickok also was an associate director of the political science department at Mississippi State University, and the director of financial aid for Hampden-Sydney College in Virginia. An expert on public policy, the U.S. Constitution and Federalism, Dr. Hickok has published numerous articles and books on government and public policy and has made presentations on these topics before myriad local, state and national organizations. In 1991, Dr. Hickok was a consultant to the governments of Lithuania, Latvia and Estonia regarding constitutional, political, and economic reform.

  • A child enrolled in a day school which is operated by a bona fide church or other religious body, and the parent, guardian or other person having control or charge of any such child or children of compulsory school age shall be deemed to have met the requirements of this section if that school provides a minimum of one hundred eighty (180) days of instruction or nine hundred (900) hours of instruction per year at the elementary level or nine hundred ninety (990) hours per year of instruction at the secondary level and:
  • At the elementary school level, the following courses are taught: English, to include spelling, reading and writing; arithmetic; science; geography; history of the United States and Pennsylvania; civics; safety education, including regular and continuous instruction in the dangers and prevention of fires; health and physiology; physical education; music; and art.
