Chelyabinsk Nuclear Disasters
Plutonium and Tritium for Soviet nuclear weapons is produced at three closely guarded locations, each of which includes a "closed" city of workers. These cities do not appear on maps, and until recently, travel to and from them was all but prohibited. Even now, foreign visitors have been allowed to see only two of the sites. Each of the sites has an official name, often including a number that indicates a post office address, but each was known by another name or names abroad as well as in the Soviet Union. The complex officially known as Chelyabinsk-40 is located in Chelyabinsk province, about 15 kilometers east of the city of Kyshtym on the east side of the southern Urals. It is situated in the area around Lake Kyzyltash, in the upper Techa River drainage basin among numerous other interconnected lakes. Between Lake Kyzyltash and Lake Irtyash is Chelyabinsk-65, the military-industrial city once called Beria, but today inhabitants call it Sorokovka("forties town"). Another Mayak laboratory, the All-Union Institute of Technical Physics, is located just east of the Urals, 20 kilometers north of Kasli. It is better known by its post office box, Chelyabinsk-70. It was opened in 1955, shortly after the Lawrence Livermore National Laboratory opened in the United States.

In the late 1940's, about 80 kilometers north of the city of Chelyabinsk, an atomic weapons complex called "Mayak" was built. Its existence has only recently been acknowledged by Russian officials. Mayak, bordered to the west by the Ural Mountains, and to the north by Siberia, was the goal of Gary Powers's surveillance flight in May of 1960. For forty-five years, the Chelyabinsk province of Russia was closed to all foreigners. Only in January of 1992 did President Boris Yeltsin sign a decree changing that. As a result, western scientists who studied the region, declared Chelyabinsk to be the most polluted spot on earth.

Lack of sleep among managers of nuclear power stations and hospital doctors leaves them unable to cope with emergencies and prevent them becoming disasters. Sleep deprivation leads people to reach bad decisions and then stick with them even when they are clearly wrong, according to a study to be published shortly by Britain's top sleep researcher. The report - The Impact of Sleep Deprivation on Decision Making - claims tired people are far less capable of handling the unexpected than was thought. It blames sleeplessness and long shifts for 'human errors' for nuclear disasters from Chernobyl to Three Mile Island, as well as the explosion of the space shuttle Challenger.

    The Associated Press SEOUL, South Korea Any U.S. moves to build up its military force on the Korean Peninsula could lead to "horrible nuclear disasters," the communist state warned Friday. The North Korean statement, the latest in a series of warnings, came a day after the White House said it had "robust plans for any contingencies," including military action. The United States has 37,000 troops in South Korea, and has maintained a force there since the 1950-53 Korean War ended in a truce, leaving the North and South technically still at war. "If the U.S. moves to bolster aggression troops are unchecked, the whole land of Korea will be reduced to ashes and the Koreans will not escape horrible nuclear disasters," North Korea's official news agency, KCNA, said. In Washington, President Bush on Friday said "all options are on the table" to solve the nuclear standoff with North Korea. But he repeated that the situation can still be resolved peacefully but notably ratcheted up the U.S. position by raising the suggestion of the use of a military strike.

It is needless to say that the nuclear disaster should not have occurred and that it is important to make future assurances to secure nuclear safety. Therefore, to establish the prevention regime on nuclear disasters it is inevitable that we secure the safety of the neighboring residents and to provide peace of mind to these people. It is worth noticing that the enforcement of the Special Law serves to enhance the prevention regime concerning nuclear disasters in our country. On the enforcement of the Special Law, the nuclear regulatory authorities including relevant Ministries and Agencies have taken measures for the appointment and dispatching of Senior Specialists for Nuclear Emergency Preparedness who will take charge of the practices to secure safety. Now and hereafter it becomes important to maintain and enhance the safety regime through training and exercises. The NSC has already established several guidelines for the prevention of nuclear disasters such as "Guidelines on the Radiation Monitoring in an Emergency Environment" and "Guidelines on the Monitoring of Environmental Radiation". Today, the NSC appointed 36 experts listed below as the "Investigators for Emergency Response" to largely enhance the system of the Emergency Technical Advisory Body. This will serve to replenish and enhance the prevention regime concerning nuclear disasters.

Observing the large number of nuclear power plants around the world, and the ever-growing popularity and availability of nuclear weapons to other countries, the likelihood of some type of nuclear disaster, whether it be a power plant mishap or a terrorist strike, occurring somewhere in the United States is on the increase. Many people are under the impression that there is absolutely nothing that they can do to prepare for or even survive such an unspeakable tragedy. They ask "Why prepare? There is no chance that I can survive a nuclear disaster!" However, this statement and assumption is entirely false. There are several precautions and preparatory measures that we as individuals and communities can take to greatly improve our chances of surviving such an emergency.
