Chapel Hill/Carrboro Schools, K-12 I would be happy to supply you with brochures from any of the schools in the area; simply contact me and I'll send you what you need! Registration Information Parents or guardians of all new students must register their children for school at Lincoln Center on Merritt Mill Road in Chapel Hill. Students do not have to accompany their parents in order to be enrolled. Legal guardians must present proof of guardianship (court documents only). Registration is not accepted by mail. Parents or guardians must bring with them the following documents:
  • Documented proof of their school district residence, such as a current real estate property tax notice, the final sales contract or settlement statement on the purchase of a home, (to register into Ephesus Elementary, McDougle Elementary, McDougle Middle, Phillips Middle, and Estes Hills Elementary, you must have your settlement statement), the lease agreement, or a notarized letter from the property manager. If there is no lease, bring the landlord's real estate tax notice along with a notarized statement.
  • A certified copy of the student's birth certificate
  • The student's immunization record
  • The student's social security number
  • The student's transcript and withdrawl slip from their previous school (middle and high school students only).

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

These "blue sky" laws, as they are known, are contained in Chapters 78A and 78C of the General Statutes. The intent of these laws is to protect the investing public by requiring a satisfactory investigation of both the people who offer securities as investments and of the securities themselves. The Securities Division addresses investor complaints concerning securities brokers and dealers, investment advisers and commodity dealers as well as complaints about offerings of particular investment vehicles. Although the Division cannot represent an investor in a claim for monetary damages, the staff can investigate alleged violations and may suspend or revoke licenses, issue stop orders against securities offerings, issue cease-and-desist orders, seek court-ordered injunctions or refer matters to an appropriate district attorney for criminal prosecution. Conviction of willfully violating the securities statutes carries the penalty of a felony. The Division is also responsible for the registration of athlete agents, loan brokers and investment advisers. The Division also administers the Qualified Business Tax Credit Program in which investors may obtain tax credits based on money invested in qualified business ventures and in qualified grantee businesses both registered by the Secretary of State.

The Cost Of Regulation
Of course, the costs of regulation represent only one side of the ledger. Perhaps these costs are justified if the benefits, similarly quantified, exceed them. But the available evidence suggests otherwise. Environmental regulations in particular often cost far more than their benefits would justify. A recent Harvard study concluded that Americans incur opportunity costs of approximately $31.1 billion, 60,200 premature deaths, or 636,000 years of life lost every year in order to maintain our current inefficient regulatory structure. These regulatory costs are unsustainable. Just from 1989 to 1992, the average burden of taxes and regulations per worker for a small business increased 34 percent. Job losses from excessive regulation are common, especially in industries such as logging and energy. Business owners cite paperwork and regulatory costs as among the highest barriers to new enterprises. And while these regulations are supposed to protect consumers, workers, and the general public, they often do not provide enough benefits to offset lost jobs and higher prices.
The Rules Review Commission
Still, the bill has had salutary effects. The average number of state regulations proposed annually by agencies has fallen significantly since the 1995 reforms. Furthermore, the Rules Review Commission has helped to keep state agencies from exceeding the authority granted them in law by the General Assembly.

Regulations are essential not only for maintaining quality child care but for promoting the healthy, intellectual growth of our children and the professionals who work with them. Child care regulators are established by the General Assembly as the MINIMUM rules child care operations will follow to protect children and maintain their health and safety while in care. The organization of the child care centers or the family care homes is regulated, not the individual. Regulations protect children when they are not in the care of their families and prevent them from being exposed to potentially dangerous situations. It has been shown nationally, that as licensing rules become more stringent, fewer poor quality child care options are available. Licensing standards, however, are not the SEAL of quality they are the beginning. There are many child care operations that seek to go beyond these rules and strive for higher quality. To learn more about standards of quality, you can read information available in books from professional associations, visit others and observe their learning environments, and even talk to your child care licensing consultant.
