We're all too familiar with the escalating demands being placed on our coast as surging development and subsequent pollution snip away at the state's shoreline. Through our ShoreKeeper program, we are implementing a thoughtful strategy to protect and restore these areas that are so critical to coastal life. Program projects include restoring and protecting key coastal habitats, strengthening shoreline rules and regulations, and public education. The program has become increasingly more successful and popular.

    NCHE History
    Although home education is the oldest form of education, it was not officially recognized in North Carolina until 1985. In May of that year, our state Supreme Court ruled that home education was a legal way of meeting the compulsory attendance regulations under the existing private school law. Motivated by suggestions from that ruling, the North Carolina General Assembly undertook the task of deciding whether further regulations should be applied to home education and what those regulations should be. Through the efforts of North Carolinians for Home Education (NCHE), an attempt to heavily regulate home education was averted, and a substitute bill was passed that added a new section to the private school law. This section clearly designates home education as a method of complying with compulsory attendance regulations and contains minimal requirements. As a result of NCHE's hard work, the North Carolina law is now one of the nation's best.

    The North Carolina Community College System
    The North Carolina Community College System is the third largest in the nation. Each year the system's 59 institutions enroll more than three-quarters of a million students on campuses that are within 30 miles of 100 percent of the state's population. The system's mission from its beginning has been to provide opportunities for the citizens of North Carolina to further their education and to obtain training in order to successfully compete in an expanding job market.     The Beginnings
    In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed. The legislation authorized the establishment of community colleges and placed the general administration of the colleges under what was known then as the State Board of Higher Education (now the Board of Governors of the University of North Carolina). By 1961 five community junior colleges had been established under the jurisdiction of local boards of trustees and the State Board of Higher Education. These first five community colleges were College of the Albemarle in Elizabeth City, Wilmington College in Wilmington, Mecklenburg College and Charlotte College in Charlotte, and Asheville-Biltmore College in Asheville. In 1963 Gaston College in Dallas became the sixth community college approved under the 1957 act.

    Completely Compliant A Fun Loving Auditor For over nine years, Jim Williams has served in various supervisory and management positions within the student loan industry at organizations that range from servicers to secondary markets and even a brief stint at a guaranty agency. Jim loves to laugh and have a good time, but can be serious when he needs to be. Jim grew up in Dillsburg, PA. In high school, he was nominated as the most valuable player on the tennis team and played the trumpet in the band. After graduation in 1984, Jim married his wife, Lois, and moved to State College, PA where he attended Pennsylvania State University. Jim stated, "Nothing like getting all those major life stresses over with at one time!" In 1988, he received a Bachelor of Science degree in Accounting with an additional concentration in Finance. Before graduation, Jim began working for a defense contractor, but in early 1989, Jim was laid off when the company was sold. After evaluating their options, Jim and Lois decided to move to the Winston-Salem area . Jim began his student loan career in February of 1990 with Wachovia Student Financial Services (now AMS Servicing Group) in the telephone unit. He was quickly promoted to various positions within the company from collections, to customer service, to forms group leader, and finally to the compliance department. Simultaneously, Jim began to pursue a Masters degree at Wake Forest University. He said, "After being laid off, I fell into a gap between having too much experience but not enough education." In December of 1992, Jim received a Masters of Business Administration in Operations Management.

Below are definitions of the different child care and early education options available. Regulated Child Care North Carolina law defines child care as:
    • three or more unrelated children under age 13
    • receiving care from a non-relative

CONTENTS The Colonial Period The Constitution of 1776 and the Early Years of Statehood The Education Act of 1839: A Period of Expansion The Constitution of 1868: Reconstruction through 1890 ... NC State Superintendents 1852-Present The Colonial Period Throughout the colonial period, the provincial government accepted no responsibility for education. The meager educational opportunities which did exist resulted primarily from the efforts of religious leaders of the Anglican, Presbyterian, Quaker, and Moravian churches and from private tutors employed by a single family or several families in a cooperative undertaking. Literate parents sometimes taught their own children and, perhaps, the children of neighbors. A few affluent parents, mostly plantation owners and merchants, sent their children to England for further education beyond that provided by tutors. In a very few instances, in early population centers like Edenton and New Bern, schools with several teachers were established. A state highway historical marker in Elizabeth City reads "First School. Charles Griffin Taught In This County, the First Known School in North Carolina, 1705-1708." These early schools in Pasquotank, Chowan, and Craven were the exceptions rather than the rule.
