THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL POLICY ON ILLEGAL DRUGS INTRODUCTION The Board of Trustees of The University of North Carolina at Chapel Hill, in conformity with the direction of the Board of Governors of The University of North Carolina, hereby adopts this Policy on Illegal Drugs, effective August 24, 1988. It is applicable to all students, faculty members, administrators, and other employees. EDUCATION, COUNSELING AND REHABILITATION ENFORCEMENT AND PENALTIES The University will initiate its own disciplinary proceeding against a student, faculty member, administrator, or other employee when the alleged conduct is deemed to affect the interests of the University Trafficking in Illegal Drugs Illegal Possession of Drugs When a student, faculty member, administrator, or other employee has been charged by the University with a violation of policies concerning illegal drugs, he or she may be suspended from enrollment or employment before initiation or completion of regular disciplinary proceedings if, assuming the truth of the charges, the Chancellor, or in the Chancellor's absence, the Chancellor's designee concludes that the person's continued presence within the University Community would constitute a clear and immediate danger to the health or welfare of other members of the University Community; provided, that if such a suspension is imposed, an appropriate hearing of the charges against the suspended person shall be held as promptly as possible thereafter.

GOVERNOR, LEGISLATURE BEGIN BUDGET DEBATE
Now entering its fourth straight year of projected or realized budget deficits, North Carolina has seen its economy slide into recession and then stagnate. Its state and local tax burden has grown dramatically since 2000, with Gov. Mike Easley proposing yet another round of higher state taxes on sales and income in 2003-05 — as well as cuts in funding to localities that may also result in tax hikes. Is there a way for North Carolina to deliver core public services without hitting up taxpayers again? The John Locke Foundation's fiscal policy research provides the answer, with budget-savings ideas and analysis of how rising taxes affect the state's economic competitiveness.
The Freedom Budget: Nine Rs for North Carolina Fiscal Responsibility
North Carolina faces significant fiscal and economic challenges. But it need not resort to higher taxes, a state-run lottery, higher debt, or gimmickry to balance its budget. JLF’s Freedom Budget for 2003-05 shows that by setting firm priorities within state government, eliminating duplicative programs, and encouraging personal responsibility, state leaders can generate sufficient savings to invest in the future needs of the state and adopt a more competitive, growth-enhancing flat-rate income tax.

Top Concerns of North Carolina Voters The environment in general, and more specifically clean water and clean air, rank among the top concerns of North Carolina voters. Over half the voters surveyed are extremely concerned about the quality of air and water, while nearly half of NC voters are extremely concerned about the environment in general. These issues are of approximately equal importance to voters as are education, health care, taxes, crime and drugs, and Medicare and Social Security.
  • Voters have a cynical view of the political process, with over half believing that campaign contributions influence how an elected official chooses to vote on environmental issues.
    By an overwhelming margin, voters reject the notion that a choice must be made between a "clean environment and a strong economy," instead proposing that a clean environment and a strong economy can successfully co-exist.

Waste management issues have become pervasive and emotionally charged in recent years. Statements such as "not in my back yard" and "not in my elective term" are commonly heard from the public and politicians. Rules, regulations, financing, and ecosystem costs as well as societal and emotional concerns are constant reminders that a complex problem exists. Extension has identified waste management as one of its National Initiatives, recognizing the need for an array of educational programs focusing on the many different aspects of waste management. As a first step in meeting the pressing educational needs inherent in this multifaceted problem, the North Carolina Cooperative Extension Service has chosen to ensure that its county agents have the necessary knowledge and tools to be active partners in local waste management solutions. Waste Management Training Extension's initial response was to structure intensive training for agents from half of North Carolina's counties through a Waste Management Institute. Planning for the institute started in the Fall of 1989, and training began in January 1990. One agent selected from each of 48 county units participated in this intensive educational process and technical training program. The institute included five sessions with an average of three days training per session. The sessions spanned a five- month period.
