Currently an Educational Director of The Highlands School, she is a graduate of Michigan State University with a B.S. in elementary education, she received her Masters in Education in Reading and Language Disabilities from Loyola College in 1977 after the birth of her daughter. Ms. Maahs-Hoagberg proudly states: "I am the parent of a learning disabled daughter, age 28." Comments To the MD State Board of Education at Regional Public Forum Annapolis, MD January 16, 2003. Presented by Naznin R. Adams, Executive Director, PANDA Parent Advocacy Network for the Differently-Abled PANDA would like to provide some insight on the Maryland State Department of Education's (MSDE) requirement of passing the high school assessments (the HSA); its tie to the graduation requirements for year 2007; and why it is cruel and unjust to the students. First point is the funding. The Maryland state legislature has made no effort to meet the financial recommendation of the Thornton Commission (funding for special education, student at risk and minority students). Prince George's County, under "The Bridge of Excellence in Public Schools Act 2002", was to be provided with an additional $350 million by 2008 to bridge the educational gap. They are still waiting. In addition the federal government has failed to fully fund their educational obligations as mandated by laws such as the No Child Left Behind Act, IDEA and the ESSEA. PANDA strongly urges until the financial responsibilities are met, MSDE should not be permitted to implement the HSA. Second point is the staffing. MSDE has not ensured staffing placement of qualified teachers in low performing schools by the LEA’s. There is a shortage of state certified teachers in every school system; such that provisionally certified teachers and substitute teachers are used to permanently fill staff positions. There continues to be a critical shortage of special education teachers, behavioral specialists, speech therapists, occupational therapists, etc. in every school system. Some Special Education students have long term subs teaching them. Training should be made available to meet these needs before playing games with the graduation requirements for all students. A question to ponder - Is state certification intended to guarantee that teachers are versed in the needs of the students and are able to teach the curriculum that would be needed to pass the HSA?

Gifted / Learning Disabled Students Gifted children with learning disabilities are students who possess an outstanding gift or talent but have a significant weakness in a specific area that makes academic achievement difficult. These students, who have special needs that result from their being “twice exceptional,” are often misunderstood and inappropriately served. CTY’s Diagnostic and Counseling Center was designed to help serve the needs of these students. The operation of an effective school system requires a strong and sustained financial investment from the state to ensure that all students in Maryland receive an equitable education. The current level of funding is not sufficient to assure that all schools can meet high accountability standards. It is critical that all schools must be able to offer the academic programs that will provide all students with the opportunity to master high academic standards and the skills required for life time learning. From constitutional and historical perspectives, the states are primarily responsible for education. The Constitution of Maryland in Article 8 clearly mandates that the legislature fund a thorough and equitable public education. The State must assume a greater responsibility in providing the funds that will be needed to maintain excellent public schools. The Maryland PTA supports the targeting of funds to schools and students that are most in need. The cost of providing the extra education services to the special education, limited English proficiency and students living in poverty is escalating at a rate that makes it impossible for a local school system to adequately finance these programs and to provide educational services to the students who do not fall into these categories.
