- Jean-Pierre Seppey, Director General of the International Volleyball Federation (FIVB); - Jakob Kellenberg, President of the International Committee of the Red Cross (ICRC); - Jacqueline Maurer-Mayor, State Councillor and Head of the Canton of Vaud (Switzerland) Economics Department, accompanied by Raymond Bron, Head of the Physical Education and Sport Service, and Diane Wild, International Sport Delegate; - students from the Neuchâtel (Switzerland) based International Centre for the Study of Sport (CIES), who had come to meet the IOC's administration heads.     World Games 2001 Akita, Japan, August 16-26 Almost exactly a year ago, on Thursday August 16 2001, I attended the Opening Ceremonies of the 2001 World Games in Akita, Japan. The ceremony was quite an experience. The two hours of performances by over a thousand artists were fabulous. Every second of this period another impressive event challenged one's eyesight. The burning sun and the rather uncomfortable seats in the concrete stands did not interfere with the enormous joy of watching these spectacular opening ceremonies. The Japanese Minister for Education, Culture, Sports, Science and Technology Mrs Atsuko Toyama formally opened the 2001 World Games followed by speeches from IOC Vice-President R. Kevan Gosper and IWGA President Ron Froehlich. Among the about 30,000 spectators in the fully-packed Yabase Stadium in Akita city was also IWGA Honorary Life President and IOC Member Dr. Un Yong Kim, and ten other IOC Members.

    FDI: Post WTO review Of late there is renewed interest in our commitments to the World Trade Organisation (WTO). There is growing realisation that WTO is to influence not only the global trade but also the way we conduct our businesses internally. One of the most important features of the WTO based systems is `market access’. Essentially market access has two major components, namely, tariff protection and quantitative restrictions. On the other hand, Article XI provides for general elimination of quantitative restrictions. The general exception from this Article of GATT is provided in Article XII which allows a member country to maintain or institute quantitative restrictions in order to safeguard its external financial position and its balance of payments (BoP). Thus it is clear that the only form of general protection to the domestic industry envisaged in the GATT Agreement is by way of customs duties. Quantitative restrictions have to go. Now that India has also lost its case in Appellate Body of the WTO, we are likely to remove all quantitative restrictions latest by 2001. It is a common knowledge that the objective of bringing down the tariffs further to integrate into the global economy has been stated by successive governments and also in the Chelliah Committee report. This, coupled with the imminent world community pressure, sends the unambiguous message that tariff protection to the Indian domestic industry is also bound to come down in the years to come. Thus, it is clear that the two forms of general protection provided to the domestic industry under WTO would either be not available or will be less effective over a very short period of time. The Indian manufacturing sector will have face direct competition from manufactured goods from all over the world.

    In 1993, we reported to Parliament that there was considerable scope to improve the Agency's performance. Our analysis of a sample of bilateral programs and projects showed that in the majority of cases the potential for sustainable benefits from CIDA's expenditures could be questioned. CIDA agreed with the thrust of those recommendations aimed at improving the Agency's accountability and strengthening its management effectiveness. In 1994, CIDA made a commitment to Parliament to take action on several fronts, as outlined in the CIDA Renewal Plan 1994-1995. This major renewal effort was aimed at transforming the Agency into a more results-oriented, accountable organization.       James C. Goodale served as general counsel to The New York Times when the U.S. Supreme Court decided that the Times could continue to publish the then-classified Pentagon Papers The First Amendment to the United States Constitution provides that "Congress shall make no law...abridging the freedom...of the press." Although the First Amendment specifically mentions only the federal Congress, this provision now protects the press from all government, whether local, state or federal. The founders of the United States enacted the First Amendment to distinguish their new government from that of England, which had long censored the press and prosecuted persons who dared to criticize the British Crown. As Supreme Court Justice Potter Stewart explained in a 1974 speech, the "primary purpose" of the First Amendment was "to create a fourth institution outside the government as an additional check on the three official branches" (the executive branch, the legislature and the judiciary). Justice Stewart cited several landmark cases in which the Supreme Court the final arbiter of the meaning of the First Amendment has upheld the right of the press to perform its function as a check on official power. One of these cases the 1971 Pentagon Papers case lies especially close to my heart.
