Blair Says June 30 Deadline For Northern Ireland Government BELFAST, Northern Ireland (CWNews.com) - British Prime Minister Tony Blair on Friday issued a June 30 deadline for the formation of an historic Catholic-Protestant government for Northern Ireland. Britain, Ireland, and the three major Northern Irish parties the pro-British Ulster Unionists, the Catholic Social Democratic and Labor Party (SDLP), and the IRA-connected Sinn Fein held negotiations on Friday to form the 12-member government that should have been in place last November, according to the 1998 Good Friday peace accords. The delay has been forced by an Ulster Unionist demand backed by both Blair and Irish Prime Minister Bertie Ahern that the Irish Republican Army disarm before Sinn Fein can be allowed to participate in the government. Sinn Fein insists it is entitled to two government posts even if the IRA sticks to its blanket refusal to disarm. The accords signed last year did not tie Sinn Fein's eligibility to the IRA's disarmament, but only anticipated that it would happen by May 2000. News Stories for May 1999

INTRODUCTION
Background: A failed 1916 Easter Monday Rebellion touched off several years of guerrilla warfare that in 1921 resulted in independence from the UK for the 26 southern counties; the six northern counties (Ulster) remained part of Great Britain. In 1948 Ireland withdrew from the British Commonwealth; it joined the European Community in 1973. Irish governments have sought the peaceful unification of Ireland and have cooperated with Britain against terrorist groups. A peace settlement for Northern Ireland, approved in 1998, has not yet been implemented.

    24 October 2001 Amnesty International welcomes the long-delayed National Anti-Racism Awareness Programme as a step in tackling racism in Ireland and offers its continuing support to the Steering Group implementing the programme. However no programme to tackle racism can be genuinely effective without political will and support at the highest level. There needs to be strong formal acknowledgement, including from the Taoiseach, of the ongoing daily reality of racism for thousands of people in Ireland today. The Steering Group quite rightly point out the necessity for leadership from all levels of society in combating racism and indeed acknowledge the valuable work already undertaken by the Churches, other organisations and community groups. However, as Amnesty has illustrated, what is most lacking is strong political leadership on this issue. Claims of adequate existing anti-racism legislation and comprehensive programmes in the education and other state sectors are simply not borne out by the facts.
