18 February 2000 WCC appeals to the United Nations to lift sanctions on the civilian population of Iraq
The following letter was sent by Rev. Dr Konrad Raiser, general secretary of the World Council of Churches (WCC), to United Nations Secretary-General, Kofi Annan, on Friday 18 February: The resignations of Mr. Hans von Sponeck, United Nations Aid Coordinator and of Ms. Jutta Burghardt, World Food Program Chief in Iraq have again drawn attention to the disastrous effects of the Security Council's sanctions on the people of this nation. Explaining his decision, Mr. von Sponeck said that the "Oil for Food" régime failed to meet even the "minimum requirements" of the civilian population, and that "as a UN Official I should not be expected to be silent to that which I recognize as a true human tragedy that needs to be ended". The World Council of Churches has issued statements along similar lines and shared them with you. It is therefore heartening to see that persons of the quality of these two senior UN staff have acted according to their conscience at potential personal sacrifice. They bring credit to the United Nations and to the role of the international civil servant. These international civil servants have now rightly suggested that such sanctions are tantamount to violation by the United Nations itself of the fundamental rights inscribed in international law through the Universal Declaration of Human Rights and the Covenants established to implement its provisions. We believe they are right.

On this day in 1948, the United Nations General Assembly adopted the Universal Declaration of Human Rights. Then, the world was recovering from World War II, the Holocaust, the rise of Hitler and fascism in Europe, and the bombing of Hiroshima and Nagasaki. Today, the Bush administration is preparing to unleash another war on the people of Iraq; dozens of prisoners are being held in Guantanemo Bay without access to courts or lawyers; unknown numbers of immigrants have been deported or are in detention in this country; police forces are cracking down on public protests; and everyone in this country is under increasing surveillance by the state. Not In Iraq or Elsewhere
The Women's International League for Peace and Freedom (WILPF) is alarmed at the United States of America's threats of war against Iraq. WILPF warns against such a tragic act. A war against Iraq will affect not only the country and its people, it risks further destabilization of the entire region. In addition, it threatens to put the entire international system and the UN in complete disarray. WILPF calls on the government of the United States of America and all its allies to act as responsible member states of the United Nations. We call for the US and all countries to act within the United Nations to end the economic sanctions on Iraq, end the bombing raids, continue the embargo on arms, resume UN arms inspections, and maintain compliance with the UN Security Council resolutions. We call on the government of Iraq to comply with its disarmament commitments to the UN. We call on the United States to recognize and fulfill its international commitments to refrain from unilateral and unprovoked aggression.

Rules and Rights in the Middle East
Democracy, Law, and Society Edited by Ellis Goldberg, Resat Kasaba, and Joel S. Migdal

In a series of essays by an international group of scholars and policy makers, this book provides the first sustained look at democracy and democratic movements in the Middle East. Moving beyond a concern with the growth of Islamicist movements and nationalist states, the authors probe the historical experiences of the last hundred years and the social conflict over the past decade centering on democratic structures and processes from North Africa to Turkey, Iraq, and Iran. The essays explore from theoretical, descriptive, and political perspectives questions of democracy, freedom, and rule of law in a region that is usually thought of as lacking in all these respects.
In recent years there has been a marked growth in the number and influences of social movements and organizations working to expand social, political, and civil rights, and to constrain the power of the states in many countries in the Middle East. At the same time many of the regimes in the area have introduced practices and institutions designed to make their rule more democratic in order to enhance their domestic and international standing and legitimacy, as well as to spur economic growth.
