Expert Says Strike Against Iraq Legal A Purdue political science expert says if America were to act against Iraq it would not violate international law. "America has the right to use force in Iraq under international law," says Louis Rene Beres, expert in international law and relations. "The right to use force is limited to self-defense, humanitarian intervention and collective security. No state must wait until it has first become a victim before resorting to force." Beres, who has published extensively on the threat of nuclear terrorism and regional nuclear war, also can talk about how international law handles countries that use civilian populations as part of their military strategy to deter attack.

    This AGM: Noting that AI recognises that international humanitarian organisations have provided evidence that the physical integrity of Iraqi civilians is being threatened at last partially as a result of the UN sanctions, blockades and embargoes imposed on that country, with the continuing effect of causing thousands of excess deaths every month, totally hundreds of thousands since 1990 (AI index: MDE 14/010/1999); Noting that AI’s policy on this matter permits it to "express its concern" and mention the recommendations of other organisations, but falls short of letting AI make specific judgements or issue its OWN recommendations for action in any given case; that is, AI still officially takes "no position" whether or not civil rights are violated by specific sanctions, blockades and embargoes; Noting that AI could oppose human rights abuses that arise from sanctions, blockades and embargoes but continue to take "no position" on sanctions, blockades and embargoes in general; Decides that AI should campaign urgently on the issue of human rights abuses arising from particular sanctions, blockades and embargo regimes where there is sufficient evidence from internationally recognised organisations.

    The "War on Terror" Must Not Be

    September 11, 2001, caused many to reflect upon the fundamental values on which this country was founded. Many cherish the importance of upholding freedom of speech, respect for human dignity, freedom of religion, justice for all, tolerance and other fundamental freedoms and human rights. It is imperative that the United States stand for the principles of unalienable, universal rights. Otherwise, those who wage war on human rights will have won the battle against freedom.     Claims INS To Encroach On Students’ Rights

    Student members of Georgetown’s Campaign Civil Rights protest what they consider undue profiling of international students in Red Square Thursday afternoon. Students from Georgetown’s Campaign Civil Rights protested in Red Square to condemn recent policies of the FBI and INS pertaining to international students on Thursday afternoon. The rally also aimed to articulate expectations for the university’s response to certain government regulations and requests. Approximately 40 students representing CCR participated in the protest. The group was comprised of Amnesty International, GU Solidarity, Peace Action, Muslim Student Association and Young Arab Leadership Association members. Speakers included CCR member Younus Mirza (SFS ’04), Professor Mark Lance, ACLU spokesman Matt Bowles and GU Peace Action member Patricia Stumps (COL ’03). Students gathered in the center of the square holding posters and banners with phrases such as "Fingerprint now, interment tomorrow" and "We demand civil rights for all students." Several wore cardboard handcuffs and prison bars. CCR’s goals in the protest were threefold. It hoped to influence university policy by urging prohibition of unconditional FBI access to international students’ files in order to prevent mistreatment and discrimination; to prohibit the FBI from employing campus security to deal with international students and faculty and third, to condemn the INS special registration program.
