Microsoft Solutions Briefings Help K-12 Educators Nationwide Face the Challenges of Technology Integration Free Briefings Designed to Help Schools Create Their Own Connected Learning Communities REDMOND, Wash. - April 9, 1997 - Integrating technology into K-12 schools is a complex and time-consuming challenge. Now educators making technology decisions can get practical advice from technology and education experts by attending free Education Solutions Briefings offered nationwide by Microsoft Corporation. These three-hour seminars introduce K-12 educators and school and community leaders to the "Connected Learning Community," Microsoft's vision for technology in K-12 education, and showcase complete technology solutions for school districts of all sizes. "Educators recognize the value of technology as a tool for teaching and learning," said Kathryn Yates, director of Microsoft K-12 programs. "However, when it comes to integrating technology into their schools they are faced with funding, training and day-to-day management challenges. The Microsoft Education Solutions Briefings are one way that we are helping educators tackle those obstacles and make informed decisions so that their schools can be a part of the Connected Learning Community."

INTRODUCTION TO SAMPLE LESSONS ON HOMELESSNESS
Homelessness is not new to Iowa, nor is it new in American life. It has existed for hundreds of years, worldwide. However, the Stewart B. McKinney Homeless Assistance Act (Federal Legislation - P.L. 101-646 as amended in 1990) is helping to sensitize U.S. citizens to the effects of homelessness and the need for assistance for those who experience it. Educators as well as the general public are being asked by many action groups to develop an awareness of and sensitivity to this dilemma in order to address the needs of those who experience homelessness. This resource guide was developed within Iowa to convey to all students the immediate reality of homelessness and how to help. It represents a response for developing awareness and encouraging involvement.

IOWA Standards: Iowa is the only state that does not have and is not planning to develop state content standards. The state produced a CD-ROM called Standards Development for School Improvement in Schools that directs districts to resources to assist them with the development of their district standards and curriculum. Legislation passed in spring 1998 requires the State Board of Education to establish indicators in reading, math, and science that all schools must use to report student achievement data to their local communities and to the state. Which Standards Are Clear, Specific, and Grounded in Content? Iowa Elementary Level Middle Level High School Level English No state-determined standards Math No state-determined standards Science No state-determined standards Social Studies No state-determined standards Assessments: Iowa does not have a state assessment system, but districts are required to assess student performance and to report the data to the state. According to officials, 99 percent of the districts use the Iowa Test of Basic Skills to measure student performance.

Education, Medication, and Incarceration One of the most important decisions made by the Iowa General Assembly each year is the level of commitment we will make to Iowa’s K-12 schools. Since state aid is an important part of every school district’s budget, setting the level of state funding is crucial to all of Iowa’s public schools. School aid funding accounts for approximately 38% of the State’s general fund, representing the single largest segment of the state budget. The Senate and the House approved a bill last week that provides a 2% increase in per pupil funding for K-12 school districts for the 2004-2005 school year. It passed unanimously in the House, and the Senate had one dissenting vote. As passed by the House, state funding for K-12 school districts is estimated to increase $42.3 million in fiscal year 2005. The bill has been forwarded for signature to Governor Vilsack who recommended the 2% growth level. The increase in funding, called allowable growth, is set two years in advance so that school districts have the opportunity to plan and budget ahead. Under Iowa's school finance laws, school districts receive a defined budget that is a combination of state aid and local property tax revenues. The school aid formula distributes funding on a per pupil basis.
