World: Foreign Affairs and National Security
American foreign policy, shaped for decades by an ongoing Cold War with the former Soviet Union, is today still adjusting to post-Cold War realities. The dangerous, but relatively simple, bipolar world of two competing nuclear superpowers has dissolved into a unipolar or multipolar world, depending upon one's view of U.S. dominance of the international arena. U.S. foreign and national security policy has shifted from containing Soviet communism to addressing conflicts in smaller, but still dangerous, hotspots throughout the world. Often in conjunction with international bodies like the United Nations or NATO, much of American foreign policy now focuses on peacekeeping efforts in places like the Middle East, Kosovo, or Afghanistan. Debates over many foreign policy and national security issues continue to be drawn along traditional left-right lines. A leading example is defense spending, where conservatives call for significant increases and liberals a shifting of resources to domestic needs. But the left and right are themselves each split between internationalists, who believe the U.S. should maintain a strong international presence, and isolationists who believe the U.S. should avoid unnecessary international entanglements. Indeed, this split has a much longer history in American foreign policy, extending well back before the Cold War and World War II, when isolationists opposed U.S. entry until the Japanese attacked Pearl Harbor.

Bush wants broad 'Homeland Security' overhaul
Congressional leaders in both parties applauded Bush's plan to create a Department of Homeland Security. WASHINGTON (CNN) President Bush called on Congress to set up a Cabinet-level homeland defense agency Thursday to protect the nation amid "a titanic struggle against terror." In a televised address from the White House, Bush told the nation that a sweeping reorganization of the federal government is needed to improve domestic security. "Tonight, I ask the Congress to join me in creating a single permanent department with an overriding and urgent mission securing the American homeland and protecting the American people," Bush said. The centerpiece of his proposal is a Department of Homeland Security, which would consolidate duties now spread across nine federal departments and include a central clearinghouse for analyzing intelligence information. With an estimated 169,000 employees and a $37 billion budget, the new agency would be second only to the Defense Department in terms of size. America is leading the civilized world in a titanic struggle against terror. Freedom and fear are at war and freedom is winning.

By David Noack The issue of national security and intelligence gathering has always been part of the landscape, with agencies such as the Central Intelligence Agency (CIA) and the National Security Agency (NSA) providing data to key government leaders and the military about what is happening or what is about to happen on the world stage. The tragic events of September 11 that occurred in New York City, Washington, DC, and southwestern Pennsylvania have now elevated the role of national security and intelligence to a much more prominent place in the daily lives of Americans. Security-related information and intelligence is now more available and up-to-date on the Internet from government agencies and private think tanks.

Raman The Sino-Indian war of 1962 had the following lessons for India: * While we had a good capability for the collection of tactical and topographical intelligence about Tibet, we lacked a similar capability relating to Yunnan. * Even though arrangements for the sharing of China-related intelligence between India and the US existed in a rudimentary form even before October,1962, the US intelligence chose not to share with India its knowledge of the Chinese military-build up in Tibet and the goings-on in Yunnan. The John F.Kennedy Administration in Washington DC, though well-disposed towards India, had apparently calculated that an Indian set-back at the hands of the Chinese would make New Delhi more amenable to US influence in strategic policy-making. (A similar failure to alert New Delhi about the movement of Pakistani troops to occupy the Kargil heights was discernible before the Indo-Pakistan Kargil military conflict of 1999. Again, the US calculatioin apparently was that an Indian surprise at the hands of Pakistan, even if temporary, would serve the USA's long-term policy interests). * Our capability for a meaningful analysis and assessment of even the available intelligence, open as well as secret, was very poor. Consequently, policy-making was based more on wishful-thinking and personal hunches than on well-analysed and assessed likely scenarios.
