Supporters of traditional teacher certification argue that to improve the quality of education it is imperative to ensure that both professional knowledge and subject-matter competency are grounded in a solid foundation of pedagogical training (Roth, 1986; Shulman, 1986, 1987; Watts, 1986; Kennedy, 1990).

    The measure of alternative certification program effectiveness depends on the quality of teachers and of students taught by these teachers. While the body of literature in alternative certification is descriptive of programs, there is little substance in critical evaluation. Although educators and measurement experts do not agree on universal effective measures of teacher ability and the quality of student learning, performance on standardized tests (NTE for teachers and SAT/ACT for students) is most widely used.

    Raising Licensing
    and Certification Standards
    In recent years, as many as 50,000 people have entered teaching on emergency or substandard licenses because they lacked full qualification. Thirty percent of the math teachers in high schools do not even have a college minor in math. The figures for science are not much better. If teacher preparation programs, policies for state licensure (initial approval) and certification (endorsement for full teaching or teaching in certain areas), as well as school district hiring and evaluation practices have set low expectations for teachers, it is primarily because no standards existed to guide them. That is no longer true. Three parallel developments are pushing the teaching profession toward high standards, enveloping the teaching career from beginning to end in rigorous attention to quality. One development concerns pre-service education. As the teacher preparation section described, the National Council for Accreditation of Teacher Education (NCATE) requires institutions of higher learning seeking its seal of approval to ensure that their students know how to teach to the higher content standards being adopted by most states and that future teachers demonstrate their skills through performance assessments rather than through the traditional "seat time" accumulation of course credits. A second important way that standards are being raised is through initial licensure. Licensure is being transformed in at least 30 states into a true measure of a teacher's knowledge and skills. These states are members of the Interstate New Teacher Assessment and Support Consortium (INTASC), sponsored by the Council of Chief State School Officers. It is creating performance standards for the licensing of beginning teachers and is developing assessments that match the standards.

By Melanie Burney Inquirer Staff Writer WASHINGTON TOWNSHIP French teacher Catherine Russo is a novelty in her Gloucester County district. She is the only Washington Township educator to achieve national board certification and one of just 46 in New Jersey. In Pennsylvania, 47 teachers hold the honor. Russo, who teaches seventh and eighth graders at Chestnut Ridge Middle School, was certified in 1997 by the National Board for Professional Teaching Standards. "It's probably the most productive form of professional development I've ever done," said Russo, a teacher for 12 years. While national certification has been embraced by educators across the country, it has been slow to catch on in New Jersey. Nationwide, more than 16,000 teachers have received the certification. A new group will be named next month from among 20,000 candidates.

    Masters in Education Masters in Education Masters in Early Childhood Masters in Literacy Masters in Education The Masters in Education Program is designed to be user-friendly and to recruit a new population of educators and graduates of undergraduate programs holding a first teacher certification. The program emphasizes teaching and learning and provides a necessary emphasis on integrated learning and instructional technology. Within this program, graduate students will have an opportunity to participate in various modes of teaching, learning, individualized and independent research, and evaluation throughout a two-year period.* Attendance at a Program Information Session at either the Armstrong or the Monroeville location is required prior to admission. Students who successfully complete the MED Program may apply for the Principal’s Certification Program , but are still required to meet that program’s other requirements. *The main campus and all off-campus sites follow IUP's Summer School Schedule.
