Effective Drug Prevention Curricula for Schools

Executive Director, Indiana Prevention Resource Center
Indiana University Effective drug prevention programs are those that reduce the prevalence of use of and/or problems with alcohol, tobacco, and other drugs. Good intentions are not enough. A program isn't a "prevention program" unless the program actually prevents something. Quality drug prevention programs result in statistically significant reductions in the expected prevalence of use and/or problems, and are able to document their positive impact with rigorous evaluation data. Prevention efforts are more effective when proven strategies are used with the audiences for which those strategies are best suited. In an effort to improve the effectiveness of drug abuse prevention efforts by more precisely targeting prevention messages to specific audiences, the National Institute on Drug Abuse and the Center for Substance Abuse Prevention have adopted a new system of identifying different levels of prevention needs and prevention approaches, based upon the audience's likelihood of developing alcohol and other drug use problems:
  • Universal Prevention (for general populations at average or moderate risk, and who are not selected based upon risk characteristics)

The Patton administration lowered its estimate of the state budget shortfall through mid-2004 by $115 million yesterday and said the state can fully fund its commitment to public schools in the current fiscal year. Administration officials told a meeting of the House and Senate budget committees that the state can avoid deep spending cuts for now, but a $394 million shortfall remains for next fiscal year beginning July 1. ''It's not painless. But yes, we feel that we can offer a proposal and are offering a proposal to balance the current year without the types of across-the-board cuts that had been feared,'' said acting Budget Director Mary Lassiter.

Founded - Founded in 1965. Campus Beginnings The University of Southern Indiana began as a regional campus of Indiana State University, opening on September 15, 1965. In 1967, Southern Indiana Higher Education, Inc., (SIHE) raised nearly $1 million to acquire 1,400 acres for the Mid-America University Center. Groundbreaking was held June 22, 1968. Since September 1969, the University has occupied 330 acres, mostly donated by SIHE. Southern Indiana Higher Education, Inc. still owns more than 1,000 acres for development of higher education opportunities. On April 16, 1985, legislation was signed which made USI a separate state university. All legal matters were effective July 1, 1985.
Mission - The University of Southern Indiana is a broad-based institution offering programs of instruction, research, and service. A liberal arts and sciences curriculum serves as the foundation of knowledge for all programs and complements undergraduate programs leading to careers in business, engineering, government, health professions, education, and related fields. Selected master's degrees already in existence, and in development, serve persons in professional and technical studies. As a public institution, the University of Southern Indiana counsels and assists both business and industry and social, educational, governmental, and health agencies to higher levels of efficiency and improved services.

Dr. Suellen Reed, State Superintendent of Public Instruction, the Indiana Department of Education, and the Indiana General Assembly have made a renewed commitment to reading achievement that began in 1997. Over the last three years, legislative initiatives and administrative programs have been established to address a wide array of reading and literacy issues. The policy areas that have been addressed include: new academic standards for reading, research-based early intervention programs, replenishment of school library printed materials, diagnostic reading assessments, phonics curriculum guidance, evaluation of beginning elementary teachers reading instruction skills, and increased support for adult education programs.
1. Reading and Literacy Initiative for a Better Indiana
With the endorsement of 26 statewide reading and education associations, the Indiana General Assembly supported the Indiana Department of Education's 1997 Reading and Literacy Initiative for a Better Indiana by appropriating $14 million for new grant programs. Specifically, these funds were targeted for the Early Intervention Reading Grant program ($8 million), the School Library Printed Materials grant ($4 million), and adequate funding for the state's adult education programs ($2 million).

By Niki Kelly
The Journal Gazette

INDIANAPOLIS - Indiana schools would bear the brunt of a recession-ridden state budget under a recommendation released Thursday by Gov. Frank O'Bannon's administration. "I am not extremely pleased to present this budget," said State Budget Director Marilyn Schultz, calling it one of the toughest spending plans in Indiana history to create. "We're presenting this budget because we don't have the money." The state is running a projected $850 million budget deficit - a hole caused largely by the extended recession. The hole must be filled during the next budget period from July 2003 to mid-2005. Schultz said the easiest way to remedy the deficit is to raise taxes, but that is not feasible. Instead, she presented a $22.8 billion, two-year budget that spends $220 million more than the state is projected to take in while still ending with a positive cash flow. That feat is accomplished by using $750 million in transfers from other state-dedicated funds, education spending cuts and some fee increases.

By Niki Kelly and Mike Gruss
The Journal Gazette

Gov. Frank O'Bannon's proposal to flat-line Indiana's education budget could lead to $389 million in cuts over the next three years, including $58 million from northeast Indiana's schools, according to a consortium of education lobbyists. In a statewide survey of school officials, administrators said the state's budget crisis would mean larger classes, fewer art and music programs and even lower temperatures in some buildings unless there was an increase in funding. O'Bannon suggested the zero-increase budget and elimination of several state grants to cope with an $850 million budget deficit. House and Senate leaders have suggested a 1 percent or 2 percent increase for schools. But because nearly every school will pay higher teacher salaries and skyrocketing insurance premiums, the state would need to provide a 3 percent increase to simply maintain status quo and avoid cuts, said Roger Thornton, executive director of the Indiana Association of Public School Superintendents.

Titans Clash: Traveling Trophy On Line In Purdue-Indiana Rivalry For more than a century, the Purdue Boilermakers and Indiana Hoosiers have squared off in hundreds of contests. Now the two schools, which compete head-to-head in more than a dozen sports each year, will have even more at stake than the coveted bragging rights over their archrival. The Titan Series raises the stakes of the storied rivalry. The series involves an accumulation of points for each victor in head-to-head contests. For each win, IU or Purdue gets one point. The winner of each head-to-head meeting will take home a trophy. In addition, at the end of the year a traveling trophy will be awarded to the overall winner. The winner of head-to-head competition is awarded one point. In the event of a tie or when a series is split, each school gets one-half point. Morgan Burke, director of intercollegiate athletics, says the Titan Series, sponsored by Keebler, will add some spice to an already fierce rivalry. "We have tremendous respect for our sister school in Bloomington, but we also relish the many clashes the two schools have," Burke says. "The Titan Series helps us focus on an even bigger glory than we now enjoy with the Old Oaken Bucket, Barnburner Trophy and the Monon Spike."

Purdue's School of Medicine
Winthrop E. Stone, Purdue President 1900-1921
The Purdue School of Medicine was a short-lived educational anomaly of the Stone administration. Purdue had no ambitions in medical education and probably had never considered such a possibility, at least not officially. But in 1905, the Medical College of Indiana at Indianapolis, a private school, made overtures to Purdue, proposing to turn over to Purdue its property and assets in Indianapolis, its goodwill, and the services of its faculty to establish a high-order medical school under Purdue (i.e., state) auspices. Until 1905, medical education in Indiana was carried on by several private medical schools. The medical community believed that the merger of some of the small private schools with one of the state schools would advance not only the interests of medicine but also public health. Earlier negotiations by the Indianapolis school with Indiana University had failed. Stone , however, made certain that Purdue would not be intruding upon IU's interests, then took the proposal to the board of trustees. In September, 1905, board action established the Indiana Medical College, the School of Medicine of Purdue University. The plan was, of course, subject to legislative approval. Simultaneously, two other private medical schools, the Central College of Physicians and Surgeons, also at Indianapolis, and the Fort Wayne College of Medicine, arranged a similar union with Purdue.
